Mayor Nancolas called the meeting to order. Those present: Blacker, Hopper, Oates, Callsen, Dakan (via
phone), and Sobba Staff present: Mark Hilty (via phone).
ADDITIONS OR DELETIONS TO THE AGENDA
MOVED by Blacker, SECONDED by Hopper to add Item #2 to the agenda to read as follows:
"Authorize the one -year time extension of the cash bond for the Faith Landing Development."
The Mayor explained that this is an urgent request inasmuch as the current letter of credit is to expire on
July 8, 2009.
Those voting yes: unanimous.

(APPROVE RESOLUTION AUTHORIZING THE EXECUTION OF A PARTNERSHIP
AGREEMENT WITH CITY OF NAMPA, CANYON COUNTY, IDAHO BUREAU OF
HOMELAND SECURITY, IDAHO DEPARTMENT OF WATER RESOURCES, AND THE
FEDERAL EMERGENCY MANAGEMENT AGENCY [FEMA] REGARDING ACTIONS TO
REDUCE NEAR -TERM FLOODING RISK AND COLLECT ACCURATE FLOOD HAZARD
DATA FOR FUTURE USE)
Dennis Cannon outlined the agreement which addresses two phases: Phase I — Partners would
continue to work towards securing appropriate documentation from the Bureau of Reclamation
indicating that the Callopy Gates along the New York Canal will be rehabilitated so to restrict the
maximum flow downstream. Phase II — Partners would work towards determining an appropriate
watershed -based revised Flood Insurance Study and Mapping Activity Statement. This portion would
be initially funded in Federal Fiscal Year 2010. The partners would acquire Light Detection and
Ranging (LiDAR) topographic data for use in hydraulic modeling. Partners would work with FEMA
to determine the most appropriate FEMA - approved hydrologic and hydraulic model needed for
mapping the flood hazard area FEMA guidelines must be met or exceeded. If the agreement is
executed, the mapping readjustment would be made without any further public input requirement by
FEMA.
The Mayor clarified that the Agreement outlines a short-term solution as well as the process for
correcting the problem on a permanent basis. The short-term solution would address correcting the
Callopy Gates. If we can get the Gates adjusted, FEMA then agrees to redo the current map taking
into consideration the new channel. This would assist us with future development within the
downtown. The risk that still lingers is getting the final and real numbers in the upper basin, which is
needed to established the baseline for the new maps. Phase II is the permanent solution to gaining the
true data.
Mr. Cannon reported that the Idaho Department of Water Resources, Idaho Bureau of Homeland
Security, and Canyon County are in favor of the agreement. However, the City of Nampa desires to
change the wording under Phase II to read: "Partners shall shave the option to work
collaboratively towards determining an appropriate watershed -based revised Flood Insurance Study
(FIS) and Mapping Activity Statement (MAS)." He noted that since all parties have the right to
terminate their involvement within the partnership when a 60 -day notice has been given, the
amendment request seems redundant.
Discussion followed concerning potential ramifications of amending the agreement.
Mark Hilty, City Attorney at 1303 12' Avenue Road, Nampa, stated his support for the Agreement as
presented.
MOVED by Hopper, SECONDED by Oates to approve the Partnership Agreement with the City of
Nampa, Canyon County, Idaho Bureau of Homeland Security, Idaho Department of Water Resources,
and FEMA Region X as presented and authorize the Mayor to execute the document.
