U., pursuant to adjournment , with Idayor Kaley, presiding: Councilmen Conley, Dutton, _iumford, and IJOConnel present. Absent: Kirbrough and ffheeler. This being the time for the mass meeting of citizens, authorized at a meeting of the City Council on July 2, 1925, such mesa meeting having been called for the purpose of deter- mining whether the wiaycr and Council of the City of Caldwell, shall be authorized to levy an additional four and one -half 14j) mills for general purposes. Thereupon it was moved by Dutton, duly aeoon ed by Conley, that the Council adjourn to reconvene forthwith in front of the City Hall, for the mass meeting, and thereafter to reconvene in the Council Chambers immediately following the mass :Notion carried. Thereupon the Council proceeded to the front of the city call, where it re- convened, d Llayor r_eley called the mass meeting to order. The notice of the call of the meeting was read bp the City Clerk. Thereupon mr. E. H. 1'lowhead, spoke in favor of the levy of 42 mills. The Iviayor then declared that the vote of the oualified electors present would be taken by ballot, and declared the ballot open. The :Iayor appointed aeesrs. A. E. Sutton, 1. M. MoCarth , H. R. Cleaver and Amos J. ::liller, as tellers of the election. The qualified eleotors present tbea proceeded to vote by ballot, and after all present had voted, the ;.:ayor declared the ballot clos d. That at said meeting 239 votes were erst "In favor of authorizing the uayor and City Co noil of the City of Caldwell to levy 42 mills in addition to the regular levy of ten mills for g 119ral purposes. That at said meeting 219 votes were cast "Against authorizing the ..isyor and City Counci of the City of Caldwell to levy 42 mills in addition to the regular levy of ten mills for g nerel purposes." It was voted on motion of Dutton, duly seconded by Conley, that the «ayor and Council pro eed to canvass the returns of the vote at said mass meeting. After due canvass of the returns it was found, declared and certified that the total n mber of ballots east at the mass meeting upon the question appearing in the notice of the tail of the meeting Yea four hundred fifty -eight (458), of which two hundred thirty -nine (239) votes were "In favor of authorizing the -layor and Council of the Uity of Caldwell, to levy 4 mills in addition to the regular levy of 10 mills for general purposes ", and two hundred nineteen (219) votes were cast "Against authorizing the •"ayor and City Council of the City of Caldwell to levy 0 mil 8 in addition to the regular levy of 10 mills for general purposes ". Thereupon, it '<1 � appearing that less than two - thirds (2/3) of all the votes cast at said mass meeting were favor of authorizing the Mayor and Council of the City of Caldwell to levy an additional for general purposes, said proposition was declared lost. It was voted on motion of Conley, seconded by 7umford, that the Council adjourn t Saturday, July 18, 1925, at 8:30 o'clock P. M. Wheeler. Bill No. 7, by Dutton, entitled: "An Ordinance amending Sections 28 and 29 of Ordinance !In. 413, entitled 'An Ord providing for the regulation of traffic on the streets, avenues, alleys and public place the city of Caldwell, Canyon County, Idaho, providing penalties for the 7riolntion thereo repealing Ordinances numbered 255, 277 and 360, and all Ordinances and parts of Ordinano conflict herewith." was introduced and read for the first time. Thereupon it was moved by Kimbrough, duly seconded by 1.1cConnel, that all rules r the reading of a Bill on three separate days be suspended and that Bill No. 7 be read th time by title and the third time in ful and placed on its final passage. So t declared Bill Nol 7 had passed which was approved by the ',Isyor and now became Ordinance The :Isyor thereupon directed the Clerk to make the proper entry of the same and cease Or No. 414 to be published in the Caldwell Tribune, the official newspaper of the City of C County of Canyon, State of Idaho. Bill No. 8 by Mumford, entitled: "An Ordinance to authorize the issuance of Forty One Thousand Dollars ($41,000) mull coupon 8tmeat improvement bonds of the City of Caldwell.
