JUNE 6th, 1955
8:00 P. M.
The Regular Monthly Meeting of the City Council met in the Council Room in the Ciy Hall, with
the Mayor, Jason C. Smith presiding.
Upon Roll Call the following Councilmen answered presents L, E, Burrell, Adoip$ Eggers, Emile
Shorb and J. M. Bettis. Absent: Fran Blomgidst and L. P. Eldredge.
Application for Beer License was read from Francis D. Kiser and Jim R. Taylor.
This application was referred to the Chief of Police and report to be made at the next Council
Meeting.
Street.
Leo Patrick was present and requested information regardingthe super -dust oil coat for Pine
Councilman Bettis stated oiling program would start as soon as the weather would permit.
Moved'by Bettis, seconded by Burrell the City Treasurer be authorised to open a special bank
account for the Pine street Project, funds to be transferred to the City when project is completed.
Upon Roll Call it appeared the motion was unanimously carried.
The Bills for May were read aid on motion by Eggers, seconded by Burrell that these bills be
allowed and warrants drawn for the various amounts all of which had been approved by the Finance Committee.

Due to the fact that I have received an offer of employment
with the State of Idaho it is necessary to terminate my employment with
the City of Caldwell effective Mir 31, 1955.
It has been a pleasure to work for the City of Caldwell and
were this not a superior job monetarily, I would probably continue
employment with the Caldwell Police Department,

Moved by Eggers, seconded by Burrell that these resignations be accepted.
Upon Roll Call it appeared the motion was unanimously carried.
Thereupon the Mayor announced the following appointments: Lee Bartholomew to replace Ellis E.
McGee, Murrell Blackmon to replace Robert Mackland and Shirley Crockett as policewoman.
Moved by Burrell, seconded by Eggers that these appointments be confirmed.
Upon Roll Call it appeared the motion was unanimously carried.
Mrs. R. Farrish and Kenneth Atwell were present and discussed enlargement of the Golf Club House.
Mr. Atwell stated the proposed improvements would cost approximately $ 6500.00, the Golf Associate
would pledge $2000.00 and requested the City to take care of the balance of $4500.00.
Moved by Burrell, seconded by Shorb after the 1954 -1955 audit is completed and there are funds
available for this improvement they will be included in the 1955 -1956 budget; funds pledged by the Golf

Association to be turned over to the City for disbursement.
Upon Roll call it appeared the motion was unanimously carried.
Mrs. Farish informed the Mayor and Council the Ladies Golf Association was coonsoring a summer
golf program for young girls.
A request was presented to open the alley between Locust and Poplar; and Montana and Colorado.
This was referred to the City Engineer.
The Mayor informed the Council Safeway Stores requested the closing of the alley in Block 116,
Strahorn Addition.
This was referred to the City Enginesr.
The Mayor and Councilman Bettis reported back to the Council they had contacted Mrs. Ginnie Dunn
garding the opening of Joliet Street and she appeared willing to give an easement.
The Mayor instructed the City Attorney to prepare the necessary papers.
Councilman Bettis recommended that North Tenth from Chicago Street through the clover loaf be
given a super -dust oil coat. This was unanimously approved by the Mayor and C ouncil.
The curb cut at Logan and Kimball was again brought up. The City engineer was instructed to
to
notify the property owner this cut would have /comply with City Ordinance,
Councilman Burrell stated the ;round spraying of elms had started.
The Eighth Annual Conventions of the Idaho Municipal League will be held in McCall, Idaho , June
9 10 and 11, 1955 with Mayor Jason C, Smith as President and Caldwell as host city.
The Mayor stated the convention would be instructive to city officials giving them a chine to
hear sneakers and discussions on subiects pertaining to municipalities.
Moved by Burrell, seconded by Bettis t'' ^at registrations fees, hotel and mileage be paid by the
city for officials attending the convention.
Unon Roll Call it appeared the motion was unanimously carried.
The City Attorney was authorized to subscribe to the Model Ordinance Service.
Discussion was held on municipal plats and the advisahil ty of anA ordinance governing plats.
This was referred to the City Attorney.
Irrigation water allowed to run into city streets was discussed and the Chief of Police was
instructed to place a notice in the Fews- Tribune warring property owners.
Operator of a Root Baer Drive Inn requested permission to solicit residents for root beer deliver,
The City Attorney advised the operator would have to take out a solicitor's license
There being no further business to come before the Council, it was moved by Councilman Burrell,
seconded by Councilman Bettis, that Council adjourn. Motion carried..r�
