The City Council met pursuant to a published notice for the purpose of c•msider- ng protests to the proposed Financial Budget of the City for the year 1936 - 37, with the ayor E. L. Vassar, presiding. On Roll Call the following Councilmen answered present: F.D. Mumford, (d. S. oynton, G.W..Montgomery, G. M. Fenrich and 1 Hollingsworth. This being the date set for hearing protests ageinst the proposed estimate of xrenditurea of the City of Caldwell for the fiscal " =ar beginning the first day of May 936. The said estimate and tax levy being in excess of 10 mills for general purposes, The Clerk presented the affidavit of public+tion of said motion which is in words nd figures -as follows: A"FIDAVIT OF PUALICATICN. The Mayor asked if there was nnyone present that desired to be, heard on the matter of the proposed estimate and tax levy; There was no one to speak either Tor or against the proposed estimate. There being seve -al in waiting the Mayor called upon them to state their businea before proceeding with the Appropriation Bill. Mr, Harry Meek nppeared before the Council and stated that there were lots being sprickled which were not in a sprinkling distryct. The M[ =yor informed Mr. Meek that this matter would be looked into:. Mr. Frank Hurtt appeared before the Council an applied for a permit to build s Radio Studio an the cor..of Grant and Kimball part of'lots 16'& 17„ B1k A. -This matter was left up to the Zoviing Committee. Appliog�tiens for beer license were read from Curtis Huston and B. P. 0. Elks, the fee accompanying each appliation.. An application for card room license was read from Curtis Huston, the fee ac- companying the anpli Moved by Uont omery, seconded by Hollingsworth that these applications be al- lowed. Motion carried. Moved by Hollingsworth, seconded by le'.umford that the salaries of the Chief of Police and his assistants be raised to the place they w ere before the 10 percent redubtion Motion carried. Moved by Montgomery, seconded by idumford that the-purchase of a track for the Road Department be left to the Road Committee.. Motion carried. The Mayor,and Council took the matter of the orcpo9e4 estimate 64d tax levy consideration. After 'due .consideration the Mayor and City Council determined "that the Water Works Fund required an additional ##,000.00 over the estimate published and that the Park Fund required an additional $500.00 over the estimate published and that there was ample anticipated income to take - care'of,that expenditure without increasing the advalorem t8x. Therefore be it resolved that the estimate for the hater 1 be the same as Increased, $29,000.00, and that the Park Fund. be the same as incransed,$8,500.00. Thereupon Councilman, Mumford, introduced Bill No 2, proposed Ordinance No. 557, entitled: Bill No 2, Ordinance No. 537, By Mumford. FISCAL YEAR BEGIFNING MAY 1, 1936, PURSUMTT TO THE PROVISIONS Or THE SECTION 49 -1102 AND SECTION 49 -1716, IDAHO CODI ANOTATED FOR 1932. which was read for the first time and the Council proceeded to a consideration of Bill No. 2. It was moved by Iollingsworth, seconded by i.inntgomery that the rules requiring that the reading of a bill on three s ejn rate d -lys be suspended and that Bill PTo. 2, be read the second tirpe by title and the third time in full, section by section and placed on its fin passage. The Myyor directed the Clerk to call the roll on the motion with the following result: Those voting in the affirmative were: Mumford, Boynton, Fenrich, Montgomery and Hollingsworth. Negative: None. Absent'.and not voting: :Oakes. The Mayor declared the mot had passed by the necessary three- f.ourths majority and directed t'a Clerk to read Bill No. I - E I ti 2, the second time by title amd the third time in full, section by section. The Clerk wed the Bill as directed. The question then being "S hall Bill No. 2, pass ?" The Mayor direct- ed the Clerk to call the roll on the above question which resulted as follows: Those vot- ing in the affirmative were: Mumford, Boynton, Fenrich, Hollingsworth and Montgomery. Those votin:tin the negative: None. Absent and not voting: Oakes. Thereupon, the Mayor declared Bill No. 2, had passed, and the Mayor in open session of the Council duly signed and approved the Bill, and the Clerk duly signed and attested the aame which became Ordina 887, The Mayor directed the Clerk to make proffer entry of the same and to cause.Ordinance No. 837, to be published in the Caldwell News- Tribune, the official newspaper of.the City of Caldwell, Idaho. -The Clerk read a letter from O.A.Stengel asking for the cancellation of taxes on the N.S. * of lots 8 to 12 of Blk., Devers' Addition. This matter was left on the tabl , There being no further business to come before the City Council, it was, on motion duly seconded and carried declared adjourned. M. -The Regular Monthly Meeting of the City Council met in the Cuuneil Rooms of the City Hall; with the Mayor Emery L. Vassar, presiding. On Roll Call the following Councilmen answered present: F.D. Mumford, w.S.Boynto and .0: M.- Fenrich.' Absent: Ed&,r L. Oakes, W.R. Hollingsworth and G.W. Montgomery. The Minutes of July 6th., and 27th., were read and approved as read. -Mrs. Zada Nix appeared before the Council and asked that the Kitten Ball Field be moved. • The Mayor appointed the Chief of Police to investigate this matter. �TBEREUPON, Mr. Bert Mumford appeared before the Council with a blue print of the architects" plan of the seating arrangements to be placed in the new auditorium in the Caldwell High School., and the details of the same were gone into by the Mayor and Council. RESOLUTION. By G. M. Fenrich. -Be it resolved thatthe seating arrangements of the Hew Caldwell High School Auditorium as shown by the blue print of the architects' sketch be and the same is hereby approved:• and moved the adoption of the Resolution which motion was duly seconded by Councilmen, W.S.Boynton. Vote was had upon the said motion and all the Councilman present voted in favor of and none voted against it. An Affidavit of Publication of Ordinance No. 536 was read by the City Clerk. The Bills for July were read and on motion by Boynton, seconded by Fenrich that hose Bills be allowed and Warrants be orde-red drawn for the tvarious amounts all of which ad been approved by the Casa of the Finance Committee.
