Pursuant to published notice the Council met in the Council Rooms of the City Rall with the Mayor, Thurlow Bryant presiding. on Roll Call the following Councilmen answered present! J. Randall Slopp, F. E, Newman, Pete Olesen, R. R. McNeill, 0. L. Thornock and E. E. Fresher. This being the date sbt ffor hearing protests against the proposed a stimate of expenditures of the City of Caldwell for the fiscal year beginning the first day of May 1944. The a aid a stimate and t ax levy being in excess of ten mills for g eneral purposes. SREFH 1Y'bbing first- AAy-sworn, deposes -aild says: That he is the G' E Publisher of the Caldwell News - Tribune, I "c., publisher of the CALDWELL- NEWSOTRIBUSE, a daily newspaper published at Caldwell, Idaft, within the meaning of Chapter 154 of the 1933 Session Laws of Idaho= published six consecutive days. a week except legal holidays. And that the publisher of s aid THE CALDWELL NEWS- TRIBUNE, a daily newspaper,. has all the time since the 5th day of Julys 1933 andsinrieachsieSu 7.thereof, at the head of the editorial column of said newspaper, announced the day of the week to -wit; Saturday, on which legal notice required by law or byorder of any Court of competent jurisdiction to be published weekly, will be published; th the said paper is in general circulation in Canyon County, Idaho and has been for a period of seventy -eight weeks preceding the first publication of advertisement, a copy of which is attached hereto, and by reference thereto made a part of this affidavit, and was published in the regular Saturday issue of THE CALDWELL NEKS- TRIBUNE for two consecutive weeks beginning with the issue of July 15th., 1944 and ending with the issue of July 22 1944. The Mayor asked if there was anyone present that desired to be heard on the matter of the proposed estimate and tax levy. There was no one to speak either for or against the proposed estimate. Thereupon Councilman Sloop introduced Bill No 1, entitled; AN ORDINANCE, TERMED = ANNUAL APPROPRIATION HILL, APPROPRIATING MONEY IN SUCH SUM AND SUMS AS ARE7EEMED NECESSARY TO DEFRAY ALL PROPER EXPENSES AND LIABILITIES OF THE CITY OF XALDWELL, IDAHO, NOT OTHERWISE PROVIDED FOR, FOR THE FISCAL YEAR EEGINNING THE FIRST DAY OF MAY, 1944, PURSUANT TO TAE PROVISIONS OF 5 ECTION 49 -1714, IDAHO C ODE ANNOTATED 1932. BE IT ORDAINED BY TIM MAYOR AND COUNCIL OF THE CITY OF CALDWELL, CANYON COUNTY, STATE OF IDAHO; w1doh was read for the first time and the Council proceeded to a consideration of Bill No. One. It was moved by Oleaen, seconded by Fraeher that the rules requiring that the read. ing of k bill on three separate days be suapended and that Bill No One, be read the second.tims by title.and the third time in full, section by section and placed on its final passage. The Mayor directed the Clerk to call the roll on the above motion with the following result; Those voting in affirmative were; Sloop, Newman, Olesen, McNeill Thornook, and Fraeher. Neg None, Absent and not voting; None. The Mayor declared the motion had passed by the necessary'three- fourths majority and directed the Clerk to read Bill No 1, the second time by title.arnd the third time in full section by section. The Clerk read the Bill as directed. The question being "Shall bill No 1 pass? The Mayor directed the Clerk to tali the roll on the above question which resulted as follows; Those voting in the affirmative were; Sloop. Newman, Olesen, McNeill Thornook, and Fraahsr. Negative; None. Absent a nd not voting; None. Thereupon the Mayor declared Bill No 1, had passed and the Mayor in open session of the Council duly signed end a pproved the Bill, and the Clerk duly signed and attested the same which became Ordinance No 633. The Mayor directed the ¢ c lerk to make proper entry of the same and to cause Ordinance 633, to be published in the Caldwell News- Tribune the official newspaper of the City of Caldwell, Idaho. The purchase of the buildings owned by Mack Johnstone at the Airport was dis- cussed. Moved by Fraeher, seconded by McNeill that the City purchase the Red Rock BuildintlaAd the Shop Building,exclueive of the heating plant, for the sun of $5000, pao1rida3-,_­M4ck.Johnsbcne and madlins surrender their present lease to the City of Cald- well. ?Action carried. Messers Mack Johnstone and Barney Goul were present and informed the Council that they wished to lease the Airport for a period of five years. The Regular Monthly Meeting of the City Council met in the Council Rooms of the City Roll, with the Mayor T %rlow Bryant, presiding. On Roll Call the following Councilmen answered presents Pete Clasen, R. H. McNeill, 0. L. Thornock and E. E. Fresher. Absent: J. Randall Sloop and F. E. Newman. The Minutes of July 5th., 10th., 11th., and 24th., were read. The Bills for July were read and on motion by Olesen, seconded by McNeill that I L these Bills be allowed and Warrants be ordered drawn for the various amounts all of which had been approved by the Chairman of the Finance Committee.
