Pursuant to adjournment of the Regular Monthly Meeting of July 6th, 1943., the Council met in the Council Room of the City Hall with the Mayor, Thurlow Bryant, presiding. On Roll Call the following Councilmen answered present; Pete Olesen, John Finck, P. E. Newman, 0. L. Thornock, J. E.ndall Sloop and E. E. Frasher. Applications for Pool Hall License were r ?adfrom I. H. Waters anf S. P. Bow, the fee accompanying each application. Appliention.w. for Card Room License were read from I, H. Waters, S. F. •Bow, P, M. 'Nilson, Clyde Rowland, Wm Milliner, the fee accompanying aacb application. Applications for Beer License were read from Quasty's, H. E. Mcrluskey, Jess L. Smith,Bill Milliner, Elk's Club, I. H. Waters, Clyde Slane, Clyde Rowland, Saratoga Hotel, E. G. Bow, F. M. Wilson, S. F. Bow, the fee accompanying- eachi§pplication. Moved by Olesen, seconded by Thornock that these Licenses be granted. Motion c Moved by Thornock, seconded by Sloop that the consideration of the Airport Contract be_postpondtintil the regular meeting in August. Motion carried. This being the time set for the opening of insurance bids the Mayor announced that the following olds had been filed with the Clerk as follows: Canyon Abstract & Title Co., Walker- Shaffer Agency A.. I. Myers Pitchell- Graves Babcock & Brown, H. D. Hanna.. The Dille Agency M. D.Riner Moved by Sloop, seconded by Thornock that the Mitchell- Graves Agency submit a specimen policy on their bid. Motion carried. This being the time date set for hearing protests against the proposed estimate of expenditures of the City of Caldwell for the fiscal year beginning the first day of May 1943. The said estimate and tax levy being in aaeess of tan mills for general pur- poses. The Mayor asked.if there was anyone present that desired to be heard on the matter of the proposed estimate and tax levy. There '.vas no one to speak either for or against the proposed estimate. ._j i Thereupon Councilman Sloop introduced Bill NO 3 entitled; AN ORDINANCE, TERMED T - E ANNUAL APPrCPRIATION BILL, APPROPRIATING MONEY IN SUCH SUM.AND SUMS AS ARE DEEMED NECESSARY TO DEFRAY ALL PTiOPE'R EXPENSES AND LIABILITIES OF THE CITY OF CALD IDAHO, NOT OTRERTIISE PROVIDED FOR, FOR THE FISCAL YEAR BEGINNING THE FIRST DAY OF MAY, 1943, PURSUANT TO THE PROVISIONS OF SECTION 49 -1714, IDAF.O CODE ANNOTATED 1932. which was read for the first time and the Council proceeded to a consideration of Bill No. 3. It was moved by Newman, seconded by Thornock that the rules requiring that the read- U, ing of a bill on threeseparate days be suspended end that Bill No 3, be read the second time by title and the third time in full, section by section and placed on its final Passage. The Mayor directed the Clerk to call the roll on the above motion with the fol- lowing result; Those voting in the affirmative were; Clasen, Finck, Sloop, Thornock, Newman and Fresher, Negative; None. Absent and not voting; None. The Mayor declared J the motion had passed by the necessary three - fourths majority and directed the Clerk to read Bill No 3, the second time by title and the third time in fh11 section by section. The Clerk read the Bill as directed. The question being "Shall Bill Np 3 pass? The Mayor directed the Clerk to cell the roll on the above question which resulted As follows: Those voting in the affirmative were; Olesen, Finck, Sloop, Thornock, Nevmian Fresher, Negative; None. Absent and not voting; None. Thereupon -the Mayor declared Bill No 3, had passed and the Mayor In open session of the Council duly signed and approved the Bill, and the Clerk duly signed and attegted i the same which became Ordinance 628. The %yor directed the Clerk to make proper entry of the same and to cause Ordinance 628, to be published in the Caldwell News - Tribune the official newspaper of the City of Caldwell, Idaho. WHEREAS, it was moved by Councilman Thornock, and seconded by Councilman Sloop, that the above and foregoing Resolution be adopted and, upon roll call, said motion was unanimously carried, and said resolution adopted. M. The Regular Monthly, Meeting of,the City Council met in the Council Rooms of the City Hall with the Mayor, Thurlow Bryanty presiding. On Roll Call the following Councilmen answered present;. J. Randall Sloop, Pete Olesen, John Flack, 0. L. Thornock and E. E. Frasher, Absent; F. E. Newman. The Minutes of July 6th., and 19th., were read. Moved by Olesen, seconded by Thornock that the Minutes be approved as corrected. Motion carried. A Committee from the Junior Chamber of Commerce appeared and reguested the M and Council to grant a permit for a Carnival Co. This matter was left on the table.
