I on the afternoon of May 28 - the main sewer lino of City of Caldwell (1300 block —
between Everett & Dearborn) backed up causing our basement to flood with sewer water.
Consognently, we are filing this claim for damages done.
Clean & sanitize couch covers 5.00
Replace 12' z 20' Lee Carpet 100.00
It was moved by Councilman Dakan, seconded by Counoilman Gamboa, to dew the claim and refer it to
the City's insurance carrier. After a vote, the motion carried.
Bartender Permits apprwved
Applications for Bartender Permits were then presented for the Council's consideration from David
L. Sleeper, Wallace A. Collins, Carol Boa, Lynn Stafford, Joan F. James and Edward G. Hill. Each applicatia
had been approved by the Chief of Police and was accompanied by a receipt from the Clerk for the required
fee.
It was moved by Councilwoman Williams, seconded by Councilman Mcauskey, to approved the applica-
tions for Bartender Permits and the Permits be issued. A vote was taken, and the motion carried.
Comments regarding claims to Idaho Department of Parks
For the information of the Council, Mayor Carpenter stated that they warty in the process of sub-
mitting Claims No. 3 and 4 to the Idaho Department of Parks for the swimming pool. He added that so far now
of the previous claims had been paid and proceeded to explain the reasons given him for the delay.

It was moved by Councilwoman Silliams, seconded by Councilman Carter, that the warrants for claims
and Payroll be approved as per list and filed in the City Clark's office. Such warrants being in the totals
as follows:

There being no further business to came before the Council at this time, it was moved by Council-
woman Williams, seconded by Councilman Carter, to recess until 4:00 P.M. on June 12, 1973. A vote was taken,

The Council met pursuant to call and acknowledgement of notice in the following form:
We, the undersigned Mayer and members of the City Council of the City of Caldwell, Idaho do hereby
acknowledge notice of a Special Meeting of the said City Council to be held in the Council Chambers in the
City Hall of Caldwell, Idaho, at the hour of 4:00 o'clock P.M. on the 12th day of June, 1973 for the trans-
action of all1business in connection with the following object: o pening of bids for L.I.D. No. 70, gravel
cru shing and sprinklin system for Luby Park outfield and other business.

Upon toll Call, the following members of the Council answered present: Alta E. Williams, Alfred E
Wlusksy, Charles C. Banks, Joe Gamboa and Lester R. Carter. Absents James R. Dakan.
Bid Opening - L.I.D. No. 70
Mayor Carpenter first called upon City Ehgineer Mel Lewis to open the bids for the L.I.D. No. 70,
and the abstract was as follows:
Boise Paving & Asphalt $220,086.82
Bill Woolery Construction 258,871.45
A & J Construction 237,817.49
Qui:m- Robbins 256,156.46
Ross Construction 233,887.05
It was moved by Oouncilman Gamboa, seconded by Councilman Carter, to award the bid to Boise Paving
and Asphalt. Upon vote, the motion carried.
Bid Opening - Outfield sprinkling system in Luby Park
Before opening the bids for the sprinkling system in the outfield of Larby park, Mayor Carpenter
stated that the bidders were given a map of the area to be sprinkled, and they were to work up their propes-
al for the system and the necessary equipment to supply it. He added that the bidders were also told that
the Park Superintendent would make his recommendation to the Council after studying the proposals and the
bid would be awarded 10 days after the opening date.
Mayor Carpenter then read the following bids:
G & W Landscaping $3,399.40
Caldwell Pomp and Sprdmkler 3,914.10
It was moved by Councilman Banks to accept the bid from Caldwell Rump and Sprinkl as 0 and W
Landscaping had not met the requirements.
Upon request from Councilman Carter, the Mayor then read the following from the specifications:
It is the intent of these specifications to provide the City of Caldwell with a complete
sprinkling system for the outfield grass of the Laby Park Baseball Field. Along it th the
fo llowing specifications each bidder will receive a plan shooing the area to be sprinkled.
The Mayor then pointed out the map of the area which had been attached to each specifications,
adding that G & W Landscaping had not indicated where or how they would set up the s prinkli ng system on the
COW of the map.
Councilman Carter seconded Councilman Bank's motion to accept the bid from Caldwell Pump and Spi-1
kler. Upon vote, the motion carried.
Variance approved
Mayor Carpenter stated that Gary Lasher needed a variance as he had built a duple3i on Iowa and
Spruce, and due to an error when the footings were poured, the set back was about 1 foot 4 inches too close
to the street.
The Mayor pointed out that each member of the Council had been provided with a copy of the pro-
posed building policy of the City, and after some discussion, it was decided to add that the Building In-
spector would inspect as soon as the foams had been set and before the concrete was poured, thus eliminatisq
the problem which Mr. Lasher was faced with.
After further discussion, the Council decided that this building policy should be in the fora of
a resolution and should be presented at the next Council meeting.
It was moved by Councilman McCluskey, seconded by Counci Gambea, to grant the variance which
had been requested by Mr. Lasher. Upon vote, the motion carried.
Voting delegate to A.I.C. convention
Mayor Carpenter stated that the A.I.C. convention was going to be held in Lewiston, Jule 14, 15
and 16, and that a voting delegate had to be designated.
It was moved by Councilman Banks, seconded by Councilman Carter, to name Councilman McCluskey,
Prudent of the Council, as voting delegate. Upon vote, the motion carried.
Fark Department investigation
Mayor Carpenter announced that there had been some complaints received from employees of the Park
Department and these were under investigation.
There being he further business to came before the Council at this meeting, it was moved by
Councilman Carter, seconded by Councilman flanks, to recess until June 18th at 8:00 P.M. Upon vote, the
