The Meeting was called to order by Mayor Dakan.

The Mayor requested that everyone stand for the Pledge of
Allegiance to the Flag.
The Roll of the City Council was called with the following
members present: Nancolas, Murdoch, Carpenter, Houchins, and
Ozuna. Absent: Raymond.
(PUBLIC HEARING - TRUTH AND TAXATION)
Mayor Dakan stated that the purpose of this public hearing was
to address specific issues that were identified in the
newspaper pertaining to projects or increases to the budget.
The Council was seeking input from the community to determine
whether they would like to pursue the projects or not. In
order to testify, everyone must sign up on sheets available by
the door. The Mayor then asked the Administrative /Personnel
Officer to give a brief background on the requirement for this
hearing.
Mrs. Ottens explained that the hearing tonight was a new
requirement under State Law called Truth and Taxation. This
hearing is required whenever the City wants to raise property
taxes over five percent. There will be another public hearing
on September 8th at 7:30 where the general budget as a whole
will be discussed. At this time, the hearing involved specific
issues and projects that the Council has identified as
important to the continued growth of Caldwell. No final
decision has been made and they were asking for public input
during this meeting.
Mrs. Ottens pointed out to those present that there was
packets for the public available. She then displayed the
packet on the overhead projector for the benefit of the
audience. This packet is attached as Exhibit A.
Mayor Dakan then opened the Public Hearing and explained that
he would ask for testimony on each of the options listed on
page two of their handout. The first option was from the
Police Department and their project descriptions included gang
prevention, ticket officer, training and vehicles. Bob Sobba,
Chief of Police, was recognized by the Mayor and presented his
explanation as to the reasons he felt these were viable
projects.
After Mr. Sobba's comments, the Mayor called on the following
who asked to present testimony at this time: Dennis Bergvall,
1820 Fillmore Street, who commented positively on all projects
under consideration; Gerald Earl, 2704 Beech, expressed
concern over the amount of the tax increase being too high;
Rick Fitzsimons, 4012 Meadow Avenue, stated that he supported
the projects recommended by the Police Department; Bill
Gilbert, 11476 East Linden, who said that he did support the
projects, but did not support the manner of funding.
Bruce Allcott, the Fire Chief, presented background
information on his request for training and safety equipment
for the Fire Department. Since there was no one who cared to
comment with regard to the projects, the Mayor continued.
Elaine Leppert, the Librarian, spoke in support of the
requests made for the Caldwell Library. Her discussion
including salaries, technical services, library loan budget,
and administrative fees. She mentioned the need for monies to

requested that the Administrative /Personnel Officer give the
background information on this project.
Mrs. Ottens discussed the increase in animal control costs,
the increase in fees requested by the City Attorney as well as
the Auditors, and a cost of living increase for the employees.
John Tegge, 610 South Third, was recognized and spoke
concerning a number of items including the dead trees in town,
expressed his support of a cost of living increase for the
employees, the need of ordinances so City personnel can do
their jobs, etc. Also speaking was Olga Gonzales, 110 Parker,
who briefly addressed the City stating that she agreed with
many of the Projects, but as a property owner she did not have
the money to pay for these items.
Mayor Dakan thanked all of those who expressed their opinions
to the City Council. When the final budget was completed and
published, it cannot go any higher, but could be reduced. All
of the information received tonight will be considered by the
Members of the City Council. Another hearing will be held on
September 8, 1992, to hear testimony on the actual budget.
Carlos Ferreira, 1523 South Kimball, requested an opportunity
to address the City Council. He expressed his support of
working together to help the community and commented generally
on the Projects that were discussed.
The Mayor stated that preparation of the budget takes time and
a lot of work to put together. For the first couple of
months, the Staff gathers figures for the various departments
as to their work projects. After then, the City Council meets
in work sessions over a three months period and goes over each
of the department's budgets, one item at a time to determine
what is necessary. Mayor Dakan commended the present Council
stating that he could guarantee that each of them know what is
in the budget for every department.
The Mayor further invited Carlos Ferreira to write a letter
expressing any other comment he might have pertaining to the
public hearing on the 8th of September.
The tape from this meeting will be available in the Office of
the City Clerk for six months for anyone caring to review it.
