Upon Roll Call the following Ccuncilmen answered preent: Wm Glaisyer, L. B. Burrell, John Myers,
Fran Blomquist, Dale Fenrich and J. M. Bettis.
Applications for Pool and Card Licenses wine read from Wl.ldorf, Cigar Store and Brinks, Incorp, the'
fee Accompanying each application.
Moved by Burrell, seconded by Maus, that these Licenses be granted,
Upon Roll Call it appeared the motion was unanimously carried.
Application for Card Room License was read read the Sport Shop Inc., the fee accompanying the
application.
Moved by Burrell, seconded by Myers that this License be granted.
Upon 'poll Call it appeared the motion was unanimously carried.
Application for Punch °asrd Licon4e was read from Greer. & Koll Cafe, the fee accompanying the
application.
Moved by Glaisyer, seconded by Myers that this License be granted.
Upon Roll Call it appeared the motion was unanimously carried.
The Bills for June were read and on motion by Glaisyer, seconded by Fenrich that these bills be
allowed and warrants ordecd drawn for the various amounts all of which had been approved b y the Finance Com-
mittee. Motion carried.

Thereupon the following Resolution was presented to the Mayor and Council by Councilman Glaisyer,
who moved the adoption thereof which motion was seconded by Councilman Vyers-
RESOLUTION
By Councilman Glaisyer
WHEREAS, during the course of the fiscal year 1949-1950 certain taxes and gasoline bills have
l'been paid From the General Fund of the City of Caldwell when the same should have been charged to the
Cemetery Fund in the amount of $2,000.00; and
WHEREAS, it is advisable to change said -P.I the Cemetery Fund to the General Fund,
MCI, THERUORE, be it resolved by the Mayor and City Council of the City of Caldwell that the
Treasurer of the City of Caldwell transfer 02,000.00 from the Cemetery Fund to the Cenral Fund,
Upon Roll Call those voting in the affirmative were- Glaisyer, Burrell, Wars, Bloniquist, Fenrich
Find Bettis. Negative: None. Absent and not voting: None.
Thereupon the Mayor declared the motion carried and the Resolution adopted.
Thereupon the following R was presented to the Mayor an P. Council by Councilman Glaisyer,
who moved the adoption thereof which motion was duly seconded by Councilmsr BlAmquist.

WHEREAS, there is in the Water P"und of the City of Caldwell, rdaho, a surplus of $20,000.00; and
WHEREAS, said sum is needed in the General Fund of said City; and
WHEREAS, it is the desire of the Council of said City to transfer said sum of money from the Water
Fund to the General Fund to meet the expenses of the City,
NUN, THEREFORE, Be it resolved by the Msycr and Council of the City of Caldwell that there be

transferred from the 'Hater Fund to the General Fund of the City of "aldwell the sum of $20,000.00.
Upon Roll Call those voting in the affirmative weref Glaieyer, Burrell, Myers, Blomquist, Fenrich;,
end Bettis, Negative: None. Absent and not votingi None.
Thereupon the Mayor declared the motion carried and the Resolution adopted.
Thereupon the following Resolution was presented to the Mayor and O ouncil by Councilman Glaisyer,

who moved the adoption thereof which motion was duly seconded by Councilman Bettis.
RESOLUTION
By Councilman Glaisyer
WHEREAS, during the fiscal year 1949 -1950 road equipment and personnel from the Road Department
were used in connection with the Caldwell Municipal Airport in the sum of $15,000.00, and payments for said
equipment and salaries were paid out of the General Fund; and
WHEREAS, said $15,000.00 should correctly havebeen paid out of the Airport Fund,
NOW, THEREFORE, Be it resolved by the Mayor and 6ouncil of the City of Caldwell that the Treasur-
er of the City of Caldwell transfer from the Airport Fund to the General Fund the sum of $15,000.00.
Upon Holl Call those voting in the affirmative were: Glaisyer, Burrell, Myers, Blomquist, Fenrich
and Bettis. Negatives None. Absent and not voting: None.

Thereupon the Mayor declared the motion carried and the Resolution adopted.
Thereupon the following Resolution was presented to the Mayor and Council by Councilman Bettia,

who moved the adoption thereof which motion was duly seconded by Councilman Burrell.
RESOLUTION
By Councilman Bettis
WHkHEAS, the City Council on the 5th day of April, 1950, passed a resolution expressing the ap-
proval of the City Council of the City of Caldwell, concerning an application of the Housing Authority of
the City of Caldwell, in applying for a preliminary loan fro^ the Public Housing Administration in an
smourit not to exceed $55,000.00, to cover the costs of surveys and planning in connection with the devolp-
ment of low rent public housing for the City of Caldwell, Idaho; and
WHEREAS, subsequently the Housing Authority of the City of Caldwell has, upon reconsidering the
matter of public low rent housing for the City of Caldwell, by resolution decided against applying for a
preliminary loan from the Public Housing Administration as contained in the preceding paragraph; and
'AHEaEAS, it now appears that it is not to the best advantage and interest of the City of Caldwell I '
to approve the application of the Housing Authority for said loan,
NON, THEWORE, BE IT itESOLVeD BY THE MAYOR AND CITY COUNCIL OF THE CITY OF CALDWELL, That the
faction taken by the City Council in the above matter on April 5, 1950, be and the same is hereby recinded.
Upon Roll Call those voting in the affirmtive were: Glaisyer, Burrell, Flyers, Blomquist, Fenrich
and Bettis. Negative: None. Absent and not votingi None.

