The Council not in regular session, Jane 7th, 1929 at 8 P.M. with Mayor $aley presiding, Councilmen, Dutton, K'imbrough, Mumford, McCounei. and Wheeler, present, and Conley, absent. A petition, signed by Dr. B.E.Dutton,Oleve 4 rooise,F.E. Boll man, and Goo. Franklin, asking the Mayor and Council to form an. improvement district on No. Kimball, was Presented to the Mayor and Council. The mayor appointed Dutton and McCOnnel as a comm. ittee of two on iaeestigation of the same. DILL NO. 16, BY DUTTON, " ENTITLED AN ORDIMOE DECLARING THE INTENTION OF THE COUNCIL OF THE CITY OF CALDWELL,IDAHO, TO CREATE AND ESTABLISH LOCAL STREET IMPROVEMENT DISTRICT. N0. 6 OF THE CITY OF CALDWELL, IDAHO FOR THE PURPOSE OF PAVING CERTAIN STREETS AND ALLEYS THEREIN, STATING THE STREETS AND ALLEYS UPON WHICH SAID IMPROVEMENT IS TO BE MADE. THE GENERAL,CHARACTER OF SAID IMPROVEMENTS, THE ESTIMATED COST OF THE SAME, AND THAT SUCH COST IS TO BE ASSESSED AGAINST THE PROPERTY ABUTTING, FRONTING, CONTIGUOUS OR; TRIBUTARY ( AND INCLUDED IN THE ASSESSMENT DISTRICT HEREIN. PROVIDED) ON SUCH STREETS TO BE IMPROVED. AND FIX THE TIME WITHIN WHICH PROTESTS AGAINST SAID PROPOSED IMPROVEMENie MAY BE FILED IN THE OFFICE OF THE CITY CLERK,DEOLARING THE INTENTION OF THE MAYOR AND COUNCIL TO PROVIDE FOR THE COSTS AND EXPENSE OF SUCH IMPROVEEUMS BY ISSUING BONDS OF THE SAID DISTRICT, REPEALING ALL CRDINNNCES, RESOL- UTIONS AND ORDERS, OR PARTS THEREOF IN CONFLICT HEREWITH, AHD DECLARING AN EMERGENCY ", was read for the first ti:.;e. A motion was made by Kimbrough, seconded by Mumford, that'the rules, requiring the reading of a bill on three separate dare. be suspended, and the bill read the second time by title, and the third time in full, and P18094 on its'fiasl passage. The Mayor caused the Clerk to call the roll an the motion with the following result: AYES: DUT^ON, 11MBROUGH, MUMFORD, MCCONNEL, AND WHEELER. NAPES: NONE. ABSENT: OONLEY. The Mayor decaared the motion had passed by the necessary 3/4 majority, and canoed -the Clerk to read the bill the second time by title and the third time in full, section by section, and on the question as put by the Mayor, shall Bill No. 16 pass? the roll wag called, resulting as follovM: AYES: DUTTON, YIMBROUGH, MUM FORD, MCCONNEL, AND WHEELER. NAPES: NONE, ABSENT: CONLEY.. So the Mayor declared Bill No. lG had appeed passed and now beaame Ordiasnoe No. 428. Bill No. 15 was read for the third time, and on the question, as put by the Mayor, shall Bill No.16, the Clerk was caused to call the roll with the following result: AYES: DUTTON, KIMBROUGH, MUMFORD, MOCONNEL, AND WHEELER. N AYES : NONE. ABSENT: CONLEI". The Mayor deo93sed that Bill No. 15 had passed and now became ordinance No. 481. It was `voted on motion of Kimbrough, seconded by Wheeler. that the Oaldwell Produce Co. be; awarded the contract for 40 tons of Coal for the. City Hall :cad £6 toai of Coal for the Library, all to be stored in the bins at 09.38 Penton. The ma *or appointed Amos J. Miller, shm, of the Committee for "AMERICAN INDEPENDENCE WEEK, from June 28th to July 6th, both dates inclusive, as outlined by the joint Congressional Commission.
