Council meet in regular session with Mayor C.H.Turner presiding,Councilmen Adams,
Boone,Harrington,Parker and Steunenburg present,S.Ben Dunlap,Clerk,when the following
business was transacted.
The time coming un regularly for the hearing of protests against the special assess-
ment for sprinkling by the sprinkling currsnittee,in sprinkling districts No.1 ,2 and
3,Mr Geo.Dew appeared and asked that the assessment levied on lot 13 block 32
Original townsite,for sprinkling be cut on said lot from $1.00 to 50 cents,claiming �
that the street had not1 sprinkled except on one side of said property.On motiun of
Boone the request was granted,and the Clerk was instructed to make the correction on
the roll.No further protests appearing the Clark was instructed to so note in the
minutes.

ment for weed cutting,by the street oommitteo,and no protests having been filed,the
Clerk was instructed to so note in the minutes.
A complaint was received that some of the Artesian Wells in Golden Cate Addition,were
flooding the etreete,and that no effect was being made to check the damage.npon motion
of Boone the matter was referred to the street commissioner.
A letter was read from the Idaho Oregon Light and Power Company,in which they stated
that on August the 19th,in the afternoon,from 3 to 3 ;30,they had tested the voltage
and horsepower imput at the new centrifugal pumping inetallation,and found that the
voltage was 2200 volts and the imput to the motor was 34 horeepower,The letter was
ordered placed on file.
The following street crossings and sidewalks were reported as being In bad condition.
Sidewalk,between 14th and 15th on Dearburn Street; Crowing on 16th and Everett streets,
next to Adventist Church; Sidewalk,by Cupples Mercantile Company's store; Croosing,on
Kimball and Albany streets.The matter was referred to the Street Commissioner.
Resolution No.l,by Harrington,entitled, "A resolution providing for the construction of
a sidewalk according to plan 3 of Ordinance llo.148,of the City of Caldwell, Idaho, along
and in front of certain lots in said City,and providing for the payment of ouch con-
struction by an assessment levied and assessed against the property fronting and
abutting on said sidewalk ",was read.
The question being on the passage of the resolution,the roll was called,reaulting as
followee
Ayes- Adams, Boone, Harrington ,Parker,Steunenburg - -5 7
Nayes -None
Absent- Ackley - -1. So the resolution was passed,
At this time councilman Ackley arrived.
Mr.T.A.Waltere appeared with a petition to have the section of country known as
Canyon Hill,established into an irrigation distriet.Mr Walters stated that the City
owned quite a little land in the proposed district and he asked that a committee be
appointed to investigate the proposition,and that they be given power to act,so that
If they saw fit,said committee could sign the petition on behalf of the City.
Voted on motion of Ackley,tbat a committee be appointed to investigate the proposition
and that they be given power to act.The Mayor appointed Steunenburg and Adams.
The matter of accepting from.Canyon Abstract and Trust Company,Penneylvania Policy
Number 348,989,amount $2,500.00,insuring City Hall from fire,three years from Aug.
30th,1913,whieh was laid over from last meeting,was taken up.It was stated that

another policy for 412.500.00 and written by W.R.Wilkerson would expire within a few
daye,and that the City wEe now earring $15,000.00 insurance on the hall.The council
decided that owing to the fact of the fire fighting apparatus being located in the
L policy
building that 4$12,500.00 insurance would be ample to carry.On motion'of Parker the
Canyon
of the Abstract and Trust Company for 88,500.00 was rejected,and the
Clerk was instructed to ask Canyon Abstract and Trust Company and W.R.Wilkerson to
each write a policy for 41,250.00 on the City Hall and running three ,years from
August 30th,1913.

Mr.Burnes, rep resenting the photographers of the City,appeared and asked that the
Council take measures to protect them from transient photographers,by passing an
Ordinance requiring a liscense from photographers who had no establinthed place of
business in the City of Caldwell. Voted,on motion of IIarrington, that the City
Attorney be instructed to draft an Ordinance covering the matter.
Adams reported that he had given permission to Henry Hart to out the willows on the
City Dump ground.
Adams reported that there w•is a destitute family in the City,who were badly in need
of assistance,Tj%e matter was referred to the C&ief of Police.
Ackley submitted the following bids for a carload of lumber,which he had procured
in compliance with instructions given at the last meeting.
Central Lumber Company- -Car of lumber 2 x 12 -14 and 3 x 1P, 14 20,all rough
$ "s21,50 per thousand F.O.B. Caldwell.
Caldwell Lumber Company- -Car of lumber 2 x 12 and 3 x 12,1P' to 20' rough F.O.B.,
care Caldwell at i "21.55 per tbousand,native lurnber.On Oregon Fir t23.50 for 2 x 12,
and 24.55 for 3 x 12,ear delivered in about ten days.
Gates Lumber• Company- -Car of 3 x 12- 14,16,16,and 2 x 12- 14,16,F.O.B, cars Caldwell,
Idaho at e21.00 per thousand feet.

The matter of purchasing was left in the hands of the Street Committee.

Voted,on motion of Steunenburr,that the assessment roll for 1913 -14 sprinkling,as
prepared by the street commdttee,and corrected,and the 1913 -14 nuisance assessment
roll as prepared by the Street Comrnitt.�e be and the same are hereby confirmed,
ratified,and approved.
The Water Superintendent stated that he had received an application for a tap for
City 'Plater in Block 80 Original townsite.He stated further,that the sewer and water
main had never been extended through the alley of block 80 between 11th and 12th
streets and that this would be an opportune time to do the work as he thought several
other residents in the block would be anxious to connect with City water and sewer
if the extention were made. Action on the matter was delayed untill next meeting night.
