turI'or bids on sale of 3 750,000.00 water and sewer revenue bonds of the City of Caldwell. Idaho.
Upon Roll Call it appeared the motion was unanimously carried.
The Mayor announced the appointment of Mrs. Eloise Young to be machine operator for the Water De-
partment at a salary of 1200.00 per month,
Moved by Burrell, seconded by Blomq[v_st this appointment be confirmed.
Upon Roll Call it appeared the motion was unanimously carried.
Mayor Smith reported the State Engineer had discussed with hir. designating Blaine Street as a
one way street.
No action was taken.
There being no further business to come before the Council it was moved by Councilman Bettis
seconded by c ouncil Burrell that Council adjourn. Motion carried.

Upon Roll Call the following Councilmon answered present: L. E. Burrell, Gas Cleveland, Emile
Shorb, L. P. Eldredge and J. M. Bettis. Absent Fran Blomquist.
The Mayor informed the Council this was the time set by notice for opening and receiving bids for
the construction of building for storing recreation equipment.
There were two bids filed ope and read as follows:
David Dorsey _ 2,679.00
Don Stewart 2,920.77
Thereupon it was moved by Burrell, seconded by Cleveland the low bid be accepted.
Upon Roll Call it appeared the motion was unanimously carried.
Thereupon Councilman Bettis introduced Bill No 5, entitled:
AN ORDINANCE AUTFCRTZING THE ISSUANCE OF $750,000.00 WATER. AND SEWER REVENGE BONDS OF THE CITY OF
CALDWELL FOR THE PAYMENT OF THE COST OF ACQUIRING THROUGH PURCHASE AND CONSTRUCTION A SEWAGE TREATMENT PLANT
AND EXTENDING THE MUNICIPAL WATER SYSTEM AND SEWA - E COLLECTION SYSTEM, PROVIDING FOR THE PAYMENT OF SUCH
BONDS AND THE SALE AND DELIVERY THEREOF, AND MAKING CERTAIN COVENANTS AND AGREEMENTS = RESPECT To THE
SECURITY AND PAYMENT FOR SUCH BONDS.
wbich was read for the first time and the Council proceeded to a consideration of Bill No. 5. It was moved
by Councilman Shorb, seconded by Eldredge that the rules requiring that the reading of a Bill on three
separate days be suspended and Bill No 5, be read the second time by title and the third time in full sectior
by section and placed on the final passage. The Mayor directed the Clerk to call the Roll on the above
j motion with the following result: Those voting in the affirmative were; Cleveland; Burrell, Shorb, Eldredge
j and Bettis. Negative: None. Absent and not voting: Blomquist. The Mayor declared the motion had passed
by the necessary three - fourths majority and directed the Clerk to read Bill No 5, the second time by title
and the third time in full section by section. The Clerk read the Bill as directed. The question being
"Shall Bill No 5 pass ?m The Mayor directed the Clerk to call the roll on the above question which resulted
as follows: Those voting in the affirmative were: Burrell, Cleveland, Shorb, Tldredge and Bettis.
Negative: None. Absent and not voting: Blo^quist.
Thereupon the Mayor deelar--d Bill No. 5, had passed and the Mayor in open session of the Council
duly signed and approved the Bill, and the Clerk duly signed and attested the same which became Ordinanc=
No. 887. The Mayor directed the Clerk to make proper entry of the same and to Ordinance No. 887,
to be published in the News - Tribune the official newspaper of the City of Caldwell-, Idaho.
The City Engineer reported to the Mayor and Co -mcil there were not enough protests filed to abandon
the proposed Local Improvement District Number 42.
Thereupon Councilman Bettis introduced Bill No 4, entitled:
AN ORDINANCE CREATING AND ESTABLISHING A LOCAL STREET IMPROVEMENT DISTRICT TO BE CALLED AND KNOWN
AS "LOCAL IMPROVEMENT DISTRICT NO. 112 FOR THE CrTY OF CALDWELL, IDAHO "; DESIGNATING THE STREETS AND AVENUES
AND POINTS BETWEEN WHICH SAID IMPROVEMENT IS TO BE MADE; AND PROVIDING FOR THE CONSTRUCTION OF CURBS, GUTTEREE
AND STREET AND ALLEY VALLEYS IN SAID DISTRICT: AND PROVIDING FOR THE SURFACING, GRADING, AND OTLTNG OF THE
STREETS AND AVENUES THEREIN; PROVIDING THAT THE COST AND EXPENSE OF THE SAID IMPROVEMMT SHALL BE TAXED AND
ASSESSED UPON ALL OF THE PROPERTY WITHIN THE SAID IMPROVEMENT DISTRICT ABUTTING, ADJOINING, CONTIGUOUS, AND

as directed. The question being "Shall Hill No 6 pass?" The Mayor directed the Clerk to call the roll on
the above question which resulted as follows: Those voting in the affirmative were: Burrell Cleveland,
Shorb, Eldredge and Bettis. Negative: None. Absent and not voting: Burrell.
Thereupon the 1ayor declared Rill No. 6, had passed and the Mayor in open session of the Council
Duly signed and approved the Bill, and the Clerk duly signed and attested the same which became Ordinance Noy
888 The Mayor directed the Clerk to make proper entry of the same and to cause Ordinance No. 888, to be
published in the News — Tribune the official newspaper of the City of Caldwell, Idaho.
There being no further business to come before the Council it was moved by Councilman Bettis,
