The Roll of the City Council was called with the following members present: McCluskey, Olesen, Williams, Raymond, and Banks. Absent: Bauman. (BID OPENING ON CONCRETE AND DRAINAGE WORK PROJECTS) The Mayor explained the reason for calling this Special Meeting was because there was a bid opening the day before on the concrete work that the City has budgeted and approval was necessary. This was for curb and gutter and sidewalk. Besides himself, the Mayor stated that Councilwoman Williams, Mel Lewis, the City Engineer; Don Horan, Finance Director attended the bid opening. Mr. Lewis submitted the following report regarding the bids: Bids were opened on the concrete and drainage work project of:.the City of Caldwell at 2:00 p.m., August 22, in the Council Chambers. Two bids were submitted and the tabulation of the bids is as follows: P and L Builders, Nampa $ 46,868.00 J. M. Hess Construction 58,475.25 Co., Nampa Both bidders are properly licensed as public work contractors for the work required by the specifications. The bids have been checked and found to be correct. I would recommend an award be made to the low bidder. The work of installing the sidewalk and the driveways at the Stadium as bid 'would cost $7,374.30 with a 5-foot width sidewalk. The 5 -foot width anticipated in the bid. If the sidewalk is reduced to the 4 -foot width, the total cost of the work would be $6,035.50. If the narrower sidewalk is approved, the acceptance of the bid should be qualified with a change order which reduces the quantities of sidewalk. The Mayor explained further that it was important to get this bid awarded as soon as possible because the sidewalk at the Stadium should be in before football season begins. All of this work would include the sidewalk at the Stadium, the sidewalk and curb and gutter on Ninth from Grant to Fairview, the curb and gutter from Grant around to Everett Street by the - old Jefferson Junior High School, the curb and gutter around all of the property down at the City Shops at Third and Madison. The Mayor stated that there was budgeted $32,532.00 for these projects. The difference would be paid for out of next year's budget as the projects would not be finished until after October 15th. Some discussion followed among the Council members. Councilman Book 18 Page Raymond questioned as to whether it was possible to accept a bid in an amount that was not budgeted for in this year. Councilman McCluskey assured him that this had been done many times. It was decided that when only the $32,532.00 would be paid out this yeaa it was possible to accept the bid in a higher amount when the balance would be paid out of next year's budget. MOVED by Williams, SECONDED by McCloskey °that the City of Caldwell accept the low bid of :P and L Builders of Nampa with the stipulation that no more than the $32,532.00 be paid before October 1, 1977, with the understanding that the change order will reduce the width of the sidewalk. Roll call vote. Those voting yes: Williams, Raymond, Banks, McCluskey, and Olesen. Those voting no none. Absent and not voting: Bauman. MOTION CARRIED The Mayor said that he would hope that the City Council would consider authorizing the payment of the sidewalk at the Stadium from Revenue Sharing funds rather than the Stadium Capital Improvement fund.- The'Mayor felt that the sad ewalk at the Stadium was needed for the good of the community. Councilwoman Williams pointed out that payment for the sidewalk would use most of the Stadium's money and would leave very little for a cushion for emergencies.
