The Council met pursuant to call and acknowledgement of notice in the following form:
We, the undersigned Mayor and Members of the City Council of the City of Caldwell, Idaho, do each
hereby acknowledge notice of a Special Meeting of the said City Council, to be held in the Council Chambers
in the City Hall in the City of Caldwell, Idaho, at the hour of 5 :00 P. M. on the 26th day of July, 1962, for
the transaction of all business in connection with the following object: Tree spraying for aphis.
Witness our signatures this 26th day of July, 1962.

Mayor Simmerman presiding.
Upon roll call, the following Councilmen answered present: E. L. Vassar, Emile Shorb, Max Luby,
Jay Martin, and M. E. "Coley" Smith. Absent: Charles E. Krause.
Mayor Simmerman had asked Park Superintendent, Mr. George Hammar, to be present for this meeting
the purpose of answering questions pertaining to the matter of spraying trees within the City for aphis.
The matter was discussed at length when it was moved by Councilman Luby, seconded by Councilman
, b that, "on the basis of an emergency ", the City spray the trees in the parkings and in alleys for aphis.
A vote was taken and the motion unanimously carried.
It was moved by Councilman Smith, seconded by Councilman Vassar that the meeting adjourn. A vote
taken and the motion unanimously carried.
The meeting adjourned at 6:25 P. M.

The regular monthly meeting of the City Council met in the Council Chambers of the City Hall, with
Simmerman presiding.
Upon roll call, the following Councilmen answered present: E. L. Vassar, Emile Shorb, Max Luby,
Charles E. Krause, and V. Jay Martin. Absent: N. E. "Coley" Smith.
House Trailers - Code discussed
Mayor Sinmierman referred to the present City Code on "house trailers" parked outside of licensed
trailer courts and more specifically to Section 4-5 -4: (E) which reads, "Trailers from which the wheels have
been removed and which are placed on a foundation shall be subject to the building regulations of the City."
