Councilman Dickens Liao instructed to investigate the purchase of the Loader
from uem County, and erragge for price and payment thereof.
Chief of Polioe Rowland presented the matter of parking on Main Street and
Kimball Avenue, and stating the importance of some better regulations.
It was voted on motion of Dickene, seconded by Leighty, that a committee of
three be appointed to investigate the matter. The Mayor appointed Chief Rowland, Leighty
and Dickens.
It was voted on motion of Bollmnn, seconded by Sapdmeyer, that Council adjourli
to June 5, 1929, at 8:00, P. M.

Council met in regular session perauant to adjournment of June 3, 1929, with
Mayor McConnel presiding and Councilmen BOLLMAN, JOHNS, LEIGHTY, DICKENS AND SANDMEYER.
ABSENT: NONE.
By special request Clarence Van Dusen appeared before the lasyor and Council in
the interest of working out the Annual Appropriation Bill. The matter was gone into at
some length -by Mr. Jan Dueen, and considerable information was had be carefull study of
the annual audit. however, no definite action was taken.
It was voted on motion of Sapdmeyer, seconded by Leighty, that Council adjourn
to June 12, 1929, at 8:00, Y. L1.

Council met in regular session perauant to adjournment of June 5, 1929, with
Mayor McConnel presiding, and Councilmen BOLLMAN, DICKENS, LEIGRTY AND SANDMEYER,
PRESENT. ABSENT: JOHNS.
RESOLUTION NO. 2, BY BOLLMAN, was presented as follows:
"SPHEREAS, All of the owners of Block Twenty -one (21) of Golden Gate Addition
to the City of Caldwell, Idaho, have, by proper declaration, a copy of which is attached
hereto marked 'Exhibit A' and made a part hereof, duly declared the plat of said Block
Twenty -one (21) vacated; provided, however, that said vacation shall not effect the alley
or streets as platted through or upon said block according to the official plat thereof.
"NOW, THEREFORE, Be it resolved by the Mayor and Council of the City of CeldwelZ
Idaho„ that said vacation be, and the same hereby is approved.
Motion was made by Leighty, seconded by Dickens, that Resolution No. 2 be approv d.
The Clerk was directed to call the roll on the question as stated with the following resul

NAYES: NONE. ABSENT: JOHNS.

Thereupon the Mayor declared the motion carried and Resolution No. 2 approved.
The Moyor and Clerk approved and signed same in open session of the Council.
Motion was made by Bollman, seconded by Leighty, that a proper resolution be
drawn fixing the time of a public meeting for hearing protests against the proposed
Annual Appropriation Bill, and giving due notice thereof. 'he Mayor directed the Clerk
to call the roll on the question as stated, with the following result:
AYES: 3OLLMA3, DICKENS, LEIGHTY AND SANDMEYER.
NAYES: NONE. ABSENT JOHNS. THEREUPON THE MAYOR declared the motion carried.

HEARING, BEFORE THE APPROPRIATI9i7 BILL PROVIDED FOR IN SECTION 4066 OF THE COMPnED STA-
TOTES OF THE STATE OF IDAHO AND CHAPTER 158 OF THE IDAHO SESSION LAWS FOR 1927, SHALL BE
PASSED BY THE MAYOR ANC CITY COUNCIL;_:A COPY OF WHICH SAID ESTIMATE OF THE PROPOSED APPRO-
PRIATION BILL IS FULLY SET FORTH AT LENGTH UPON THE MINUTES OF TEE REGULAR MEETING OF THE
MAYOR AND CITY COUNCIL HELD ON JUNE 12, 1929; THE SAID LE'JY FOR GENERAL PURPOSES BEING IN
EXCESS OF TEN MILLS".
"WHEREAS, At a regular meeting of the City Council of the City of Caldwell,
held on the 12th day of June, 1929, an estimate of the probable amount of money necessary
for all purposes to be raised in the City of Caldwell, Idaho, during the fiscal year beg-
inning the first Tuesday in May, 1929, and ending the first Tuesday in May, 1930, inclu-
ding principal and interest due on the bonded debt and sinking fund, itemizing and class -
ifying the different objects and branches of expenditure as near as may be, with a state-
menp of the entire revenue of the city for the previous fiscal year, was submitted to
said meyor and Oity Council by the Finance Committee, and which said estimate was entered
at. length upon its minutes; and
"WHEREAS, Motion was duly made, seconded and carried, that proper resolution

