City inter Works, Meters, 270.00 F. L. Keller, Sprinkling Streets, 285,00 Voted, on motion of Adams, that the plane and specifications of the Carnegie Library building, as prepared by T. H. Soule, be approved. Voted, on motion of +galker, that the bond of Goo. W. Williams, contractor, in the National Surety Co., in the sum of $4,740.00 for the erection and completion of a,Carnegie Library building, be approved. The contract between the City of Caldwell, owner-, and Goo. W. Williams, con - tractor, for the furnishing of the material and constructing the building, known as the Carnegie Library, was read, and a motion was made by Adams, that the proper of- ficers be instructed to sign the contract on behalf of the city. The roll being called on he motion, the vote resulted+ Ayes- Adams, Hardsley, Steunenberg, Walker, Zeh -5. Nays- Adam. So the motion prevailed. Voted, on motion of Steunenberg, that Geo. W. Williams be allowed to make excavation on the library building site and remove the dirt, Voted on motion of Walker, that the City attorney be instructed to take such action as is necessary to induce the Oregon Short Line Railway Company to put in and maintain gates at Kimball Avenue and Fifth Avenues in this City, and it is further instructed that pending the construction of the gates that all trains be run through the city at a speed not exceeding 4 miles an hour. Voted, on motion of Adams, that Council adjourn until Monday evening, September-9, 1918. City Clerk. 1 _1
