SPECIAL MEETING
BUDGET WORKSHOP SESSION
July 21, 2010
6:00 P.M.

The Meeting was called to order by Mayor Nancolas.
Present: Nancolas, Blacker, Oates, Hopper, Callsen, and Dakan (via phone).
Absent: Sobba.
Staff members present: Brian Billingsley, Chris Allgood, Debbie Geyer, Monica Jones, E1Jay Waite,
Mark Wendelsdorf, and Brent Orton.
(DISCUSSION ITEMS)
• Police Department
• Chief Allgood presented his budget.
• In response to questions from Councilman Oates, Chief Allgood noted that the radio
system conversion project for police department vehicles was funded through the Federal
Homeland Security Department (911 Emergency Funds).
• Fire Department:
• Chief Wendelsdorf reported that he met today with the fire union regarding budget saving
options.
• CFD will present a balanced budget to Council on August 2 °d .
• Human Resources Department:
o E1Jay and Monica reported on a proposed employee wellness program.
• Finance Department:
• Mr. Waite presented information concerning the tax levy rate estimates.
• Mr. Waite reviewed the general fund revenue and expenses.
• Mr. Waite reported on the Park Impact Fees. Park amenities such as restrooms and
infrastructure needs will be addressed through impact fees at the new parks.
• Engineering Department:
• Brent Orton presented the proposed budgets from the following departments:
Engineering, Building, Mapping & Modeling, Water Street, Irrigation, Sewer, Parks,
Street Lightening, and the Airport.
• Discussion was held concerning the revised duties of the mapping/modeling department.
• Discussion was held concerning the future of the Pictometry program in use by the
mapping department and emergency services.
• Mr. Orton suggested that fiber conduit pathways be addressed to the Engineering
Department Infrastructure Standards text.
• Wireless accessibility will be made available to the Cemetery Office. A computer has
been budgeted for that location. Mary Hawker will continue to cover administrative
duties for both the Street Department and the Cemetery.
• Brent reported that a master plan is needed for the airport which addresses placement and
hanger layout.
• Discussion was held concerning services provided by Allied Waste.
• Planning & Zoning Department:
o Mr. presented his budget and outlined proposed expenditures.
(RECOMMENDATIONS TO STAFF)
• Mr. Billingsley announced that the City of Caldwell will be honored with the Gerber Award for
the Indian Creek Development through the Western Planning Association. The Western Planning
Association Conference will be held in Vancouver, Washington on August 11
No decisions were made and no action was taken at this workshop.