Thereupon the Mayor declared the motion carried and the Resolution adopted.
This being the date set for hearing protests against the proposed estimate of expenditures of
1 l the City of Caldwell for the fiscal year beginning the first day of May 1950. The said estimate and tax
levy being in excess of ten mills for general purposes.
The Clark presented the affidavit of publication of said notice which is in words and Figures

Caldwell News- Tribune, Inc., publisher of THE CALDWELL NEWS - TRIBUNE, a daily newspaper published at a days il�i
Idaho, within the nearing of Chapter 154 of the 1933 Session Laws of Idaho; published six consecutive days
a week except legal holidays. And tot the publisher of said THE CALDNELL NEWSnTRIBUNE, a daily newspaper,
has all the time since the 5th day of July, 1933 and in each issue thereof, at the head of the editorial
column of said newspaper, announced the day of the week to -wits Saturday, on which legal notice required
by law or by order of any Court of competent jurisdiction to be published weekly, will be published; that
the said paper is in general circulation in Canyon County, Idaho and has been for a period of seventy -
eight weeks preceding the first publication of this advertisement, a copy of which is attached hereto, and
by reference therOto made a part of this affidavit, and was published in the regular Saturday issue of

The Mayor asked if there was anyone present that desired to be heard on the matter of the pro-
posed estimate and tax levy. There was no one to speak either for or against the proposed estimate.
Thereupon Councilman Glaisyer introduced Bill No 2, entitleds
AN ORDINANCE TERMED THE ANNUAL APPROPRIATION BILL, APPROPRIATING MONEY IN SUCH SUM AND SUMS AS
ARE DEEMED NECESSARY TO [DEFRAY ALL PROPER EXPENSES AND LIABILITIES OF THE CITY OF CALDWELL, IDAHO, NOT
OTHERWISE PROVIDED FOR, FOR THE FISCAL YEAR BEGINNING THE FIRST DAY OF MAY, 1950, PURSUANT TO THE PRO-
VISIONS OF SECTION 50 -1950, IDAHO CODE.
which was read for the first time and the Council proceeded to a consideration of Bill No 2. It was moved

WHEREAS, the Mayor and Council of the City of Caldwell, Idaho have heretofore duly and regularly, d,
_ 9 as required by law, created for the purpose of constructing in said district improvements consisting of
suitable sewers, ditties, drains, conduits and channels for sanitary and drainage purposes or either or
`. both thereof, with outlets, cesspools, mamholes, catch basins, flush tanks, septic tanks and all other sewer
j I'. appurtenances necessary for the comfort, conbenience, health and well -being of the City of Caldwell; and
WHEPFAS, The City Engineer of the City of Caldwell has prepared and filed with the City Clerk
of said city, plans and specifications for the construction of said improvements in said Local Improvement
i District No 18 of the City of Caldwell, Idaho, which said plans and specifications have been presented to
the Mayor and City Council and approved; and
WHEdFAS, IT IS DESIREABLE TO INVITE BID,; FCR THE CONSTRUCTION OF SAID IMPROVE@ -NTS,
NOW THEREFORE, be it resolved and ordered by the Mayor and U6ouncil of the City of Caldwell, Idaho.
Section 1. That the plans and specifications heretofore prepared by the City Engineer and filed with
the City Clerk of the City of tal.dwell, for the construction of certain improvements authorised in said Local
Improvement District No 18 of the City of Caldwel:., Idaho, for the purpose of constructing in said district °
improvements consisting of suitable sewers, ditches, drains, conduits and channels for sanitary and drainage
purposes, or either or both thereof, with outlets, cesspools, mamholes, catch basins, flush tanks, septic
tanks and all other sewer appurtenances necessary for the comfort, convenience, health and well -being of
the City of Caldwell, be and the same hereby areapproved.
_ Section 2. That the City Clerk is hereby ordered to prepare and let invitations for bids and
publish the same in The Caldwell News - Tribune, official newspaper of the City of Caldwell, on July 29,
1950, August 5, 1950 and August 12 1950, calling for the opening of said bids at the City Hall on August 14,
I ^ 1950 at the hour of 8:00 o'clock P. M. in accordance with Section 50 -2936 of the Idaho Code.
