W. S. Boynton, 0..W. Montgomery, 0. M. Fenrioh and W. R. Hollingsworth.

Byron Derenbach took up the reading of an analysis of the condition of the city for
the last five years, also a comparison of the condition-of the City of Caldwell with that
Of ether Cities in the same class. Mr Defenbach also made suggestions for the Budget foo

the ensuing year.

The Oouncil.took up the consideration of the matter of the annual appropriatin bill.

Following is the estimate prepared by the Mayor and City Council of the City of
Caldwell, County of Canyon, State of Idaho, for the probable amount og money necessary for

BILL IS FULLY SET FOURTH AT LENGTH UPON THE MINUTES OF THE REGULAR MEETING OF THE
MAYOR AND CITY COUNCIL HELD ON JUNE 29 1 933 ; THE SAID LEVY FOR GENERAL LEVY PURPOSES
BEING IN EXCESS OF TEN MILLS.
WHEREAS, At a regular meeting of the City Council ofthe City of Caldwell, Idaho,
held on the 29th. day of June, 1933 an estimate of the probable amount of money necessary
for all purposes to be raised in the City of Caldwell, Idaho, during the fiscal year, be
ginning the first day of May, 1933 including principal and interest due on the bonded debt
and sinking fund, itemizing and classifying the different objects and branches of expend-
itures as near as may be, with a statement of the entire revenue of the City for the pre-
vious fiscal year, was submitted to said Mayor and City Council by the 8lnanos Committee,, .
and whioh estimate was entered at length upon its minutes; and
WHEREAS, A motion was duly made, seconded and carried, that proper resolution be
drawn fixing the time for a pdblio hearing for hearing protests against said proposed
appropriation bill and giving due notice thereof;
NOW, THEREFORE, BE IT RESOLVED BY MAYOR AND CITY COUNCIL OF THE CITY
OF CALDWELL, IDAH03
Section 1, That the Mayor and City Council of the City of Caldwell, Idaho have
determined that it will require a tax levy for general revenue purposes in excess of ten
Mille to raise sufficient money for general purpo sea, as provided by law and as i ore
fully shown by the estimate of expenditures of the City of Caldwell, Idaho, for t
fiscal year beginning the First Day of May, 1 933-
Section 2, That before the passage of said appropriation bill and before said

levy be made, a public hearing be granted, and that public hearing is hereby called
and ordered to be held at the City Hall of said City at the hour of eight o'clock P. M.
on the 31st. day at July 1933, upon said estimate and proposed appropriation bill.
Section 3. That notice of said meeting and public hearing shall be given by at
least two publications in the Caldwell News- Tribune, a semi- weekly newspaper printed and
published in the City of Caldwell, Idaho, which notice shall be in substantially the i
following form:

The City Council and Ala or havin determined that it will require a tax levy for
General purposes in excess of ten mills to raise sufficient money for general purposes
as provided by law and as fully set forth in the estimate of expenditures of the City of(I
Caldwell, Idaho, for the fiscal year beginning the First day in May, 1933, in the minutes
of its meeting held on the 29th, day of June 1933.
NOTIOE IS HEREBY GIVEN, That a public meeting and hearing is hereby granted on said
proposed appropriation bill to be held at the City Hail in the City of Caldwell, Idaho, at
the hoar of eight o'clock, on the 31st. day of July, 1933•
For further detailed information concerning said proposed appropriation bill, refer—
ence is hereby made to said estimate of expenditures hereinabove referred to and fully
set forth in the minutes of the meeting of the Mayor and City Council on the 29th. day

said notice to be published as hereinabove mentioned and to secure proof of said publioati(

The motion of the adoption of the resolution being duly made and seconded, and
the question being," Shall Resolution No. 4 pass" 4 The Mayor directed the Clerk to call tk
Roll which resulted as follows: Those toting in favor of the Resolution were; Oakes, Bales,
Boynton, Hollingsworth, Fenrioh and Montgomery. Those opposed, None. Absent and not voting,
None. Whereupon, the Mayor declared the motion carried and Resolution No. 4 adopted, and
directed the Clerk to record the same upon the Journal of the proceedings of the Council a:
a pert of the minutes of this meeting, and he duly approved and signed the same, which was
duly attested by the Clerk.
Thereupon, Councilman, 1. E. Bales, introduced proposed Ordinance No. 509 as
follows:
AN ORDINANCE LICENSING AND REGNLATIN G PLACES OF BUSINESS WHERE BEER 18
SOLD TO CONSUMERS, AND PROVIDING A PENALTY FOR THE VIOLATION OF THIS ORDINANCE,
AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT WITH TZIS
ORDINANCE, AND DEOLARING AN EMERGENCY.
WAS READ FOR THE FIRST TIME, AND Council proceeded to a consideration of the
proposed Ordinance.
It was moved by Oakes and seconded by Montgomery that the rules requiring a propos
Ordinance to be read on three separate days be suspended and that the proposed Ordinance b
read the second time by title and the third time in full. The Mayor directed the Olerk to
call the Roll on the motion as stated, which resulted as follows: Those voting in favor of
the motion were; Oakes, Bales, Boynton, Fenrioh, Hollingsworth and Montgomery. Those oppos
ed, None. Absent and not voting, None. The Mayor then declared the motion carried by the
necessary three — fourths majority, and directed the Clerk to read the proposed Ordinance
the seoon3 time by title and the third time in full section by section. The Clerk then
read the proposed Ordinance as directed. On the question as put by the Mayor, " Shall the
proposed Ordinance pass? ", the Mayor directed the Clerk to Call the Roll, which resulted
as follows: Those voting in favor of the proposed Ordinance were; Oakes, Bales, Boynton
Fenrioh, Hollingsworth and Montgomery. Those opposed, None. Absent and not voting, None.
Thereupon, the Mayor declared the proposed Ordinance passed, and in open session of the
Council, the mayor signed and approved the said Ordinance, and the Clerk duly attested the
same, which, thereupon, became Ordinance No. 509. The Mayor then directed the Clerk to

make proper entry of the passage of the Ordinance upon the Journal of the prooeedipge Of
the Council as a part of the minutes of this meeting and further direeted the Clerk to
cause Ordinance No. 506 to be published in the Caldwell News- Tribune, the official news-
paper of the City-of Caldwell, Idaho.
Moved by.Bales and seconded by Hollingsworth that the City Treaeurer.be authoriz-
ed to pay the last half of the 1932 taxes. Notion Carried.
Moved by.Boynton and seconded by Montgomery that this Council stand adjourned.
Motion Carried.

of the City Hall, with the Mayor, E. L. Vss sar, presiding.
On Roll Call, the following Councilmen answeped present: E. L. Oakes, W. 8. Boynt
0. E. Bales, G. No ,Fenrioh, 0. W. Montgomery-and W. R. Hollingsworth.

The Minutes of June 5 /and June 29th. read ano approved as read.
A letter was read from Colonel S. D• Hays, thanking the Mayor and al other City
officials for their. hospitality while the 116th. Cavalry were visiting in the City.
The Mayor asked the Clerk to write -a letter to Colonel Hays thanking him for his
letter of appreciation and inviting the Cavalry back at any future time.
The Bills for June were read and on motion made by Bales and seconded by Fenrich
that these Bills be allowed and Warrants be ordered drawn for the various amounts, all of
which had been approved by the Chapman of the Finance Committee. Motion Carried.
