The Roll of the City Council was called with the following members
present: McCluskey, Olesen, Williams, Banks, and Bauman. Absent:
Raymond.
(PUBLIC HEARING - INPUT REGARDING USES OF REVENUE SHARING MONIES)
The Mayor explained that this meeting was called as a public
hearing to receive input from the public as to what uses the City
-- should put the Revenue Sharing monies received. The Mayor then
declared the meeting open for the public hearing.
The Mayor recognized Dr. Richard Roberge who was present at the
Meeting to request a project for the Revenue Sharing money.
Dr. Roberge explained that he was the President of the Caldwell
Swimming and Diving Team Parent's Association. He stated that
Caldwell had a very successful year this summer in competition, but
felt that even more success could be achieved if Caldwell had a
covered swimming pool for year around usage. As it was now, it could
only be a summer program. Dr. Roberge said that he had talked with
the School District, and the College of Idaho who both expressed
positive feelings toward having this covered pool and expressed
their desire to support such a project. An indoor, covered, pool
would allow for school swimming programs, Red Cross classes in
life saving, for Senior Citizen's use, the swim team, and for people
who are interested in physical fitness.
Much discussion followed this request by Dr. Roberge as to where it
should be located, maintenance, and staffing. It was agreed that
the most feasible plan would be to build a smaller pool with a cover.
Mrs. Rankin was recognized and stated that she had wanted this
covered pool for twenty years. She mentioned that the staff at the
Caldwell pool now needed a facility to continue their training in
order to be qualified for work at•the Caldwell-pool during the
summer months. The pool at Northwest Nazarene College was just
too busy to accommodate the Caldwell people.
Mr. Horan, Finance Director, asked if any figures were available
as to the cost of a covered pool. Dr. Roberge assured him that if
needed, he would certainly get these figures together. The Mayor
stated that he would list the need for a covered swimming pool for
the City of Caldwell on the input for usage of Revenue Sharing
monies.
Clarence Cook was then recognized. Mr. Cook, as the Chairman of
the Caldwell Golf Board, was at the meeting requesting that some of
the revenue sharing money be directed towards building a' facility
for Purple Sage Golf Course and for an automatic sprinkler system.
The Mayor stated that the request for consideration of money for
capital improvements at Purple Sage be listed for possible revenue
sharing monies.
Mrs. Rankin was again recognized by the Mayor. She stated that she
would again like to request funds for bike paths. The portion that
the Beautification Commission was interested in at this point was the
North side of Logan Street from Tenth Street to Sixteenth Street,
then swing around behind Washington School on the fence line up to
Fillmore Street. She further stated that they did not want just
a painted line as was now down Tenth. It was felt that this was
not satisfactory.

Both the Mayor and Finance Director stated that more specifics were
necessary, as to costs and just how they wanted this bike path
designated and separated. Again, much discussion followed this
request. The Mayor mentioned that a bike path was budgeted
from North Illinois to Kimball this year, but due to lack of funds
it was not accomplished this year. Mr. Horan explained that in
order to get some Federal funding everything must be in writing
there could be no vague ideas, but concrete planning. There must be
factual information to even consider requesting federal funds.
Councilman Banks stated that he would like to represent the Tennis
playing people of Caldwell. He explained that tennis has become
very popular and it was necessary to stand in line many times in
order to play. When the Caldwell courts were refinished, the
lighting was taken down for night tennis. At that time it was
planned to eventually put new lights up. Mr. Banks .stated that he --
felt it would cost about $25,000 to light the City tennis courts.
The Mayor stated that Councilman Raymond was discussing this with him
and he had visited with some of the tennis players and they felt that
to construct more courts would be more desirable than to put in the
lighting. Councilman Raymond suggested that the request state "money
for tennis" and then let the people that play tennis decide which was
more important with City Council approval more courts or lights at
the present courts. Discussion then ensued as to where the location
should be if more courts were built. The Mayor then listed the tennis
courts as a request.
The Mayor then stated that he would like to submit a request which
was originally asked for last year by Tony Neumeister. This was for
an amount not to exceed $5,000 for replacement of trees taken out
from City rights of way because of the elm beetle. The Mayor also
suggested that funds be reserved for use at the old Jefferson Junior
High School. He further explained that the City had outgrown the
present. City Hall and that a grant application had been made to
improve, the gymnasium and the auditorium and that funds would then
be necessary to improve the two wings for use as a City Hall if
this grant was approved.
The Mayor then asked if there was anyone else who desired to make
requests to the City Council regarding the use of Revenue Sharing
money. Since there was none, the Mayor declared the meeting adjourned
at 8:10 P.M.
