Turner presiding, Councilmen Ackley, Adana Boone, Parker, and Steunenberg present, S.Ben Dunlap, Clerk, when the following business was transacted. MiCuten of the last regular session read and approved . Councilman Earriggton arrived during the reading of the minutes. Mr D.D.Campbell, Street Commissioner. stated that the city was in need of a gasoline Pumps and tanks. mr. R.C.Va.n Houten, representing the S.F. Bowser Pump CO., was present and dem6n$®trm6d the workings of his line of pumps and tanks. Voted on motion of Harr- - ington that the matter be refered to the Fire dommittes, koad, Committee, and Street Commissioner with power to act. The semi - annual report of the City Librarian , for the term ending June 30, 1913, was read, and on motion of Parker accepted and ordered filed. Letter from the Fire pept.,asking that the Council purchase rubber suits and cape, for members of the fire rept., was read, and on motion of Steunenberg referred to the Fire Committee. The matter of screens for the doors and windows of the building was taken up, and on motion of Harrington referred to the building committee and O.H.Sovereing, with power to act. Letter of Jenni e D.Wood, thanking the council for their resolutions upon her ret- - irement from the office of Pity Librarian was read and ordered placed on file . Letter from the Beaver River Power Po., quoting rates for power to be used in cases of emergency at the City Pumping Plante,was read and on motion of parker referred to the Water Committee Letters from R.R.Fisk and Chas. T.Hawkes each soliciting fire insurance on the City Mall, were read. Voted on motion of Parker that the letters be placed on file and that the the clerk be instructed to ask Fisk to write a policy for 01000.00, three years. Parker explained that all insurance on the City Hall had been written but a $1000.00, and that as the Fisk application was received Forst he beleived the business should go to him. A letter was read from ,Dwain Beaty, asking premission to enlarge his building on main street. voted on motion of Steunenberg that the matter be referred to the building cimrrittee. Voted on motion of parker that warrants be ordered drawn on the several funds as follows, in paymentlast half City taxes. Voted on motion of Ackley that the City assume the bill and allow the same on the Water Works Fund. The following Insurance Policies were received. No.4,267, Amount, 2,500.00 Liverpool & London, No.841,934, Amount, 2,500.00 Caledonian, No. 634,989, Amount, 1,000.00 Standard No. 60,302, Amount, 1,000.00 Atlas No, 224,310, Amount, 1,000.00 The policies of the St. Paul, Home Ins. Co., and Liverpool & Londonr• companies were rejected, because of not having been ordered. noted on motion of Adams that the balance of the policies be refered to the Finance Committee for inspection. The matter of cement sidewalks that bad been ordered in by a previous eopncil came up and voted on motion of Adams that the Street Committee be instructed to look into the matter and be given power to act. Adams took up the matter of the difference between the assessed valuation of Nappa and Caldwell, stating that Caldwell was assessed about $18R,'. 000.00, higher than Nampa. Voted on motion of Parker that the Mayor, Councilmen, City Attorney and City Clerk go in a body and take the matter up with the Board of F.quilxation. Parker reported that at present the two hose carte with a thousand feeds of hose were standing back of the Fire Hall exposed to the elements, becaused of lack of room in the building. Voted on motion of Boone that the matter be referred to the Street Committee and Fire - Committee with instructions to rent suitable buildings for the storage of the carts. Voted on motion of Boone that a committee be appointed to look after the winters supply of coal, the YVor appointed Boone. i The building committee reported in the matter of plastering the fire hall,which had been previously referred to it that the same could be dude for about X24.00, and that the roof of the City Hall was badly in need of repair. Voted on motion of Ackley that the matter be referred to the building committee with power to act. On motion of Stsunenberg the Qlerk was instructed to advertise for bids for the con- struction of not more than twenty cement crosswalks, work to be done under the super- vision of the Street Committee. The Chief of Police was instructed to enforce the ordinance regulating the speed of automobiles and motercyclee in the city limits, and also the ordinance probiting bicycle riders, from riding on the sidewalks. Adams reported that there were about six families residing on South Zimball Street who were anxious to get connected up with city water, and that it would take about 2000 feet of pipe to make the extention. The Council took the matter under advisement. i The dater Superintendent reported that the City was badly in need of pipe for repairs. The matter was referred to the Water Committee and Finance committee with instructions to order a car of pipe. The Chief of police was instructed to enforce at once the sewer ordinance with respect to having all places in the sewer district not connected with the sewer, to do so at once. Mr. Keller, who attends to the sprinkling, asked the council to increase compensation, stating that as he furnished the horses, feed them and furnished men to do the work, that 30 cents an hour was not a living wages. Voted on motion of Parker that the City Clerk be instructed to advertise for bids for the City Sprinkling, The Plater Superintendent reported that the new pump had arrived, and that the motor, recently ordered was expected at any time. He stated that the necessary connections to install the same had not been ordered. Qn motion of Adams, the superintendent was instructed to purchase the necessary parts and install the machinery.
