The Meeting was called to order by Mayor Nancolas.
City Council members present: Blacker, Oates, Hopper, Dakan (via phone), and Sobba.
Council members absent: Callsen.
Appointed Officials present: Monica Jones, Larry Osgood, Chris Allgood, Mark Wendelsdorf, Brian
Billingsley, E1Jay Waite, and Debbie Geyer.
Workshop 41: 6:00 p.m.
Items discussed: Review rural wage increase proposal and comment on budget presentations.
(PRESENTATIONS AND DISCUSSION)
• Monica Jones presented the following documents and outlined their content: Salary & Benefit
Costs Comparison, Average Salary Breakdown, Comparison of 2009 Elected Official's Pay from
Nampa, Pocatello, Meridian, Idaho Falls, Boise, and Caldwell, and the proposed Wage Ordinance.
She noted that no wage increases have been projected for personnel.
• Council recommended that no wage increase be proposed for the Mayor or Council salaries.
• E1Jay Waite presented information concerning the proposed YMCA park site. This park would
be in partnership with the YMCA and would include amenities for the handicapped.
• It was noted that the Park Master Plan will include amenities for long -range budget planning. The
plan will be reviewed every five years. Brian Billingsley reported that the committee consists of
City staff members, but also community stakeholders were interviewed for supporting
information. Public workshops were conducted for the community to provide feedback to the
committee.
• It was noted that additional proposed names for the Pipedream Park site will be presented by the
Mayor's Youth Advisory Council to City Council this fall.
• E1Jay noted that the Rotary Pond Archery Range has been completed. Plans are underway to
conduct a ribbon cutting ceremony at the site in the near future.
Workshop 42: 7:00 p.m.
Items discussed: Downtown Framework Master Plan
(PRESENTATIONS AND DISCUSSION)
• The Mayor reported that when the Oppenheimer Development Memorandum of Understanding
was signed in 2008, the need for a Downtown Framework Master Plan was addressed within the
agreement. The Downtown Framework Master Plan would describe amenities to the downtown to
include: a streetscape plan, landscaping, signage, parking, mixed -use development, cultural
centers, etc. The Planning & Zoning Department would be able to use the Master Plan as a
planning tool for future downtown development.
• Committee members were recently ratified by Council. The Committee will propose
recommendations to Council. The Memorandum of Understanding with Oppenheimer
Development will be amended to allow approximately $40,000 for the complete plan.
• Chris Yamamoto, Downtown Catalyst Coordinator, reported that the committee will work to
present creative ideas and recommendations. He noted that the committee will function until
December 31, 2009.
• Dennis Cannon reported that the FEMA issue is reaching resolve. The recent agreement approved
by Council has now been signed by the cooperative partners such as the City of Nampa, Idaho
Bureau of Homeland Security, Canyon County Commissioners, Idaho Department of Water
Resources, and FEMA Region X. It appears that the downtown area has the potential of being
removed from the FEMA floodway and floodplain.

• Chris Yamamoto to provide interim reports on the progress of the Downtown Master Framework
Committee to Council.
Workshop 43: 8:00 p.m.
Items discussed: Fire Department Budget Issues
(PRESENTATIONS AND DISCUSSION)
• Marc Maiello, representing the Caldwell Fire Fighters 1821, addressed Council concerning fire
fighter wages. He noted that the current labor agreement was signed in October 2007 for a period
of four years. He presented a letter from the International Association of Fire Fighters outlining
the Union's research and review of the City financial documents. He noted Professor Alan
Frankle of Boise State University also reviewed City financial documents. Both parties concluded

that the City has a very healthy unreserved fund balance. Mr. Maiello stated that the Union has
fulfilled their obligation to review the contract and finds it unnecessary to open and negotiate the
Collective Labor Agreement.
• Comments followed by Councilman Hopper, the Mayor, and E1Jay Waite concerning the
proponents of the fund balance in relation to commitments that have been allocated concerning the
reserve.
No decisions were made and no action was taken.
