Upon Roll Call the following Councilmen answered present: E. L. Vassar, Fran Blomquist, Max Luby, Emile Shorb, L. 0. F7dredge and Leland Finley. The meeting was called to take un the matter of rezoning "A" Cormnercial Zone and "Ci' ComRercial Zone. The following letter was read from Tom E. Shearer, President of the College of Idaho? Jelly 2, 1958 Mr. Ed Simmerman Payer City of Caldwell Caldwell, Idaho By action of the Executive Committee of the Board of Trustees of the College of Idaho at a meeting on Tuesday, July 1, 1958, no formal protest will be made in the matter of the application to change the area lying between 21st and 22nd avenues and north of Blaine street, from the cla.ssifacation as a "residence" zone to a "comr�rcial° zone. The action was taken with an understanding that no change is expected in the city ordinance which prohibits the issuance of a license for the sale of beer upon property within two city blocks of The College of I(,aho, J 1 I I Ve truly yours, /sTom E. Mayor Ed Simmermanu and City Council Caldwell, Idaho Gentlemen: The undersigned wish to make known to the City Council of Caldwell, Idaho that we are opposed to changing the present zoning regulations of the area :ly - ing along Blaine St., between 21st and 22nd from a residential to a con"nere- ial classification. We believe that the pr000sed business (a bowling alley) for which the change is being sought is not of sufficient jalue to justify intrusion into a - esidential area. We fear that a business establishment in our neighborhood might trend to invite ot'ner business ventures into the area and would ultimately reduce the value of our property and make our neighborhood a less desirable place in which to live. Therefore, we urge the City Council of Caldwell to leave the present zoning restrictions un- changed in the area. ' Each of the undersigned believes his property to lie within 300 feet of the area we understand to be under consideration. It was moved by Gouncilman Blomquist, seconded by Councilman Luby that the rules requiring the reading of a Bill on three separate days be sus- pended and that Bill No. 1, be r�ad the second time by title and the third time in full section by section and placed on the final passage, The Mayor directed the Clerk to call the Roll on the above motion with the following result: Those voting in the affirmative were: Vassar, Blomquist, Luby, Shorb, Eldredge and Finley, Negative: None. Absent and not voting: None. The Mayor declared the motion had passed by the necessary three - fourths majority and directed the Clerk to read Bill lie. 1, the second time by title and the third time in full section by section and placed on the final passa The Clerk read the Bill as directed. The Mayor directed the Clerk to make proper entry of the Bare and to cause Ordinance No. 922 to be, published in the Nes- Tribune the official nessoaper of the City of Caldwell, Idaho. This being the time set 'for the second reading of Bill No. 2, It was moved by Councilman Blomquist seconded by Councilman Luby that the rules requiring the reading of a Bill on three separate days be suspends' and that Bill No 2, be read the second time by title and the third time in full section by section and place on the final passage. The Mayor directed the Clerk to call the Roll on the above motion with the following result: Those voting in the affirmative were: Vassar, Blomquist, Luby, Sha3rb, Eldredge and Finley. Negative: N :one. Ahsant and not voting: None. The Mayor declared the motion had:-passed by the necessary three - fourths majority and directed the Clerk to read Bill No. 2, the second time by title and the third in full section by section. The Clerk read the Bill as directed. The question being "Shall Bill No. 2 pass?°' The Mayor directed the Clerk to call the roll on the above question which resulted as follows: Those voting in the affirmative were: Vassar, Blomquist, Luby, Shorb, Eldredge and Finley. As a result of the recent meeting held by the Board of County Commissioners with representatives of the urban a of Canyon County, it was agreed that Canyon County should have a Zoning Commission to advise the County Commissioners on problems of Zoning the County. At that meeting it was also agreed and understood that the Canyon County Zoning Commission should be composed of twel.be members, being a member from each urban area in the County, a member from the Farm Bureau, Grange and Farmers Union, and one member each from the Zoning and Planning Commission of the Cities of Nampa and Caldwell. We are therefore eequesting that you now submit to this "card the name of names of your representative or representatives, as the case may be, so that we can officially appoint that pe son to the Canyon County Zoning Commission. Moved by Eldredge, seconded by Shorb, Leland Finley, Council Member on the City Planning Com- mission be recommended as a representative to Canyon County Planning Commission. Upon Roll Call it aoneared the motion was unanimously carried.
