On Roll Call, the following Councilmen answered present: Edgar L. Oakes, C. E. Bales,.G.,W. Montgomery, G. M. Fenrich endW. R. Hollingsworth. Absent W. S. Boynton. Thereupon Ordinance presented by Bales and placed on reading for the first time and was read at length by the Clerk. W. S. Boynton entered and was marked present. Thereupon the following motion was made by Hollingsworth, seconded by Montgom that the rules be suspended and that the Ordinance be immediately passed on reading by title the second time and third time in full. L. Vassar. Due to the absence of the Mayor, Councilman Edgar L. Oakes, as President of the Council presided. The Council took up the consideration of the matter of the annual appropriation bill.
