BUDGET WORKSHOP SESSION
July 12, 2010
6:00 P.M.

The Meeting was called to order by Council President Blacker
Present: Blacker, Oates, Callsen, Dakan, and Sobba.
Absent: Mayor Nancolas (due to a family emergency) and Hopper (due to a family emergency).
Staff members present: Brian Billingsley, Monica Jones, E1Jay Waite, Mark Wendelsdorf, and Brent
Orton.
(DISCUSSION ITEMS)
• Fire Department:
• Chief Wendelsdorf discussed the Fire Department revenue vs. expenses.
• Discussion followed concerning options for balancing the budget: arbitration, layoffs,
cutting services, manning alternatives, Rural Fire District contributions, and taking an
increase in property taxes of $92,259.
• Discussion was held about approval of options.
• Planning & Zoning Department:
• Brian Billingsley presented his budget.
• Discussion followed regarding growth supporting current staff.
• Mr. Billingsley presented the Planning & Zoning FY2011 Work Program List.
• Engineering Department:
• Brent Orton presented budgets from the following departments: Engineering, Building,
Mapping & Modeling, Water Street, Irrigation, Sewer, Parks, Street Lightening, and the
Airport.
• Discussion was held concerning the proposed Densho garden.
• Human Resources Department:
• Monica Jones reported on the Engineering Department personnel changes.
• A review was given of the police proposal.
• Discussion was held concerning the Airport changes /increase in part-time clerical hours.
• Discussion was held concerning the fitness incentive program — premium variations.
• A brief discussion was held about personal time off (PTO) /short-term and long -term
disability.
• Finance Department
• E1Jay Waite reviewed the general fund revenue and expenses.
• Discussion was held concerning City Council budget line items.
(RECOMMENDATIONS TO STAFF)
• Fire Department:
• Council was not interested in proposals from the fire fighters to balance the budget.
• Meeting with fire fighters and budget team should continue as planned.
• Council Chambers —P.A. System:
• Councilman Oates raised concerns about the sound system. Sign is needed for the
podium asking those who are speaking to talk directly into the microphone.
• Jose should review the sound system for efficiency.
No decisions were made and no action was taken at this workshop.
