The City Council met in pursuant to a published notice for the purpose of con sidering protests to the proposed Financial Budget of the City for the year 1933 and 1934, with Mayor Emery Vassar presiding. On Roll Call the following Councilmen answered present:� Boynton, Bales, Fenrich, Hollingsworth, and Montgomery. This being the date set for hearing protests against the proposed estimate of expenditures of the City of Caldwell for the fiscal year beginning the First Tuesday in May 1933 and ending the First Tuesday in May 1934: The said estimate and tax levy being in excess of lD mills for general purposes. The Clerk presented the affidavit of publication of said notice which is in words and figures as follows: AFFIDAVIT OF PUBLICATION. State of Idaho ) ea. County of Canyon Emile A. Shorb being duly sworn, deposes and says that he is foreman of CALDWELL PUBLISHING COMPANY, publisher of THE CALDWELL NEWS- TRIBUNE, a semi- weekly newspaper published at Caldwell, Idaho; that the said paper is in general circulation in the County aforesaid, and has been for a period of 78 weeks preceding first publication of this advertisement, a copy of which is attached hereto, and was published in the regular edition of said THE CALDWELL NEWS - TRIBUNE two consecutive weeks beginning with the issue of July 8, 1933 and ending with the issue of July 15, 1 933• (Signed) Emile A. (Seal) Residing at Caldwell, Idaho The Mayor asked if there was anyone present that desired to be heard on the matLer of the proposed estimate and tax levy. There was no one to speak either for ar against the proposed estimate. The Mayor and Council took the mattes of the proposed estimate and tax levy under oonslueratron. Thereupeu, Councilman Montgomery introduced Bill ,No. by G. W. Montgomery, enzit.�ea: All ORIDINANua TERMED THE ANNUAL APPHUrHIATION BILL, AP?ROPRIATING MONEY IN SUCH SUM AND SUMS AS ARE DEEMED NECESSARY TO DEFRAY ALL PROPER EXPENSES AND LIABILITIES OF THE CITY OF CALDWELL, IDAHO, NOT OTHERWISE ?ROVIDED FOR, FOR THE FISCAL YEAR BEGINNING MAY 1, 1933 pursuant to the provisions of section 49 -1102 AND SECTION 49 -1716 IDAI:O CODE ANNOTATED 1932. WHICH WAS READ FOR THE FIRST TIIiE AND THE Council proceeded to a consideration of said Bill. It was moved by Bales and seconded by Hollingsworth that all rules requiring a Bill to be read on three separate days be suspended and that Bill Noi- be read the second time by title and the third time in full. The Mayor directed the Clerk to call the roll on the question as stated, which resulted as follows: Those voting in the affirmative were: Oakes, Boynton, Bales, Montgomery, Fenricm, and Hollingsworth. Those voting in the negative none. The mayor then declared the motion carried by the necessary three - fourth majority, and directed the Clerk to read Bill No.Y4 the second time by title and the third time in full section by section. The Clerk read the bill as directed. On the question as put by the Mayor, "Shall Bill No"�kl pass7l' the Mayor directed the Clerk to call the roll with the following result. Those voting in the affirmative Oakes, Boynton, Bales, Montgomery, Fenrich, and Hollingsworth. Those voting In the negative none. Thereupon, the Mayor declared Bill No.4 passed, and in open session of the Council, the Mayor signed and approved said bill, and the Clerk duly attested the same, which, thereupon, became Ordinance No. 510. The Mayor directed the clerk to make the proper entry of the passage of the Ordinance nm i i upon the Journal of the proceedings of the Ordinance No. 510. The Mayor directed the Clerk to make the Council as part of the minutes of this meeting and further directed the Clerk to cause ordinance No. 510 to be published in the Caldwell News — Tribune, the official newspaper of the City of Caldwell. %e Oakas presented a Bill for 1 Ba � n of Boise, Idaho for spray and on motion i;ade by Montgomery and seconded by Fenrich that the bill be allowed and a warrant be drawn for the amount. Motion carried. Bert Shively put in a bid to cover the City barn, but the Council decided to igate further. Application for Licenses to sell 3.2 Beer were read from J. H. Gilinsky. Moved by Sales and seconded by Montgomery that a license be granted. Motion carried. Letter was read from Mrs. Moore concerning the old house and tractor near the College. The council decided to wait for more information. Letter was read from H. E. Haworth, Caldwell, Idaho; stating there would be no more interest paid on public funds. Moved by Montgomery and seconded by Bales that this Council stand adjourned on call of the Mayor. Motion carried. ATTEST � r City Clerk 0 d pill
