right of way. He Stated further that he had presented a bill for this amount but the
same had never been paid. He was advised by the City Attorney that the beat way to
re -open the matter was to present another bill to the council for its consideration.
The condition of Local Lateral Sever Vo. 4 was discussed by the Council but
no action taken.
The bond of Terry and Vo Gee in the sl= of x`2,000.00 insuring the construction
and maintenance of all concrete work to be ordered by the City for a period of one year
from June 28th., 1915, was read.
A motion was made by Harrington that the bond be accepted. The roll being
called on the motion the vote resulted:
Ayes - Dement, Harrington -2.
Rayes- Ackley, Forbes, Lilly -3.
Absent - Hayman -1. So the motion failed to pass.
The bond of the Caldwell Commercial rank in the Sum of t`25,000.00, as City
Depoaitcry, dated August 20th., 1915, was read.
A motion was made by Ackley, seconded Dement, that the bond be accepted. The
roll being called on the motion the vote resulteds
Ayes- Ackley, Demen`,, Forbes, Harrington, Lilly -5.
Nayes -None.
Absent - Hayman -1. So the motion prevailed.
It was voted upon motion of Forbes that Council ad,jorn.

Council meet in special session, pursuant to call issued by the Mayor, with

of the authority in me vested do hereby Gall a special

meeting of the City Council to be held in the Council
Chamber of.the City Hall on the evening of August 9th.,
1915, at 8:30 o'clock for the following purposes:
Purposes.
Consideration of the acceptance of the bond of
Terry and YcGee.
Report on Plater Maina.
Consideration of Ordinance regulating traffic.
Consideration of sidewalk resolution.
Any other business of special interest to Caldwell.

Pr. J. Gus appeared relative to the traffic ordinance asking to have that
portion of section 5 wl - dch prohibits vehicles from standing on Main Street for a longer
period than ten minutes, repealed. He stated that this portion of the Ordinance worked
a hardship on the doctors and others who viere compelled to keep their machines handy at
all times, in that on the summer afternoons it was now necessary to keep their machines
in the sun as the only shade near their place of business was on Main Street.
It was voted upon motion of Forbes that the Ordinance be amended as requested
and that the traffic be regulated by the Chief of Police.
The bond of Terry and McGee, insuring construction of all concrete work
ordered by the Council for a period of one year from and after the 88th day of June
1915, in the sum of .12,000.00, was read.
It was voted upon motion of Dement, seconded Hayman, that the bond be
accepted.
It was voted upon motion of Hayman, that sections 8 and 9 of the traffic
Ordinance, providing that the speed of vehicles shall be four miles per hour in certain
places, be amended to read seven miles per hour and that the Council cause notices to
be erected at the City limits on all main traveled roads, calling attention to the speed
limits and to the fact that the same must be observed.
The following veto of sidewalk resolution 110. 2 was read.

Caldwell, Idaho.
I hereby veto Fesolution P ?o. 2 for
sidewalks, believing some parts do not accomodate
enough people and add expense to considerable property
that has no income.
I think it advisable at all times when ordering

walks, to examine thoroughly the coalition of old walks,
and the. same in constructing along vacant property.}
There were parts of resolution Yo. 2 I think should
have been ordered in, but not all.

Sidewalk resolution 1 ?c. 3, by Forbes, entitled, "A resolution providing for
the construction of a sidewalk according to plan 3 of Ordinance 1'o. 148 as amended by
Ordinance ?To. 189, of the City of Caldwell, Idaho, along and in front of certain lots
and blocks in said City and providing for the payment of such construction by an assess-
ment levied and assessed against the property fronting and abutting on said sidewalk ", was
read.
A motion was made by Dement, seconded Lilly, that the resolution be adopted.

Absent- Aci:ley, Harrington -2. So the motion prevailed.
Dement reported that the sidewalk bridge on South Aimball Street near the hill,
was in a bad Condition..
Forbes stated that this bridge and also the wagon bridge over the same ditch,
could be removed and a drainage pipe inserted, which would care for the water, and be less
expensive to construct and maintain than bridges.
A letter was read from carry Finley of .!Tampa, under date of August 9, 1015,
requesting permission to install and erect sign boards at certain designated places.
It was voted upon motion of Forbes, seconded Silly, that the request be refused

in that it did not state that sign boards were to be erected according to Ordinance.
The water Committee submitted the following bide, which it h-ad received for
4200 feet of four inch pipe, 250 foot head. All bids F. 0. B. Caldwell.
Pacific Tank and Pipe Company, Portland 16 cents per foot.
"'aehington Pipe & Foundry Co, Tacoma, 17.8 cents per foot.
Pacific Coast Pipe Co., Seattle, 0 18.70 per 100 feet.
It was voted upon motion. of Forbes that the Street Commissioner be instructed
to close 18th Street acrosn the 0. S. L. right of way.
It was voted upon motion of Dement that Council ad,jorn.
