The Acting Mayor directed the Clerk to call the Roll on he above motion with the following result: Those voting in the affirmative were: Vassar, Smith, Luby, ldredge and Bates. Negative: none. Absent and not voting: Shorb. The Acting Mayor declared the motion ad passed by the necessary three - fourths majority and directed the Clerk to read Bill 5, the second time by title and the third time in full section by section. The following letter was read from the Employment Security Agency and ordered spread on the Minutes April 14, 1961 City of Caldwell City Hall C Idaho ATT'N: Alta E. Williams, City Treasurer Gentlemen: We have your letter of April 11, 1961, regarding the wages paid by the County - Cities Cooperative Civil Defense Trust Fund. You will not be required to report any wages paid by this fund to this agency until the amendment to the employment Secutity Law which extends coverage to city and county employees becomes effective � it January 1, 1962. This amendment specifically excludes wages paid to elective officials, faculty members of p "1ic schools, colleges , and universities, and physicians, dentists, student nurses, or ther pro- fessional specialists in institutions or attached to departments of governments who are employed on a part -time, irregular, or fee basis. Your tax rate for the year 1962 will be 2.7 per cent of the gross wages paid to those employees covered by the amendment to the Law. In addition, a sustax of 25 per cent will be added to all tax totals. In other words the tax on a payroll of $1000.00 would amount to $27.00 plus the surtax of $5.75 or a total tax of $33.75. Any wages in excess of $3000.00 paid to an individual employee during the calendar year will not be taxable. Beck Status Examiner Caldwell, Idaho 24 May 1961 To the Honorable Mayor and City Council of Caldwell, Idaho The Board of Adjustment has directed that you be furnished with the following information and reco�mnendations. Xr. Fred A. Drake of Whitney Realty, 3701 Overland, Boise, Idaho ap- peared at the regular meeting of the Board of Adjustment on 23 May 1961 and presented a proposition in connection with the 17 plus acres of land directly north d Linden Street and bounded on the East by South 10th Street and on the West by South Kimball. Mr. Drake requested that the Board of Adjustment recommended that you re -,one this property from Residential to Commercial in order that a shopping center could be built at thst location. Mr. Drake presented his request and proposition and all of his discussion verbally, and nothing written was given to the Board, however, he did exhibit a plat drawn by Johnson & Underkofler, of Nampa, which plat the members of the Board were allowd to examine, but not to keen, and Mr. Drake took it home with him. Information volunteered orally: A complete and comprehensive shopping center, providing for stores, bank, and service stations to be financed, owned and operated by an unnamed individdual at the described location. Shopping center to 6e constructed by a Firm that is now contracting in Idaho, using Caldwell labor. Established Caldwell business firms would have an opportunity to rent space in the center if they desired to do so. Large amounts of money that might be spe6t the first year were mentioned. The sums of $900,009 and $1,250,000 were used repeatedly. That "their" survey shows that Caldwell is to become the home of retired people, many of these retired people to toms from California. Mr. Drake aboided answering such snecific questions as: Name of investor and builder Name of Contractor Source of money for construction Whether options had been secured on the land. The Bogard discussed the proposed shopnong center at length both with Mr. Drake and after his departure. The proposed location was considered. It con - sista of choice building sites and is surrounded by newer homes and is directly across Linden Street from the ground recently purchased by School District #132. REC01 The Members of the Board of Adjustment, unanimously re- commend that no action be taken re-zone or to allow the construction of the proposed Shoopong Center. Is/ Lee R. NOW, THE'EFORE the Mayor is hereby authorized and directed to execute said contract in duplicate, and the Clerk is authorized and directed to affix the coporate seal of the Municinality thereto, and to deliver one of said duplicates to Idaho Parer Company, and to retain the other as a part of the official records of her office. Caldwell 0olf Association (approval of amendments) Amendments to the two agreements between the Caldwell Golf Association and the City of Caldwell were presented by Mayor ��immerrran for Council approval. Right -of -way (Mrs. Martha Scott) Mayor Simmerman reported he was unable to negotiate with Mrs. Martha Scott regarding right -of -way for proposed L. I. D. Street Light Roy L. Hubler Mayor Simmerman reported a requestfi*om Roy L. Hvbler for street light at the intersection of Oregon & Ash. This wasmferred to the Street Committee. - Mayor Simme• man reported the A.M.A. Congress would be held in Seattle Aumist 26. Mayor Simmerman informed Mr. Stephenson a petition signed by adjacent residents should be presented Council anuroval showing •10 objections to the location of this trailer home. Councilman Eldredge entered and was marked present. r F.asement'(Mrs. Scott) Bob Sower informed the Council he was unable to negotiate -dth Martha Scott for a sewer line Mayor Simmerman and City Engineer were instructed to c.ntact M Scott and see if some plan could e worked out to obtain right-of-way. ivil Air Patrcl water line Representatives from the Civil Air Patrol were present and requested the City to extend the water ine to the Air Patrol building at the Airport. City Engineer recommended the existing line be changed from 3A inch to one inch. 34r. Lewis stated he approximate cost of this line excluding labor would be $134.30.
