I_ L r L Bill No. 15, by Councilman Ackley, entitled, "An Ordinance declaring the intention of the City of Caldwell, Idaho, to establish within the limits of said City a local improvement district to be known as "Local Sprinkling Improvement District Number One ", and the intention of said City to establish therein a sprinkling district ", was read for the first time. A motion was made by Councilman Adams that the rules be suspended and that the reading on three separate days be dispensed with and that Bill No. 15 be read the second time by title and the third time in full and placed on its final passage, The roll being called on the motion the vote resulted : Ayes- Ackley, Adams, Boone, Harrington, Steunenberg -5 Nayes and Absent -None. So the motion prevailed. Bill No. 15 read the second time by title. Bill No. 1z read the third time in full and placed on its final passage. On the question shall bill No. 15 pass ? The roll being called the vote resulted e Ayes- Ackley, Adams, Boone, Harrington, Steunenberg -5 Mayes and Absent -None. So bill No. 15 passed becoming Ordinance No. 245. It was voted upon motion of Harrington that the Council set Monday September 14, 1914, ar 7:30 o'clock p, m, as the time for hearing and considering objections to the creation of Local Improvement District Number One. It was voted upon motion of Steunenberg that the Water Superintendent be instructed to secure data on which to base charges fur water used in municipal buildings, street fountains, fire hydrants -and etc. It was voted upon motion of Boone that Council take a recess until Monday evening August 31, 1914, at 7:30 o'clock p. m. City Clerk. Council Chamber, City of Caldwell, Idaho, August 31, 1914, Council meet in regular session pursuant to recess taken August 24, 1914 with Mayor C. H. Turner presiding, Councilmen Ackley, Adams, Boone, Harrington, Parker and Steunenberg present. S. Ben Dunlap Clerk, when the following business was transacted : Superintendent of Water Works Swain Beaty, took up the matter of water used in the various municipal buildings, fire hydrants, flush tanks and etc, which had previously been referred to him. He reported an estimate on the amount of water used by the City in the various ways, and fur which no charge had been made. The matter was discussed by the Councilmen and the following rates for water were fixed. Said rates to be effect- ive from July let, 1914, 477 It was voted upon motion of Steunenberg that the rate for the sprinkling cranes be $13.00 each per month. It was voted upon motion of Ackley that the rate on fire hydrants be $2.50 each per month. It was voted upon motion of Adams that the rate fur the City Hall be $5.0u per month. It was voted upon motion of Adams that the rate for the sewer flush tanks be $9.00 each per month. It was voted upon motion of Adams that the rate for the Cemetery be $$25.00 per month for five months of each year. Irrigating to commence May lot and end Sept let. It was vutsd upun motion of Adams that the rate for the three drinking fountains be $6.00 each per month. It sea voted upon motiun of Parker that the rats for Lie hures fountain be $20.00 per month. Dr. J. S. Meyers appeared and complained that the water meter at his residence registered tou high. It was voted upon motion of Parker that the matter be referred to the Water Committee with power to act. Cuuncilman Harrington stated that Mr. Church had again requested that the City Water be installed on hie Everett street property. It was voted upon motion of Adams that the Matter be referred to the Water Committee with power to act. It was voted upon motion of Boone that Cuuncil adjorn until Tuesday evening, September B. 1914 at 7130 u'clock p.m. City Clerk, Cuuncil Chamber City of Caldwell, Idaho, September 8, 114.
