The Council met pursuant to published notice and acknowledgement of notice in the following form?
CALL AM ACKNOWLEDGEMENT OF NOTICE
We, the undersigned, Mayor and mom hers of the City Council of the
City of Caldwell, Idaho, doeach hereby acknowledge notice of a special meeting
of said City Council to be held at the council chambers in the City Hall in the
City of Caldwell, Idaho, at the hour of 8100 otclock P. M., on the 26th day of
August, 1946, for the transaction of all business in connection with the follow-
ing objects the second reading of Bill l$, Bill 15, Bill 14, Bill 15 and Bill
163 the appointment of Deputy Officer p y and Patrolman
on Police Force which object

On Roll Call the following Councilmen answered presents Pete Olesen, Leo J. Mason, L. E. Burrell,
0. L. Thornock and R. H. McNeill. Abeenti J. R. Sloop.
The Mayor informed the Council this was the time for hearing protests and objections to Bill 12,
Bill 13, Bill 14, Bill 15 and Bill 16, set by notice, notice published in the Caldwell News- Tribune August
7 and August B, 1946.
No one appeared at the meeting to object to the passage of the bills.
This being the time set for the second reading of Bill 12. It was moved by Thornock, seconded by
Olesen that the rules requiring that the reading of a Bill on three separate days be suspended and that
Bill 12, be read the second time by title and the third time in full, section by section and placed on its
final passage. The Mayor directed the Clerk to call the roll on the above motion with the following results Ili
Those voting in the affirmative were: Mason, Olesen, Burrell, Thornock and McNeill. Negatives None.
Absent and not votings Sloop. The Mayor declared the Motion hadourried b y the necessary three- fourths
majority and directed the Clerk to read Bill 12, the second time by title and the third time In full section I `

by section. The Clerk read the bill as directed. The question being "Shall Bill 12, pass?" The Mayor
directed the Clerk to call the roll on the above question which resulted as follows Those voting In the li

ThersuNOn the Mayor declared Bill No 12, had passed and the Mayor in open s easion of the Council
duly signed and attested the same which became Ordinance No 679. The Mayor directed the Clerk to make
proper entry of the same and to cause Ordinance EIo 679, to be published in the Caldwell News - Tribune the
official newspaper of the City of Caldwell, Idaho.

This being the timesat for the second reading of Bill No 13. it was moved by 'lhornoek, seconded by
Olesen that the rules requiring that the reading of a Bill on three separate days be suspended and that
Bill No 13, be read the second time by title and the tuird time in full, section by section and placed on its
final passage. The Mayor directed the Clerk to call the roll on the above motion with the following results

majority and directed the Clerk to read Bill No 13, the second time by title and the third time in full

Thereupon the Mayor declared Bill No 13, had passed and the Mayor in open session of the Council 1,
duly signed andapproved the Bill, and the Clerk duly signed and attested the same which became Ordinance
No 680. The Mayor directed the Clerk to make proper entry of the same and to cause Ordinance No 680, to be
published in the Caldwell News - Tribune the official newspaper of the City of Caldwell, Idaho.
This being the time set for the second reading of Bill No 14, It was moved by Councilman olesen,
seconded by Councilman Burrell that the rules requiring that the reading of a Bill on three saparate days
be suspended and that Bill No 14, be read the second time by title and the third time in full section by
section and placed on the final passage. The Mayor directed the Clerk to call the roll on the above motion

Negati6u} None. Absent and not voting: Sloop. The Mayor declared the motion had passed by the necessary
three- fourths majority and directed the Clerk to read Bill No 11�, the second time by title and the third
time in full section by section. The Clerk read the Bill as directed. The question being "shall Bill No
14, pass ?" The Mayor directed the Clerk to call the roll on the above question which resulted as follows;

Thereupon the Mayor declared Bill No fly, had passed and the Mayor in open session of the Council
duly signed and agdroved the Bill, and the Clerk duly signed and attested the sane which became Ordinance
No 681. The Mayor directed the Clerk to make proper .entry of the same and to c ause Ordinance No 681, to be
published in the Caldwell News - Tribune the official newspaper of the City of Caldwell, Idaho.
Thisbeing the time set for the second reading of Bill No 15. It visa moved by Councilman Mason
seconded by Councilman Burrell that the rules requiring that the reading of a Bill on three separate days
be suspended and that Bill No 15, be read the second time by title and the third time in full section by
section and placed on the final passage. The Mayor directed the Clerk to x311 the roll;oa the above motion
with the following results Those voting in the affirmative wares Mason, Clasen, Burrell, Thornock and
McNeill. Negatives None. Absent and not votinge Sloop. The Mayor declared the motion had passed by the
necessary three - fourths majority and directed the Clerk to read Bill No 15, the second time by title and
the third time in fu34 section by section. The Clerk read the Bill as directed. The question being "Shall
Bill No 15, pass ?" The Mayor directed the Clerk to call the roil on the above question which resulted as

Thereupon the Mayor declared Bill No 15, had passed and the Mayor in.open session of the Council
duly signed and approved the Bill, and Clerk duly signed and attested the sae which became Ordinance 682.
The Mayor directed the Clerk to make proper entry of the s:mae and to cause Ordinance 682, to be published
in the Caldwell News - Tribune the official newspaper of the City of Caldwell, Iddio.
This being the time eat for the second reading of Bill No 16. It was moved by Councilman Burrell,
seconded by Councilman Mason that the rules requiring that the reading of a Bill on three separate days

section and placed on the final passage. The Mayor directed the Clerk to call the roll on the above motion

necessary three - fourths majority and directed the Clerk to read Bill No 16 the second time by title and
the third time in full section by section. The Clerk read the Bill as directed. The question being "Shall
Bill No 16, pass?' The Mayor directedthe Clerk to call the roll on theabove question which resulted as
follows: Those voting in theaffirmative were: Mason, Olesen, Burrell, Thornock and McNeill. Negative:
None. Absent and not votinge Sloop.
Thereupon the Mayor declared Bill 16, had passed and the Mayor in open session of the Council
duly signed and approved the Bill, and the Clerk duly signed and - tteated the same which became Ordinance
No 663 The Mayor directed the Clerk to make proper entry of the same and to cause Ordinance No 683, to be

Following the Council action of August 5, 1946, in the creation, by
ordinance, of adeputy City Health Officer, I wish to nominate for this position
as City Health Officer

Thereupon the Mayor announced the following appointments

The Mayor announced theappointment of ELWOOD SIEGMANN, PATROLMAN POLICE FORCE.
Moved by Olesen, seconded by Burrell that this appointment be confirmed. Motion unanimously
carried.
- There being no further business to comeb3fore the Council, it was moved by Councilman McNeill,
seconded by Councilman Thornock that Council adjourn. Motioncarried.

The Regular Monthly Meeting of the pity Council met in the Council Rooms of the City Hall with G.
L. Crookham, Jr., presiding.
On Roll Call the following Councilmen answered presents J. R. Sloop, Leo J. Mason, Pete Olesen,

L. E.Burrell, 0. L. Thornock and R. H. McNeill.
The Minutes of August 5th, and 26th, w err read and approved as read.
The Bills for August were read and on motion by Sloop, seconded by Burrell that these Bills be
s1lowed and Warrants ordered drawn for the various amounts all of which had been approved by the
Finance Committee. Motioncarried.
