The Council met in regular session, July 7th, 1926 rt 8 P.M. with Mayor Kale$, presid CounollQman Conley, Dutton, Kimbrough,Mumford, Mo @onnel, and Reeler, present. B.L.Newell requested that the lower and of Cleveland be scarified so as to take out t bumps, and the culvert at the corner of 4th & Cleveland be repaired. This was beferred to Street Committeeman. J.B.Gowen, Chm. of a special Committee on Parke from the Caldwell Liwanis Club, appea befoPe the Council and asked for cooperation in improving additional park space.This map* was referred to Wheeler and Dutton. Tie applications of Goo. FRanklin, I.H.Waters, G.S.Meed, and J.Wail for Pool Hall lice for the ensuing quarter were read by the Clerk. It was voted on motion of Wheeler, seco by Conley, that theta Council vote on each application separately. It was Voted on motion of Kimbrough, seconded by Wheeler, that Goo. Franklin ?a applicatio be accepted and a license issued. Itwas voted on motion of Conley, beconded U"Whealer, that G.S.Mead be granted a lioens for the ensuing quarter. It was voted on motion of Mumford, seconded by that I.H.Waters be granted a tic for the ensuing quarter. A motion was made by Mumford, seconded by MaCohnel, that a 116anse be &ranted J.Weil for the ensuing quarter. The Mayor directed the Clerk to call the roll on the motion,whic resulted as follows: AYES ;XIMBROUGH, MUMFORD, AND MCCONNEL. NAYES: CONLEY,DUTTON, AND WHERLER. The vote resulting in a tie, the Mayor cast the deciding vote "NO", and deoiired the mo lost_ and the application denied. It was voted on motion of Conley, seconded by Kimbrough, that the City buy such rao machinery � as deciidd on by MaConnel, Rumford, and Dutton. It was voted on motion of Kimbrough, seconded by Dutton, that the City Clerk instr the Idaho Power Co. to place a street light on the corner of Adh Street and College Avena BILL NO. 18,BY MUMRORD, ENTITLED It AN ORDINANCE APPROPRIATING MONEY IN SUCH SUM AND AS ARE DEEMED NECESSARY TO DEFRAY ALL PROPER EXPENSES AND LIABILITIES OF THE CITY OF CALD IDAHO, NOT OTHERWISE PROVIDED FOR, FOR THE FISCAL YEAR BEGINNING ON THE FIRST TUESDAY IN 1926,PURSUANT TO THE PROVISIONS OF SECTION 3940,IDAHO COMPILED STATUTES, AS AMENDED BY CH 157, LAWS OF 1923, OF THE STATE OF IDAHO;AND SECTION 4063, IDAHO OOMPML= STATUTES; AS AM BY CHAPTER 129,LAWS OF 1921, OF THE STATE OF IDAHO." was read for the first time. A motion was made by Kimbrough, seconded by Mumford, that the rules requiring the reading bill on three separate days be suspended, and the bill read the second time by title and third time in full and placed on its final passage. The Mayor directed the Clerk to call on the same with the following result: AYES: CONLEY, DUTTON, KIMBROUGH, MUITIFORD, U0001 RL, .4ND WHEELER. NAYES AND ABSENT: NONE. The Mayor declared the mbtion had carried by the necessary 3/4 and directed the 81erk to read Bill No. 18 the second time by title, and the third time fill, section by section, which thing was done, and on the Question, as put by the Mayor, "Shall Bill No. 18,pass7 The Mayor directed the Clerk to call the roll with the following result: AYES: CONLEY, DUTTON, KIMBROUGH, MOMFORD, MCCONNEL, AND WHEELER. It was voted on motion of Limbrough, seconded by Conley, that the Council approve alane and specifications for the construction of Local Imrpovemebt District No, 6, as U 1 i t n e prepared by the City Engineer, and that tpe City Clerk be directed to call for bids for the construction of said Improvement District July 23rd, 1926 at 8 P.M. Be it resolved by the Mayor and City Council of the City of Caldwell, Idaho: Section 1. The Clerk of the City of Caldwell, Idaho, is hereby ordered and directed to advertise for sealed proposals and bids to be received by the City Council of b aldwell,ldaho, at the office of the City Clerk in the City "all until the E3rd day of Jtly,1926, at five o'clock P.M., for the paving with Portland Cement Concrete, in all those streets and allays described in L0eal Street improvement District '190. 6. in said city, in the manner provided for by Ordinance No. 423. No proposal to be considered unless accompanied by a certified check in favor of the 9ity of Caldwell, for five per cent of the total amount bi'd, as evidence of good faith, to be forfeited if the successful bidder fails, neglects or refuses to enter into a contract and provide st1table bond for the faithful performance of the work and protection of the labor and material men in case the contract is awarded him. The amount of the bond is to be a sun equal to the total amount of the successful bid. The right to bee reserved to the City to reject any and all bids or to let the work as a part whole or in parts, as may appear to the beet interests of the city. It was voted on motion of Wheeler, seconded by Dutton, that Resolution No. 30 be adopted. It was voted on motion of Wheeler, eeconded by Conley, that the Council adjourn to July ltth, 1926 at 8 P.M.
