A motion was made by Harrington, seconded by Lilly, that the appointryents
as a whole be confirmed, The roll being called on the motion the vote resultedt
Ayes - Ackley, Dement, Forbes, Harrington, Hayman and Lilly -6
Nayes and Absent -None.
The Mayor declared the appointment of John A. Baker. as Chief of Police,
Dan Shuee as Night Policeman, Harry Smith as Water Commissioner, D. D. Campbell as
Street Commissioner, T. A. Walters as City Attorney and ,john Rose as Sexton, confirmed.
The bond of Ethelwyn Fortner in the sum of $lo,000.00 as City Treasurer in
the National Surety Company was, on motion of Ackley approved and accepted.
The Clerk announced that Ethelwyn Partner had also filed her official oath
of office, as City Treasurer.
The quarterly report of the City Treasurer fur the quarter ending April lat.,
1915, was read. It was voted on motion of Ackley that the report be approved.
The matter of bonds fur the City depositories was taken up and discussed,
members of the Council expressing themselves as being in favor of surety bonds. No
action was taken and upon motion of Forbes the matter was laid over until the next
regular meeting.
It was voted upon motion of Harrington that the hour of meeting be changed
to eight o'clock P. M.
It was voted upon motion of Forbes that Hayman act as 'President of the
Council for the present term.
it was voted upon motion of Forbes that Council adjorn until Monday evening,
June 7th., 1915, at 8 o'clock F. M.

Street Commissioner Campbell reported that the cement sidewalk on Dearborn
Street near 11th Avenue was in very bad shape and needed repairing. He stated that Mr.
H. M. Steetle, owner of the property, claimed that the walk should be replaced at the
expense of the City, since it had been constructed under City supervisiun and did not
measure up to the requirements.
The matter of whether the City or the property owner should pay the expense
of replacing a concrete sidewalk was taken up and referred to the City Attorney for
advise.
Ackley reported that the board walk un Cleveland between Third and Fourth
streets was in very bad shape and he suggested that a cement walk be urdered in.
The reports of the following officers fur the period euvering iron; May 3rd
to 31st inclusive were read; City Engineer. City Librarian, Supt of Streets, City Clerk,
City Treasurer, Police Judge, Sexton and Supt of Water Works. It was voted upon motion
of Ackley that the repurts be approved and ordered placed on Pile.

A committee composed of Masers Gibbons, Doan, Lyon, Lewis and J. S.
Harringtun waited upon the Council and stated that through the efforts of Secy Gibbons
of the Commercial Club and Mayor Boyes, arrangements had been made with the cummun
Council of the City of Philadelphia for the liberty Bell, now enroute to San Francisco,
to stop in this City for a period of 20 minutes on July 12th. They asked that the
Council donate the sum of $375.00 toward paying the expenses of the occasion. They also
stated that it was planed to make a holiday of the occasion and that many visitors
were expected in town on that date.
The matter was discussed by the council and a motion was made by Forbes,
seconded Lilly, that the City donate the sum of $200.00 for the purpose of helping to
defray the expenses incident to the reception of the Liberty Bell.
The motion was amended by Hayman, seconded by Harrington, that the Mayor
appoint a committee with himself as chairman to arrange for and have charge of the
Liberty Bell. The committee to be limited to a maximum expenditure of $150.00. The
roll being called on the amendment the vote resulted:
Ayes - Ackley, Harrington, Hayman -3
Nayes- Dement, Forbes, Lilly -3
Absent -None.
The vote resulting in a tie, the Mayor cast a deciding vote against the
amendment and the same was declared lost.

Absent -None. So the motion prevailed.
A motion was made by Forbes, seconded Lilly, that the City Clerk be, and
hereby is, instructed to draw a warrant favor J. M. Lewis, President Commercial Club,
in the sum, of $200.00, to help defray the expenses of the reception of the Liberty
Bell.
The Mayor requested that the drawing of the warrant be delayed for one week
so as to allow the City Attorney time to render an opinion as to the legality of the
matter.
A motion was made by Hayman, seconded Harrington, that the motion of Forbes
to draw the warrant in the sum of $200.00, be tabled until the next meeting. The roll
being called on the mutiun to table the vote resulted:
Ayes- Ackley, Dement, Harrington, Hayman -4
Nayes- Forbes, Lilly -2
Absent -Rune. So the motion prevailed.
A communication under date of June 5th., 1915, was read from Sarah J. Handy,
Secretary of the Library Board, annuuncing a vacancy un the Board, caused by the
resignation of Mrs. C. A. Philpott.

