8:00 P. M.
A Speolal Meeting of the City Council met oncall of the Mayor, with the Mayor,
E. L. Vassar, presiding.
On Roll Call, the following Councilmen answered present: W. S. Boynton, C. E.
Bales, G.W. Montgomery, G. M. Fenrich and W. R. Hollingsworth. Absent: Edgar L. Oakes.
The Mayor stated that the object of the meeting was to check the infantile
.:paralysis epidemic.
Dr. Newberry, County Health Officer, Dr. Cole, committees from the Forward and
Lion Clubs, appeared and stated they would co- operate with the Council in checking this
epidemic.
The Mayor appointed Dr.F.T. Harris as Dairy Inspectors
Motion b Montgomery, seconded b Oakes that the y g y, y appointment of Dr. Harris be
confirmed. Motion carried.
The Mayor requested the Dairy Committee to draw ' form to be used by the
Dairy Inspector.
W.R. Hollingsworth requested that she ordinance on dog licenses be enforced.
The Mayor authorized the City Clerk to order dog licenses. The Chief of Police was re-
quested to appoint a dog catcher and to have a notice regarding dog licenses run in the
Caldwell News - Tribune.
The Mayor appointed Edgar L. Oakes and T. D. Finn on the Band Committee.
There being no further business to come.b the meeting, it was, on motion

The City Council met in pursuantlgto a published notice for the purpose of con-
sidering protests to the proposed Financial Budget of the City for the year 1934 and 1935,
with the Mayor Emery Vassar presiding.

On Roll Call the following Councilmen answered present: Edgar L. Oakes, W. S.
Boynton, C. E. Bales, G. M. Fenrlch, W.R. Hollingsworth and G. 47. Montgomery.
There being several in waiting the Mayor called upon them to state their busines
before proceeding with the Appropriation Bill.
The Clerk read the Dairy and Deputy Sanitary Inspectore'reports which were
placed on file.
A Committee from the Merchants Association appeared and requested the Council
to pass an Ordinance declaring hand bills and peddlers a nuisance. The Mayor informed the
committee that this matter would be taken under advisement.
The City Engineer reported that Amos Miller wished to purchase the log cabin
at 9th and Arthur and move it to 9th and Blaine. The Mayor authorized the City Engineer
to issue a permit provided Mr. Miller put the cabqu on wheels. p,/I �J

This being the date set for hearing protests against the proposed estimateo)f
expenditures of the City of Caldwell for the fiscal year beginning the First day of May
1934 and ending the First day of May 1935: The said estimate and tax levy being in
excess of 10 Mille for general prmposes.
The Clerk presented the affidavit of publication of said notice which is in word
and figures as follows:

eacebtc holidays; And that the publisher of said THE CALDWELL NERIS- TRIBUNE, a daily
newspaper, has all the time -since the' 5th day of July, 1933 and -in each issue thereof,
at'tha head of"the'editorial column of said newspaper, announced! ths day of the week to-
wit: Saturday, on which legal notice required by law or by order of any Court of compaten
jurisdiction to be published weekly, will be published; that the said paper is ill general
circulation in Canyon County, Idaho and has been for a period of seventy -eight weeks pre-
ceding the first publication of this advertisement, a.copy of which is attached hereto,
and by reference thereto made a part of this affidavit, and was published in the regular
Saturday issue of THE CALDVMLL NEWS- TRIBUNE for four consecutive weeks beginning with the
issue of June 30th, 1934 and ending with the issue of July 21 1934.

The Mayor asked if there was anyone present that desired to be heard on the
matter of the proposed estimate and tax levy; There was no one to speak either for or
against the proposed estimate. The Mayor and Council took the matter of the proposed
estimate and tax levy under consideration.
Thereupon, Councilman Montgomery introduced Bill No. 1. entitled:
AN ORDINANCE TERMED TIM ANNUAL APPF.OPRIATION BILL, APPROPRIATING MONEY IN SUCH
SUM AND SUMS AS iJM DEEMED NECESSARY TO DEFRAY ALL PROPER EXPENSES AND LIABILITIES OP THE
CITY OF CALDWELL, IDAHO, NOT OTHERWISE PROVIDED FOR, FOR THE FISCAL YEAR BEGINNING MAY1,
1934, MSUANT TO THE PROVISIONS OF THE SECTION 49 -1102 AND SECTION 49- 1716,IDAHO CODE
ANNOTATED FOR 1932.
which was read for the first time and the Council proceeded to a consideration of said
bill.
It was moved by Hollingsworth and seconded by Montgomery that all rules requiring
a Bill to be read on three separate days be suspended ant that Bill No. 2; be read the
second time by title and the third time in full. The Mayor directed the Clerk to call the
roll on the question stated, which resulted as follows: Those voting in the affirmative
were: Oakes, Boynton, Bales, Montgomery, Fenrich and Hollingsworth. Those voting in the
negative. None. The Mayor then declared the motion carried by the necessary three - fourth
majority, and directed the Clark to read Bill No. 1, the second time by title and the
third time in full section by section. The Clerk read the bill as directed. On the
question as put by the Mayor, "Shall Bill No. 1 pass ?" the Mayor directed the Clerk to
call the roll with the following result. Those voting in the affirmative were: Oakes,
Boynton, Bales, Montgomery, Fenrieh and Hollingsworth. Those voting in the negative.
Prone. Thereupon, the Mayor declared Bill No. 1 passed, and in open session of the
Council, the Mayor signed and approved said bill, and the Clerk duly atte3ted the same,
which, thereupon, became Ordinance No. 513. The Mayor directed the Clerk to make the
proper entry of the passage of the Ordinance upon the Journal of the proceedings of the
Council as part of the minutes of this meeting and further directed the Clerk to cause
Drdinanee No. 513 to be published in the Caldwell News - Tribune, the official newspaper of
the City of Caldwell.
There being no further business to come before the Council, it , on motion
iuly seconded and carried, declared adjourned.
