HomeMy WebLinkAbout1960-07-29council minutes18, 1960, and appearing in the minutes of said meeting, held on said date, and said Mayor and Council having determined at said meeting that it will be necessary to pass an ap- propriation bill appropriating inexcess of ten mills for general purposes of said City for said fiscal year. h NOTICE IS HEREBY GIVEN: That a public meeting and hearing is hereby granted on said appropriation bill to be held at the City Hall in the City of Caldwell, Canyon County, Idaho, at the hour of 8:00 o'clock P.M. on the 29th day of July, 1960. For further detailed information concerning the said proposed appropriation bill, reference !I is hereby made to the said estimate of expenditures hereinabove referred to and fully as forth in the minutes of the Mayor and Council of said City on the 18th day of July, 1961 i By order of the Mayor and council of the City of Caldwell, Canyon County, Idaho. That said Notice shall be the same as hereby ordered and that the City Clerk of the City of Caldwell, Idaho, is hereby ordered, authorized and directed to cause said notice to be published as hereinbefore mentioned and procure proof of said publication. Upon Roll Call those voting in the affirmative were: Vassar, Lucy, Smith, Finley and Eldredge. ` Negative: None. Absent and not voting: Shorb. Thereupon the Mayor declareeJ the motion carried and the Resolution adopted. There being no further business to come before the Council it was moved by Councilman nth, seconded by Councilman Finley that Council recess to meet July 29, 1960. Motion carried. The Council met pursuant to recess and acknowledgment of notice in the following forms CALL AND ACRNOWLwDOM OF NOTICE The Council met pursuant to recess and acknowledgment of notice in the following form: We, the undersigned Mayor and Members of the City Council of the City of Caldwell, Idaho, do each herby acknowledge notice of a special meeting of the said City Council, to be held in the Council Chambers in the City Hall in the City of Caldwell, Idaho, at the hour of 8:00 o'clock P. I4., on the 29th day of July 1960, for transaction of all business in connection with the following object: Hearing on the 1960 - 1961 estimated budget, which object was presented to each of the undersigned in writing. Vassar, President of the Council, presided. i The Acting Mayor informed the Council this was the tie set by notice for hearing protests against i - the proposed estimate of expenditures of the City of Caldwell for the fiscal year beginning the first day of May 1960. The said estimate a °dtax beine in excess of ten mills for general ourpo >es. The Clerk presented the affidavit of publication of said notice which is in words and figures as follows. That I am a citizen of the United States of America, and at all times hereinafter mentioned was over the age of twenty-one years, and not party to the above entitled action. 2. That I am the principal clerk of the News - Tribune, a daily, (exceut Sunday) newspaper publishe in the City of Caldwell, in the County of Canyon, State of Idaho; that the said newspaper is in general cir- culation in the said County of Canyon, and in the vicinity of Caldwell, and has been uninterrupedly pub- lished insaid County during a period of seventy -eight consecutive weeks nrior to the first n of the notice, a copy of which is hereto attached. 3. That the notice, of which the annexed is a printed copy, was published in said newsnaper two times in the reenlar and -ntire issue of said paper, and was printed in the newsnaper poper and not in a supplement. , 4. There was no one present to protest the proposed budget. Bill No 7, Ord VC) ( Approp•iation 1960 -1961) Thereupon Councilman Smith introduced Bill No 7, entitled: AN ORDINANCE TERMED THE ANNUAL AP °ROPRIATION BILL, APPROPRIATING MONEY IN SUCH SUM Or S144S AS ARE DEEMED NECESSARY TO DEFRAY ALL PROPER EXPENSES AND LIABILITIES OF THE CITY OF CALDWELL, IDA_10, NOT OTHER- WISE PROVIDED FOR, FOR THE FISCAL Y ?AR BEGINNING THE FIRST DAY OF MAY, 1960 SECTION 50 -1915, IDAHO CODE. , PURSUANT TO THE PROVISIONS OF which was read for the first time and the Council proceeded to a consideration of Bill No. 7. It was movedc'. by Councilman Tinley, seconded y Councilman Shorb that the rules requiring that the reading of a Bill on three separate days be suspended and that dill No 7, be read the second time by title and the third time in full section by section and placed on the final passage. The Acting Mayor directed the Clerk to call the Roll on the above motion with the following result: Those voting in the affirmative were: Vassar, Smith, Shorb, Eldredge and Finley. Negative: None. Absent and not voting: Luby. The Acting Mayor directed the Clerk to make proper entry of the same and to cause Jrdinance No. 961, to be, published in the News - Tribune the official newsnaper of the City of Caldwell, 1 962 fMill Levy) Thereupon Councilman Eldredge introduced Bill Nol 8, entitled: AN ORDINANCE PROVIDING FOR THE ASSESSMENT AND LEVY OF A TAX FOR OENEPAL RWENUE PURPOSES FOR 'ING, THE CURRENT EXPENSES OF THE CITY OF CALIWELL CANYON COUNTY, IDAHO, FOR THE FISCAL YEAR BEGINNING FIRST DAY OF MAY, 1960. ch was read for the first time and the Council proceeded to a consideration of Bill No. 8. The Acting Mayor directed the Clerk to make proper entry of the same and to cause Ordinance No. 962, to be, published in the News - Tribune the official newspaper of the City of Caldwell, Idaho, j The following letter was read from the City Treasurer: { Letter City Treasurer(redeendng Water & Sewer Bonds) 7 -8 -60 MAYOR AND COUNCIL I have attached a letter in regard to redeeming 5 of our Water & Sewer Revenue Bonds at a discount of 415.00 per bond. These bonds would mature in July, 1963. This would be a savings of approximately $500 -00 for the City, if the money was avail- able. We do have availahle $62,508.69 in the Sinking Fund for the maturity of bands. HOWEVER, I beliebe it is contrary to the Ordinance, as Section 3 of the Ordinance states the bonds will mature in numerical order. Dean should advise you as to the legality of this. It did occur to me that perhaps the Cemetery could purchase these and hold them until maturity date. Action on this letter was deferred until the Mayor and City Attorney were present. Ord No 963(Transferring property to Stateof Idaho or Armory purposes) Thereupon Councilman Finley introduced Bill No 9, entitleds AN ORDINANCE BY THE MAYOR AND COUNCIL OF THE CITY OF CALDwELL, Ii,AHO, TRANSFERRING TO THE STATE OF IVAHO, AND AUTHORIZING THE EXECUTION OF THE PFOP`R DEEDS OF C NVEYANCE, AN UNDIVIDED ONE -HALF INTMRz;T IN CERTAIN REAL PROPERTY BELONGING TO THE CITY OF CALL "vtLL, FOR THE PURPOSES OF AN ARMORY CONSTRUCTION SITE; REPEALING ALL ORDINANCES, RESOLUTIONS, OR ORDERS OR PARTS THE?EOF IN CONFLICT HEREWITH AND DECLARING AN EMERGENCY. which was read for the first time and Council proceeded to a consideration of Bill No. 9.
