Don Baird, Building Insiector Discussed the Plumbing Code and pointec out minor changes should be
made in the City's Code so as not to c with the State Code.
The Mayor instructed Mr. Baird to present the proposed changes for Council study.
It was also recommended contractors request inspection for plumbing work before the work is covered
Petition for stop light at the intersection of Highway 30 and Linden was presented.
No action was taken.
Moved by Shorb, seconded by Eldredge the City Clerk be instructed to write Canyon County Commission
j and urge the County to dust coat the unpaved mile of roadway on Lake Lowell Drive.

Councilman s"ldredge: I feel the Planning ^ omznission was out of line in recommending to the Council
change in zoning, This recommendation should have been made to the Board of Adjustment.
Councilmen: Vassar,Blomquist, L,by, Shorb and Finley in favor of re- zoning.
11ayor: The Planning Commission and Board of Adj•,'stment sho }d make recommendation to the Council
future developments.
Robert Jackson discussed Water, Road, Engineer and Treatment Plant budgets.
There being no further business to come before the council it was moved by Councilman Blaomquist,
ended by Councilman Luby that Council ao ourn. Motion carried.

The matter of accepting payment of water ane sewer charges when customers refused to pay the I�

Mr. T. W. Cole, representing Firs. Pearl Temple recuested tl.e council to raise the curb at 2205
College Avenue . Nr. Cole stated it was impossible to irrigate the property since the curb was installed.

At the ree,uest of "ouncil - man Finley and Councilman �horb, I am writing you in
regard to the grade for the curb and gutter in front of the property owned by Mrs. '1
Pearl Temple at 2205 College Avenue. I have again reviewed the design and discussed
it with these Councilmen. Thedesign was made to pit the existing oil such that the
oil would drain into the gutter. There is very little fall from the oil to the gutter
now and raising the curb any more would require either relaying the block or adding
a lift to the present oil. The Council, at the time of the formation of this district, I I:
agreed to waive any charge as far as oiling was concerned for the area between the
existing oil anr- the gutter. It was originally planned in prelimi-.ary discussi ns to
Charge this to the property.

front of them as tais would make varying curb heights in every curb =d block. I would
not change from the standard curb and gutter without a directive from the Council, and g

I believe with the proper sloping of the area ad acent to the curb, this property cen
be improved such that it will irrigate. If core fill is needed, it can be improved
such that it will irrigate. If more fill is needed, it can be supplied from some of
the excavation on other streets. This fill dirt is not most desirable since much of
it has some rock in it; however, with selection, we could )robably supply the amount
needed.

1958 the commission passed a motion to the effect that the City Council request
i the State Hiway Department to extend Blaine Street South 7 ast to a point in the
North Boundary line of the .SW,NE Section 1, Townsl e North, Range e West of
the Boise Meridian in lieu of the ?resent proposed haway program of making hiway
3D a 'bur lane hiway between Jeorgia Avenue and Florida "venue.

It being the thinking of the commission that this would open up a vast new area for
future commercial and indo,trial expansion near a ma;or hiway, ` railroad with gas and
power being imnediately available.

The Mayor stated the meeting was set by notice to hear protests to the amendment of Section 5 -102
land Section 4 -104 of the Caldwell Code defining the boundaries of "A" Residential Zone and "C" Commercial
(',Zone.
The following were present to protest: Joe Ostler, 2119 Cleveland, Kenneth Lenart, 2123 Cleveland,
Arthur T. Smith, 2107 Cleveland, Robert Snylie, 1920 Blaine,E 1907 Blaine, Robert C. Shupe, 1900
',Blaine, Boyd Henry 2021 Cleveland and Elden Marsh, representing - ,,ha College of Idaho.
Boyd Henry was spokesman for the group.
The following were present ano in favor of rezoning: Peter Boyd, Ralph Smeed and Melvin Kirkland.
Councilman' Vassar: I am not ready to make adecision at this time.

` Councilman Finley: I do not believe in spot zoning, but, in this instance I believe it is to the bes
I �intere�t of the City, also, I would like to state at this time the Planning Commmiasion is making a study of
T Zones of Caldwell.
The Mayor informed those present this matter would be taken under advisement.
Mr. T. W. Cole apneared on be'nalf of Mrs. Pearl Temple of 2205 Colle ?e Avenue and asked if a
com- promise could be agreed upon by the City and Mrs. Temple regarding a 'igher curb.
Councilman Finley: The cost to the City w—ld be st200 or 9900 if the change in the curb was made.
Councilman Luby: The City should keep the curb uniform.
