The Council met in regular session with ;Mayor Imlay, presiding, Councilmen Conl
Dutton, Mumford, lJo0onnel and Wheeler present. Absent: Kimbrough.
Minutes of previous sessions, since the last regular meeting were read and apprcved on
motion of Whd61AY seconded by Conley.

Bill :�o. 5 was read the second time by title, There -upon, it was moved by Duttca, duly it
seconded by Conley, that Bill No. 5, be amended, by inserting immediately following Section 27,
two new section, to be numbered Sections 28 and 29, to read as follows:
"Section 28. 14o driver of any motor vehicle, except at a gee and buses, shell a it
more than three (3) persons to ride in one seat of such vehicle." p

"Section 29. Ldo person shall drive any motor vehicle with one hand, or indulge Ln
practice commonly known se one -arm driving."
That Sections numbered 28, 29, 30, 31, 32, 33, 34, 35, 36, 37, 38, 39, 40 and 41 be
renumbered so as to read Sections 30, 31, 32, 33, 34, 35, 36, 37, 38, 39, 40, 41. 42 and 3,
respectively. The question being "Shall the amendment be adopted?" The L%yor directed the
Clerk to call the roll, which resulted as follows: Ayes; Conley, Dutton, ilumford, MoConn 1 and
Wheeler. Nayes: None. Absent:- Kimbrough. So the ;Jayor declared the motion had Carrie 1, and the
amendment adopted. The Clerk was directedto engross the Hill, and present the same at tie next
meeting of the Council for third reading, as amended and engroesed.
H. D. Blatchley, representing the College of Idaho,
appeared before the Council and orally petitioned that the City reduce its charge for spr nkling
around the campus of the College of Idaho. The Mayor referred the matter to the street ommittes.
L. J. Mitchell, Chairman of a committee from the retail e:erehants Association, a peered
before the Council., and gave assurances that the members of the Retail Larchants Associat on
would support the levy coming before the mass meeting of citizens t o be held on the evens g of
July 17, 1925. 1'. J. Barnes, representing the Standard Oil Company, of California, appeared
before the Council and submitted a form of Ordinance granting a franchise to his company or the
ochatruction, maintenance and operation of a wholesale oil supply depot. Thereupon Hil No. 6,
by Dutton; entitled "An Ordinance granting to the Standard Oil Company, A California Corp ration,
permission and authority to locate, erect, maintain and operate a warehouse or warehouses storage
tanks and other necessary buildings and appurtenances, 'together with all necessary pipe 1 nee
and conduits on that certain tract of land in the City of Caldwell, described as follows:

Beginning at a point 6.5 feet South and at right angles to stat0ion No 23 71, W lder
branch, of the Oregon Short Line railroad, thence continuing South at right angles to sai rail-
road a distance of 78.5 feet to the Southerly right -of -way line of said railroad; thence ',esterly
along said right -of -way line e_fd1stenoe of 200 feet; thence Jortherly and at right angles o the
Southerly boundary line of said right -of -way a distance of 78.5 feet, to e
_ point 8.5 feet South i
of the center line of tberailroad of said Oregon Short Line railroad; thence b;asterly and arallel
to said center line of said railroad. a distance of 200 feet, to the trui point of begi=n g;
all of the above described property being on the right -of -way of the 'Wilder branch of the Oregon �!
Short Line railroad, and lying immediately North of Block 8, Cupp's Addition to the City
Caldwell, Canyon County, Idaho.

for the storage and distribution of petroleum and its produots and all other kinds of merchandise
produced by said Company" was introduced and read for the first time. ",
Dr. R. G. Young, City Physician, made a report of his inspection of toilets and lavatories
in all four pool halls in the City. de stated that he found them in an unsanitary condition, and
suggested t et chloride of lime should be used as a disinfectant. Also, that cuspidors seemed
to be well aken care of. He suggested further, that all glassware and cutlery used in the
dispensing f soft drinks and eatables around soda fountains and lunch counters in the pool halls,
should be r quired to be thoroughly sterilized.
The ti a coming on regularly for the receiving and opening of bide for supplying coal to the
City, pureu nt to notice, said bids were opened and considered by the Council as follows:

Mine ne Weights to govern. Domestic Lump is 3" and larger. Nla would also like to submit
to you a bid on Stove Coal, which is Lump 3" to 8 ", of 49.25. ne believe that the Stove Coal
is a more satisfactory r`urnaee Coal than Domestic Lump. This A #1 Coal. We could out this
price appreciably, by figuring an inferior Coal, but are counting on furnishing Liberty Coal.