"NOW THEREFORE, BE IT RESOLVED BY THE 214YOR.AND COUNCIL OF THE CITY OF CALDWELL,

termined that it will require a tax levy for general revenue purposes in excess of ten
mills to raise sufficient money for general purposes, as provided by law and as is more
fully shown by" the estimate of expenditures of the City of Caldwell for the fiscal year
beginning the first Tuesday in May, 1929, and ending the first Tuesday in May, 1930.
A "Section 2. That before the passage of said gppropriation bill and before
pl said levy be made, a public hearing be granted, and that said public hearing is hereby
called and ordered to be held at the City Hall of said City at the hour of eight o'clock
P. M. on the 15th day of July, 1929, upon said estimate and proposed appropriation bill.
".Section 3. That notice of said meeting and public hearing shall be given by

and published in the City of Caldwell, Idaho, which notice shall be in substantially the

"The City Council and Mayor having determined that it

expenditures of the City of Caldwell, Idaho, for the fiscal

Motion was made by Sandmeyer, seconded by Ballmen, that Resolution No. 3 be

A. E. Sutton appeared before the Mayor and Council asking that old building
located on Lots 1 and 2, Block 34, Original Townsite be declared a nuisance and condemned.
The matter was carefully considered sad the following resolution was presented.
RESOLUTION N0. *,- By BOLLIMAN, ENTITLED "A RESOLUTION DECLARIIdG THE BUILDING OR
STRUCTURE HEREINAFTER DESCRIBED TO BE A NUISANCE AND INIMICAL TO THE HEALTH AND SAFETY OF
PERSONS ANIL PROPERTY: PROVIDING FOR THE A1ATEdENT, REMOVAL AND DESTRUCTION OF THE SAM AT
THE EXPENSE OF THE OSYNER OR OWNERS THEREOF" -
"WHEREAS, After due and proper investigation,. the Mayor and Council of the City
of Caldwell„ Idaho, being fully advised in the premises are unanimously of the opinion
that the building or structure located on Lots One (l) and Two (2) of Block Thirty -four
(34) of the. Original Town, now City of Caldwell, Idaho, is a nuisance and inimical to the
safety and health of the property and persons within the City of Caldwell, Idaho;
"NOW, THEREFORE, BE IT RESOLVED By the Mayor and Council of the City of Caldwell
Idaho, as follows:
"Section 1. That the certain etructure or building located on Lots One (1) and
Two (2) of Blook Thirty -four (34) of the Town, now City of Caldwell, Idaho, is
hereby declared to be a nuisance and in such dilapidated condition as to Jw menace the
public health and safety of persons and property on account of increased fire hazard and
as a rendezvous for tramps, beggers and hoboes.
"Section 2. That said nuisance above described in Section 1 hereof be and the
same hereby is ordered abated at the expense of the owners thereof and that said building
or structure be destroyed or removed at the expense of the owners thereof and that a Spec-
ial assessment be levied on said land above described whereon said nuisance is situated
to defray the coats and to reimburse the City of Caldwell for the cost of destruction or
ram oval of said building or structure above declared to be a nuisance ".
lIotion' was made by Bollman, seconded by Leighty, that Resolution No. 4-be passed
and approved. The Mayor directed the Clark to call the roll on the question as stated,
with the following result:
AYES: BOLTILAN, DICKENS, LSIGHTY AND SANDMEYER.
NAYES: NONE. ABSENT: JOHNS. Thereupon the Mayor declared the motion carried end

Frank Roberts of the Airport Commission appeared before the Mayor and Council
end suggested thst there should be some on in charge of the Municipal Airport. However,
no action was taken.
