Council Chamber, City of Caldwell, Idaho, August 6th.. 1917.
Council meet in regular session, with Mayor H. H. Plowhead, presiding, present,
Councilmen Dickens, Amos J. Miller, Fritz R. Roller, Mitchell, Sanberg and Ward, City Clerk
S. Ben Dunlap, when the following business was transacted:
Minutes.
The minutes of the sessions held July 2nd., July 9th., and July 23rd., 1917,
respectively, were read and approved.
Petition Bond Election for !capital.
Petition of Ralph Oakes et -al, requesting the City Council to call an election
to submit to the qualified electors the proposition of issuing municipal bonds in the sum
of $40,000.00 for the purposes of acquiring hospital, grounds, building and equipment, and
maintain and operate same, and do all things right and proper in the premises, were read.
Masers. R. W. Oakes, W. F. Vance, J. H• Gipson, J. H. Gue and others appeared-
and spoke relative the merits of the proposition.
The matter was taken under advisement.
Gipson Orchard Track, Kimball Avenue.
Mr. J. J. Plowhead, representing Mr. A. E. Gipson appeared and complained of
condition of ditch abutting Gipson orchard on South Kimball Avenue, stating that the same
was a nuisance in that it was washing out the streets and was a menace to the safety of
travelers. He requested that the council take immediate steps to have the condition remdied.
Mr. A. E. Gipson, being present, explained the condition in detail and
pointed out the advisability of immediate action by the City to protect the street.
It was voted upon motion of Ward, that the matter be referred to the City
Attorney and City Engineer for action.
Employment City Nurse.
On the committee appointed to interview the School Board, relative employment
City Nurse, Councilman Mitchell reported that the board had agreed to pay one -half the
salary of a City nurse in event one was employed by the City.
The Committee was continued to continue investigations and make a definate
report at the next meeting.
Monthly Claims.
The following bills which had been 0.K'd by the Finance Committee, were read.
It was voted on motion of Sanberg, seconded Dickens, that the bills be allowed and that
the City Clerk be and hereby is ordered to draw warrants on the various funds in payment
of the same as follows:

1917 Sprinkling Assessment Roll.
The 1917 Sprinkling Assessment aoll of Sprinkling Improvement District Ido. 1,
as prepared by the Street Committee and City Engineer, was presented:
A motion was made by Councilman Amos J. Miller, seconded councilman Ward, that
the same be and hereby is confirmed, ratified and approved and that the City Clerk be
and hereby is instructed to advertise the same as required by law and that the City
Council hereby fixes Monday, September 3rd.,, 1917, at 8 o'clook P. M. as the time for
hearing and considering objections by any person or persons aggreived by reason of the
said assessments, or any part thereof, contained thereon.
The roll being calle3 on the motion, the vote resulted:
Ayes - Dickens, Amos J. Iiiller, Fritz R. Miller, Sanberg, 'card -6.
Hayes and Absent - None. The Mayor declared the motion carried.
kppropriation Bill, 1917.
Bill No. 4, by the Finance Committee, entitled, "An ordinance appropriating

money in such sums as are deemed necessary to defray all proper expenses and liabilities Of
the City of Galdwell, not otherwise provided, for the fiscal year beginning on the first
Tuesday in May, 1917 was read for the first time.
A motion was made by ''lard, seconded Sanberg, that the rules be suspended and the
reading on three separate days be dispensed with and that Bill No. 4 be read the second
time by title and the third time in full and placed on its final passage.
The roll being called on the motion, the vote resulted:
Ayes - Dickens, Amos J. Miller, Fritz H. Culler, Iulitchell.Sanberg and Turd -6.

