The Mayor then declared the motion carried by the necessary three -- fourths majority, and directed the Clerk to read the proposed Amendment the second time by title and the third time in full section by section. U J August 1 5, 1 93 2 The Clerk read proposed Ordinance Nc. 505 by Dickens,.ENTITLED %: AN ORDINANCE RESTRICTING TIRE EQUIPMENT OF VEHICLES MOVED ON THE OILRD OR PAVED STREETS WITHIN THE LIMITS OF THE CITY OF CALDWELL, IDAHO, AND PROVIDING A PENALTY FOR THE VIOLATION THEREOF. WHICH WAS READ FOR THE FIRST TIME, and the Council proceeded to a consideration of the proposed Ordinance. It was moved by Dickens and seconded by Johnston that the rules requiring a propose Ordinance to be read on three separate days be suspended and that the proposed Ordinance be read phe second time by title and the third time in full. The Mayor directed the Clerk to call the roll on the potion as stated, which resulted as follows: Those voting in favor of the proposed Ordinance were; Sandmeyer, Keister, Bales, Johnston and Dickens. The Mayor directed the Clerk to make proper entry of the passage of the Ordinance upon the Journal of the proceedings of the Council ea apart of the minutes of this meeting and further directed the Clerk to cause Ordinance No. 505 to be published in the Caldwell News- Tribune, be f icial newspaper of the City of Oaldwe Thereupon, Councilman Dickens introduced proposed Ordinance No. 506 by Dickens, entitled: AN ORDINANCE PROHIBITING RIDING OR DRIVING ANY HORSE OR OTHER ANIMAL SHOD WITH CORKS OR SPIKES UPON THE OILED OR PAVED STREETS WITHIN THE LIUITS OF THE CITY OF CALDWELL, IDAHO, AND PROVIDING A PENALTY FOR THE VIOLATION THEREOF. which was read for the first time, and the Council proceeded to a consideration of the proposed Ordinance. It was moved by Dickens and seconded by Bales that the rules requiring a propose A Ordinance to be read on three separate days be suspended and that the proposed Ordinance be read the second time by title and the third time in full. The Regular Monthly Meeting of the Oity`0ouncil met in the Oounoil'Rooms of the City Hall, with the Mayor, Fred L. Lilly, presiding. On Roll Call, the following Councilmen answered present, ffi. S. Sandmeyer, A. 0. Selster, 0. E. ;Bales,.0. X. Johnston, Joe Dickens and E. L. Vassar. The Clerk read the Minutes of August 1st. and August 15th. , which were approved as read. H. N. Haworth and Walter Griffiths were present and asked that the Treasurer take up as many of the old Outstanding Warrants as possible at this time. Their request was granted and the Treasurer was asked to call all Warrants possible. The 'Clerk read a letter from The First Security Co. of Salt Lake City, Utah, saying that the Bond Market was not good enough to sell any Bndds at this time, Fred Rowland appeared and stated that he believed that the Police Force could be materially lessened. Moved by Vassar and seconded by Dickens that we out the police Foroe•down to one man in the'day -time and two men at night, thereby eliminating the part time•paid men. Motion.Carried. Moved by Vassar and seconded by Dickens that the Ordinance relating to the payment of water be enforced. Motion Carried. The.Bills for August were read and on motion made by Bales and, seconded by Dickens that these Bills be allowed and Warrants be ordered drawn for the various amounts all of which had beenapproved by the Chairman of the Committee.
