COUNCIL CHAMBER; JUNE 6, 1927. Council met in regular session with Mayor tunlap presiding, and thefollowing councilmen present; Davis, Dutton, Hoffman, Jackson,,MoOonnel and Mumford. Absent none Minutes of the previous sessions read and approved. Mrs. A. E. Laughlin and Mrs. J. H. Gipson appeared before the Council as a oommitte from the Forward Olub and asked the City to construct a drainage from the Swimmi Pool and the use of the drag line to excavdte for same, and to furnish eand and grave for the cement work. It was vbted no motion of Mogonnel, second by Jackson that the City furnish the sand and gravel for the Swimming Pool to be deliverd at cost. It was voted on motion of Jackson, seconded by UcOonnel that the matter of drainage be referred to the Park Qommittee to investigate, also to estimate the cost of e The City to furnins the drag line and a man to operate same to do said exoavatibn. A petition was presented by Major Hudgens, signed by property owners in Mountal. View Subdivision, asking that the assessment of water for irrigation purposes be reduced to aorege_ basis, as the present rate charged made it unprofitabe and prohibitave for farming purposes. it was voted on motion of MaConnel, seconder} by Hoffman, that the petition be accepted and the matter investigated. 1. A. Mason reported that several families in the ''sty were getting water from one motor tap. The matter was referred to the Plater Committee. Noe D� Helm asked the CCounoil to make a price and sell about 65 ft. of used steel water pipe which the City had on hand. it was voted on motion of Jackson, seconder by Hoffman, that the City sell Mr. Helm the amount of pipe asked for, and that it be referred to the City Engineer. It was voted on motion of Idumford, seconded by Davis, that J. Weil & Co. be granted a Pool Hall license. A fee of $25.00 accompanying the application. The Mayor ordered the Clerk to call the roll on the motion as stated with the following results: AYES: DAVIS, HIFFMAN, JACKSON, MCCONVEL AND LMWORD. HAYES. DUTTON. The Mayor declared that the motion was carried, and that J. Weil & Co. be grants a Pool Hall License. Supt. of Water Worke at a salary of 4100.00 per_month. It was voted on motion of Liumford, seconded by Hoffman, that the appointment o£ Swain Beaty by the Mayor be approved. A communication form the Idaho Surveying & Rating Bureau•, Boise, Idaho, outlin- ing certain deficiencies in the city's fire defence system, and making certain recom- mendations thereto. The matter was referred to the Vire Committee, and the Clerk was instructed to acknowledge recdipt and place same on file. The Treasurer's report for the month of Kay 1927 was read and orders filed. It was voted on motion of Jackson, seconded by Hoffman, that the estimate of the annual expenses as made by the Finance Committee to be raised by the tax levy of 1927 be placed at 28 mills, and the report of the committee be accepted. A motion was made by Rumford, seconded by Davis that the rules be suspended requiring the bill to be read on three separate days, and the bill read the second time by title and the third time in full and placed in it final passage. Brown appeared before the Council and asked that some provision be made whereby that he could get water for irrigation on his property situated in block 20, Wash. Heights Addition, and the matter was refered to the Irrigation Chairman and City Engineer. LAWS FOR 1927, SHALL BE PASSED BY THE MAYOR AND CITY COUNCIL; A DOPY OF WHIC SAID ESTIMATE•OF THE PROPOSED APPROPRIATION BILL IS FULLY SET FOURTH AT LENGTH UPON THE MINUTES OF THE REGULAR OF THE MAYOR AND CITY COUNCIL HELD ON JUNE6, 1927; THE SAID LEVY FOR GENERAL PURPOSES BEING IN EXCESS OF TEN MILLS. WHAREAS; At a regular meeting of the City Council of the Oity of Caldwell, held on the 6th day of June, 1927, an estimate of the probable amount ofmoney necessary for all purposes to be raised In the City of Caldwell, Idaho, during the fiscal year beginning May 2nd, 1927; and ending the first Tuesday in May, 1928, including principal and interest due in the bonded debt and sinking fund, itimized and clasdifying the,diferent objects and branches of expenditure as near as may be, with a statement of the entire revenue of the city or village for the previous year, was submitted to said Mayor and City Council by the Finance Committee, and which said estimate was entered at length upon its minutes; WHEREAS, Motion was duly made, seconded andcarried that proper resolution be dra fixmng the time for public Deeting for hearing protests against said proposed appropriatio due bill and giving notice thereof; NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AID COUNCIL OF THE CITY OF CALDWELL, IDAHO: Sectionl. That the Mayor and City Council of the City of Caldwell have deter- mined that it will require a tax levy for general revenue purposes in excess of ten mills to raise sufficient money for general purposes, as provided by law and as is more fully shown by the estimate of expenditures of the City of Caldwell for thefiscal year beginning the first Tuesday in May, 1927, and ending the first Tuesday in May, 1928.