Bill No. 4 read the second time by title.
Bill No. 4 read the third time in full and placed on its final passage. On the
question, Shall Bill No. 4 pass? The roil being called the vote resulted:
Ayes - Dickene, Amos J. Miller, Fritz R. Miller, Mitchell, Sanberg and Ward -6.
Nayes and Absent -None. So Bill No. 4 passed becoming Ordinance No. 282.
Transfer of Funds.
The following resolution was introduced by the Finance Committee.
RESOLUTION.
Be it resolved by the Mayor and Council of the City of Caldwell, Idaho:
That the City Treasurer of said City be and hereby is authorized and
instructed to transfer from the Bond and Interest Fund of said City to the funds
and in the sums as hereinafter set fourth. Said transfer being a partial apportion-
ment of the moneys raised during the year 1916, for.sinking fund purposes.
To Dater Works Extension Bond No. 2 S. F., - -$ 2,600.00
To General Paving Bond Sinking Fund,-- - - - - -- 1,300.00
To Funding Bond No. 1 S. F.,---------- - - -- -- 600.00

A motion was made by Councilman Fritz R. Culler, seconded Councilman Mitchell,
that the resolution be adopted. A yea and nay vote being called for was taken and resulted
as follows:
Ayes - Dickens. Amos J. Duller, Fritz R. Miller, Mitchell, Sanberg, Ward -6.
Hayes and absent -None. The Mayor declared the motion carried and the reso-
lution adopted.
Bond Harry L. Smith, Supt of +ator s'orks.
The Clerk announced that the bond of Harry L. Smith, Superintendent of Water
Storks, as principal and the United States Fidelity and Guaranty Company as surety, in the
sum of N1,000.00, expiring May 7th., 1919. had been filed. The same was referred to the
City Attorney.
phtition Fire hydrant, Corner Third Avenue and Freeport.
Petition of Thomas R. Cochrane et -al, under date of July 31, 1917, requesting
the installation of fire hydrant at cornet of Third Avenue and Freeport Street and the
improvement of Third Avenue from Denver to Freeport, was read and referred to the Water
Committee, City Engineer and Street Committee.
Fire hydrants and aplroaches.
The fire committee recommended that the approaches to hydrants at 12th and
Denver, 11th and Main and 16th and Denver be fixed so as to permit easy access to said
hydrants.' The Committee also recommended that a hydrant be installed at l9th and Arthur

Third reading and passage iduniaipal Band - master Ordinance.
Bill Ito. 2, by Nand, entitled, "An Or creating the office of
Municipal Band- master for the City of Caldwell, prescribing the duties thereof, and fix-
ing the powers and compensation therefor ", was read the third time and placed on its
final passage. On the question, shall Bill No. 2 pass, the roll being called, the vote
resulted:
Ayes - Diekeas, Amos J. Culler, Fritz R. Miller, Mitchell, Sanberg, ward -6.
Hayes and absent -None. So Bill ido. 2 passed becoming Ordinance No. 283.
Passage Ordinance :: reading Local Sewer Improvement District Ho. B.
Bill No. 5, by Ward, Amax J. biller and Charles Sanberg, entitled, "An
Ordinance creating Local Sower Improvement District in the City of Caldwell, State of
Idaho; providing for the appointment of Sewer Committee; and empowering such
committee with authority to provide for construction of sewerage system and sewer dia-

iieports of Officers.
The reports of the following officers for the month of July, 1917, were read.
City Librarian, Chief of Police, Police Judge,Superintendent of Streets, Seaton, City
Clerk, Chief of Fire Department and Superintendent of Water 's ?orks. The report of the
City Treasurer for the month of June, 1917, was also read.
It was voted on motion of I.1itchell, seconded Sanberg, that the reports be
approved and ordered placed on file.
City Lttorney requested to prepare confetti Ordinance.
The City Attorney was requested to prepare and submit an Ordinance to
prohibit the throwing of confetti on the street8.
0. L. Kingsbury claim for damages.
Relative 0. L. Kingsbury claim for damages account accident caused by
sprinkling auto, City Attorney Griffiths reported that in his Opinion City was not
liable for damages.
Fire Committee authorized to purchase 13911.8tarter for auto.
It was voted on motion of Councilman Fritz R. Miller that the Fire Committee
be authorized to purchase a suitable self starter for the fire auto.