The Mayor announced the appointment of Herbert H. Hayman on the Library
Board to fill out the unexpired term of Mrs. Philpott.
A conm.unication was read from the Wyoming Coal Company. Ogden, Utah, under
date of May 29th., 1915, stating that they had received ward from their Caldwell Agency
to the effect that the City had ordered their sheds removed from the alley on the 0. S.
L. right of way. They asked to know the reusun for the order.
Forbes stated that he had ordered the sheds removed to the property line as
they extended into the alley for a distance of about three feet.
It was voted upon mutiun of Hayman that the City Clerk be instructed to
notify the Company of the trouble.
City Engineer Mc Gee reported that the 0. S. L. R. R. CO. had covered the
manhules of the sewer with their track in the alley between the main line and Albany
street and Third avenue and Tenth avenue.
Mr. Harry Finley of Nampa appeared, asking the City for a franchise to erect
steel bill boards, in the City limits, to be used fur advertisement purposes, The Mayor
referred the matter to the City Attorney for report at the next meeting.
The following surety bonds were presentede Bond of H. L. Smith in the
sum of $1,000.00, as Superintendent of Water Works; bond of John Rues in the sum of
$250.00, as Sexton and the bund of J. A. Baker in the sum of $1,000.00, as Chief of
Police; all in the United States Fidelity and Guaranty Company. It was voted upon
motion of Forbes, seconded Lilly, that the bonds be appruved and accepted,
It was voted upon motion of Harrington that Frank L. Rages be required to
furnish a surety bond in the sum of $1,000.00, as Clerk in the Water department.
Harrington introduced the following resolutiono

Whereas investment of the Sinking Funds of the City of Caldwell is
autL.rized by law, and
Whereas the said sinking funds have been invested from time to time
in City warrants, with the sanction of the City Ouuncil;
NOW THEREFORE, Be it resolved that the Committ on Finance is hereby
qutborized and empowered to direct such other investments, in valid warrants
of the City of Caldwell, at such times as shall be by said Committee
deemed advisable.
It was voted upon motion of Ackley that the resolution be adopted.

The following sealed bids for the City printing fur a term of two years
from May 3rd., 1915, were received and opened

per line. Other notices, etc., regular regal rate of $1.00 an inch first insertion,
and 50¢ an inch each subsequent.

It was voted upon motion of Harrington, seconded Lilly, that the bid of
the Caldwell Tribune be accepted and that the city printing ^ them as per their bid
for a term of two years beginning May 3rd., 1915.
It was voted upon motion of Lilly that the Police Judge be instructed to
open an employment bureau in accordance with the provisions of Chapter 169 of the
1915 Session Laws.
In accordance with Section 3 of Ordinance No. 165, the City Clerk proceeded
to read his annual report for the period covering from May 5th., 1914, and ending
May 3rd., 1915, inclusive.

Forbes stated that he was of the opinion that the recommendations of the
City Engineer, in his report submitted for the month of May, 1915, in reference to
the concrate work, should be adopted. He suggested tl,at the City purchase a half
block of ground on the creek near Main and 12th streets, to be used for a sand pit,
and also that they purchase the two lots on 12th and Arthur with the .building thereon,
now being used by Calkinp and Lesley, to be used for a City barn and for the purpose
of storing supplies of the Street and Water departments. He stated that the sand pit
could be secured for $180.00 and the lots for $400.00.
Mr. Piehard Beaty, being present, called attention to the sidewalks in the
business portion and in the center of the City that needed repairing. He submitted a
proposition to do the work on a time and material basis.
Mr. F. L. Keller, being present, called attention to the sidewalks near
Third and Cleveland which , he stated, are badly in need of repair. He also stated
that a fire hydrant was needed at this cornur. The matter of the hydrant was
referred to the water committee for report.
It was voted upon motion of Forbes, seconded Hayman, that the City
Engineer be required to furnish a surety bond in the sum of $2,500.00.
It was voted upon motion of Ackley that Council ad,5orn until Wednesday
evening June 9th., 1915, at 8 o'clock.
