M. i u" F 1� [I Council met in regular session perauant to adjournment, June 27, 1927, with Mayor Dunlap presiding, and the following Councilmen present. DAVIS, DUTTON, HOFFMAN, JACKSON, LICC01R4EL AND I0DIFORD. J. L. Street appeared before the Council protesting against the irrigation ditoh in front of his property, stating that it was dangerous for children in that neighborhood, a menace and the water backing up flooded the street. The mater was refered to the 3 Attorney, Irrigation Committee and City Engineer. This being the date set for a public hearing on the proposed estimate of expenditures Of the City of Caldwell for the fiscal year beginning the first Tuesday in Tway, 1927, and ending the forst Tuouday in May, 1928. Upon investigation it was found that said notice was only published in one issue of the Caldwell News, the official paper for Caldwell, Idaho, and the law requiring it to be published in two issues. WHERMAS, At a regular meeting of the City Council of the City of Caldwell, held on the 6th day of June, 1927, an estimate of the probable amount of money nec- essary for all purposes to be taisad „in the Oity of Caldwell, Idaho, during the fiscal year beginning Lray 2nd, 1927, and ending the first Tuesday in Liay, 1928, including principal and interest due on the bonded debt and sinking fund, itimizing and classify- ing the different objects and branches Of expenditure as near as pay be; with a state- ment of the entire revenue of the city or village for the previous fiscal year, was submitted to the said Ltayor and City Council by the Finance Committee, and which said estimate was entered at length upon its minutes; and tiTlir11FAS, Liotion was duly made and seconded and carried that proper resolu- tion be drawn fixing the`time for public meeting for hearing protests against said proposed appropriation bill and give due notice thereof; DOW, FURTHER, BE IT RESOLTIED BY THE MAYOR AND COUNCIL OF THE CITY OF CALDNNELL, IDAHO: Section 1. That the liayor and City Council of the City of Caldwell have determined that it will require a tax levy for general revenue purposes in excess of ten mills to raise sufficient money for general purposes, as provided by law and as is more fully shown by the estimate of expenditures of the City of Oaldwell for the fiscal year beginning the first Tuesday in May, 1997, and ending the first Tuesday in Play, 1928. Section 2. That before the passage of said appropriation bill and before said levy be made, a public hearing be granted, and that said public hearing be called and ordered to be held at the City Hall of said City at the hour of eight o'clock P. K. on the 18th day of July, 1927, upon the said estimate and proposed appropriation bill. Section 3. That notice of said meeting and public hearing shall be given at le'6st two publications in the Caldwell News, a weekly newspaper printed and published in the City of Caldwell, Idaho, which notice shall be in substancially the following form: NOTICE OF MEETING AND PUBLIC HEARING ON THE PROPOSED ESTIP:IATE OF ESPENDI ITURES OF THE CITY OF CALD'ePELL FOR THE FISCAL YEARBEGINNING THE FIRST TUESDAY 114 LAY, 1927, AND SIDING THE FIRST TUESDAY IN WAY, 1928; SAID 3� O ESTII4AATE A£ID TAX LEVY FOR GENERAL PURPOSES BEIN IN EXCES13 OF TEST NULLS. NOTICE IS HEREBY GIVEN That a public meeting and hearing is hereby gran- ted on said proposed appropriation bill, to be held at the City Hall in the City of Caldwell, Idaho, at the hour of eight o'clock P. Ni. on the 18th day of July, 1927. For further detailed information concerning said appropriation bill, ref- erence is hereby made to said estimate of expenditures herein above referred to and fully tat forth in the minuted of the meeting of the Mayor and City Council on the 6th day of June, 1927. The Mayor declared Resolution No. /adopted. The following bids were made for the construction and completion of Storm Sewer or Drain along Paynter Avenue from First Avenue to Irving Street, the same being a part of Local Improvement District No. 5 of Caldwell, Idaho: Caldwell Plumbing & Heating Co., X3,875.00 Chas. H. Helmer, 3,846.00 It was voted on motion of MoQonnel, seconded by 1Tumford, that the bids be taken under consideration until the next regular meeting of the Council. BILL 110 3, BY MUNIFORD, was read the third time in full, and upon the question as put by the Mayor, shall Bill No. 3 pass? the Clerk was caused to call the roll with the following result: Ayes: DAVIS, DUTTON, HOFFMAN, JACKSON, MCOONIIEL AND I: MIFORD. Nayes: NONE. The Mayor declared that Bill No. 3 had passed and now become Ordinance No. 439, and directed the Qlerk to make proper entry of same, and have the same published in the Caldwell News the Official Newspaper of Caldwell, Idaho. Bill No. 4 was read the second time by title. Bill No. 5 By MUMFORD, ENTITLED "AN ORDINANCE DESIGNATING THE CITY TREAS- URER AS ASSISTANT TO THE CITY CLERK, FIXING HIS COMPENSATION; AND REPEALING ALL ORD- INANCES 03 PARTS OF ORDINANCES IN CONFLICT HEREWITH ", was read the first time in full.
