HomeMy WebLinkAbout1914-08-03city council minutes469 It was voted upon motion of Adams that the City Engineer be instructed and empowered to secure from the Water Works Department seven hundred sixty feet of wooden pipe to be used for the irrigating system to be installed at the Cemetery. Mr H.H.Miller,Auditor Public Utilities Commission appeared with reference to the system of accounts which the Commission require to be installed in -the Water Works office. It was voted upon motion of Adams that the matter of securing the necessary books and installing the same be referred to Counoilman Boone and Parker with power to act. It was voted upon motion of Boone that the Fire Committee be instructed and empowered to employ a man as night driver for the auto. - It was voted upon motion of,Boone that Council adjorn until Monday evening August 3rd.,1914,at 7#30 o'clock P.M. Mr.R.A.Oriffetha appeared and submitted the following proposition to the City namely, To secure the right of way and construct an eight inch tile drainage pipe 472 I ' 1L extending from the new. City Pump House to one hundred seventy five feet west of Fifth Street and connecting with the Golden Gate Company's drainage ditch,a distance of aproximately 1600 feet,total cost to the City to be three hundred ($390.00) dollars. The purpose of the proposed pipe being to dispose of the overflow from the City wells. It was voted upon motion of Ackley that the chair appoint a committee to investigate the proposition. The Chair appointed Councilmen Ackley and Adams #Vayor Turner and the City Engineer. Councilman Steunenberg vacated the Chair to Mayor Turner. I L Bill No.12,by Boone,entitled, "An Ordinance requiring the Superintendent of Water Works to collect all water rents and give receipts therefor,to install in his office and under his direction the system of bookkeeping and accounting for water utilities as required by chapter 61 of the 1613 Session Laws of the Stete of Idaho, to compile and submit to the Public Utilities Commission of the State of Idaho, all reports and other information which are required by the said Public Utilities Commission to be filed by Water utilities, and repealing section 6 of Ordinance numbered 165 and all other Ordinances and parts of Ordinances in conflict with this Ordinance" was read for the first time. A motion was made by Adams that the rules be suspended and that the reading on three separate days be dispensed with and that Bill No. 12 be read the second time by title and the third time in full and pleaed on its final passage. The roll being called on the motion t:.e vote resulted: Ayes — Ackley, Adema, Buone, Parker and Steunenberg -5 Nays -None. Absent- Harringtun -1. Su the mutiun prevailed. The roll being called the vote resulted: Ayes- Ackley, Adams, Boone, Parker and Steunenberg -5 Nayes -None Absent- Harringtun -1. So Bill No.12 passed becoming Ordinance No. 242. Bill No.13 by Boone, entitle, "An Ordinance known as appropriation bill, ap- propriating such sums of money as de-med necessary to defray all necessary expenses and liabilities of the City of Caldwell, Idaho fur the fiscal year beginning on the first Tuesday of )lay 1 14, nut otherwise provided for ", was read for the first time. Bill No.14,by Adama,entitled, "An Ordinance granting to the United States of America and its assigns a franchise to construct ,maintain and operate a drainage pipe through certain streets in the City of Caldwell ",was read for the first time. A motion was made by Parker that the rules be suspended and that the reading on three separate days be dispensed with and that Bill No.14 be read the second time by title and the third time in full and placed an its final passage. The roll being called on the motion the vote reaulteds Ayes - Ackley,Adams$Boone,Parker and Steunenberg -5 Nayes -Nona Absent - Harrington -1. So the motion prevailed. Bill No.14 read the second time by title. Bill No.14 read the third time in full and placed on its final passage. So bill No.14 passed becoming Ordinance No.244. Mayor Turner vacated the chair to Councilman Steunenberg. The Street Commissioner submitted his report of the weed cutting showing from what property weeds were out from July 14th to July 23,1914,inclusive.It was voted upon motion of Boone that the report be approved and ordered placed on file. The Street Committee reported the Nuisance Assessment Roll for the year 1914. It was voted upon motion of Adams that the said Nuisance Assessment Roll is hereby confirmed ratified and approved.and that the Clerk be instructed to advertise the same and that the Council hereby fixes Monday evening September 7,1914,at 4e30 o'clock p.m. to hear and consider objections by any person or persona aggreived by said assessment roll. It was voted upon motion of Parker that the City Treasurer be instructed to transfer the Sinking Fund moneye,raised by the 1913 levy,from the Bond and Interest Fund to the proper sinking funds as follows, Water Works Bond and Sinking Fund, $1,500.00 Water Works Extension Bond No.l Sinking Fund, 500.00 Water Works Extension Bond No.2 Sinking Fund, 2,500.00 City Hall Bond Sinking Fund, 1,575.00 General Paving Bond Sinking Fund, 1,300.00 Funding Bond No.l Sinking Fund, 500.00 Funding Bond No.2 Sinking Fund, 1 125.00 Total,--- - - - - -- 9,300.00 47 4 It was voted upun motion of Parker that the City Treasurer be instructed to transfer $1,000.00 from the Paving Fund to the City Hall Sinking Fund,as re- imbursement for $1,000.00 borrowed from said sinking fund,during the month of June 1914,and used for the purpose of taking up outstanding paving bonds. It was voted upon motion of parker that the City Treasurer be instructed to im- mediately aegrate and keep segrated from other funds of the city the Water Works fund, in order that interest earned by the said Water Works Fund may be properly credited as earnings of the Water Works Department. It was voted upon motion of Boone that Council take a recess until Wednesday evening August 5,1914,at 7130 o'clock p.m. City Clerk. Council Chamber,City of Caldweli,Idaho,Auguet 5,1914. The following resolution was introduced) r I L.' -------- RESOLUTION-- -- - - - - -- Be it resolved that City water used for sprinkling purposes by the present Sprinkling Districts of the City be supplied to said districts at a flat rate of $600.00 per Sprinkling season. It was voted upon motion of Councilman Steunenberg,seconded by Councilman Adams, that the resolution be adopted.
