Thereupon Councilman Newman, introduced Bill No. 19, entitled: "AN ORDINANCE TO AMEND SECTION B OF ORDINANCE NO. 91 TO ESTABLISH THE RULES AND REGULATIONS FOR THE GUIDANCE OF THE SUPERINTENDENT OF 'WATER WORKS AND SEWERS OF THE CITY OF CALDWELL AND REPEALING SECTION 9 OF ORDINANCE NO. 91 AND REPEALING BM TI0N 1 OF ORDINANCE NO. 528, which was read for the first time and the Council proceeded to a consideration of Bill No. 19. It was moved by McDannel, seconded by Dakan that the rules requiring that the reading of a Bill on three separate days be suspended and that Bill No. 19 be read the second time by title and the third time in full, section by section and placed on its final passage. The Mayor directed the Clerk to call the roll on the motion with the following result: These voting in the affirmative were: Bryant, Deken, Newman, Blunt, and McDannel. Negative; None. Absent and not voting: Fresher. The Mayor declared the motion had passed by the necessary three - fourths majority and directed the Clerk to read Bill No. 19 the second time by title and the third time in full, section by section. The Council of the City of Caldwell convened in Special Session in the Council Room of the City Hall pursuant to a call of the Mayor, with the President of the Council, Wilbur Dakan presiding. On Roll Call the following Councilmen answered present: Wilbur Dakan, F.E. Newman, Floyd Blunt, E.E. Fresher, and C.O. McDannel. .Absent: Thurlow Bryant and Mayor H.E. McCluskey. McCluskey, Mayor of the City of Caldwell, Idaho, under and by virtue of authority vested in me by Section 49 -324 I.C.A. do hereby call a special meeting of the Council of the City of Caldwell, Idaho, to be held in the Council Room at the City Rail In said cityon this 26th day of August „ 1942, at the hour of seven o'clock P.M. The object of this special meeting is to consider matters submitted by Carl C. Kitchen of Boise, Idaho, with reference to considering the passage of cartain ordinances necessary to clarify the existing ordinances prior to codification. The ordinances to be considered more specifically be described as follows; An ordinance repaling Sections 43 and 44 of Ordinance No. 501 as added by Ordinance No. 529 setting value of residences to be constructed in zones "A" and "B ". Repealing Ordinance No. 13 providing for payment for teams in response to fire alarm. Repealing Ordinance No. 231 providing for deposit of funds by City Treasurer. Repealing Sections 1, 3, 4, 7, 8, 9, 10, 11, 19, 23, 24, 25, 26, 29, 30, 31 and 35 of Ordinance No. 135 creating a board of health and prescribing the powers and duties. Repealing Sections 1, 2 3, 4, 5, 6 7, 8, 9 10, 11 12 13, 14, 15 and 16 of Ordinance No. 390 establish- ing milk regulations. Repealing Section 6 of Ordinance No. 18 and Section 13 of Ordi- nance No. 23 providing feet for officers impounding animals. An ordinance correcting Ordinance No. 305 regarding costs of water taps and meters. An ordinance repealing provisions for licensing of bill posters, advertising distributors and siLn painters. In ordinance providing that theatres and motion picture shows may keep open on Sunday all day. An ordinance fixing the salary of the sexton. An ordinance providing that the perpetual sinking fund of the city may be used for permanent improvements in the cemetery and correcting provisions regarding Invest- ment of perpetual lot care fund. An ordinance repealing all present traffic ordinances and establishing a new traffic code.
