JiTNE 5th, 1961
8:00 P. M.
The Regular Monthly Meeting of the City Council met in the Council Rooms of the City Hall, with
the Mayor Ed Simrrerman presiding.
Upon Roll Call the following Councilmen answered present: E. L. Vassar, N. E. "Coley" Smith,
Malt Luby, Emile Shorb, L. P. Eldredge and Alvin K. Bates,
Plat Garden View Addition
Plat of Garden View Addition was presented for Council approval.
Moved by Councilman Smith, seconded by Councilman Eldredge this plat be accepted upon approval
of the °ity rneineer.
Upon Roll Call it appeared the motion was unanimously carried.
Purchase of Building for Police Station.
City Attorney, Dean Miller approved the ourchase of a building located at 605 Main Street to be
used as a P office Station.
Moved by Councilman Vassar, seco ded by Councilman Shorb this building be purchased and payment
made through the General Fund, also City Attorney be instructed to prepare the necessary papers.
Upon Roll Call it aopeared the motion was unanimously carried.
Reports were read from the Fire Department and the City - County Sanitarian and ordered filed.

Members of the City Council
Caldwell, Idaho
The League of Women Voters certainly concur with your plans to move the city Jail.
We sincerely hope that the negotiations for the mew site are successful.
The coming year our local study item will be the study of the City Code. It
is our hope that at the end of the year we will have learned much about about the
ordinances of the City of Caldwell. We have often asked for help in explaining different
phases of City Government anduu sincerely appreciate the cooperation given to the
league by the Mayorktnd Council.
I trust it will no longer be necessary to repeat the time -worn phrase "The city Jail is
inadequate, unsafe and unsanitary ", as our pet study indicated.

The Bills for May were read and on motion by Councilman Smith, seconded by Councilman Shorb,
these Bills be allowed and warrants ordered drawn for the various amounts all of which have been approved
by the Finance Committee. Motion carried.

Report from City Engineer
Lots which can be built upon in Third 'arkside Addition
Block # 6 - - Lots 1,2,3, & 4 can be buiilt upon and have no restrictions except height.
Lots 5 & 6 can be built upon but must have a permit as required by ordinance and are subject to
height restrictions.- Lots 7,8, 9, & 10 can be built upon and have no restrietionsexcept height..
Block # 7- -Lots 1,2, 3, & 4 cannot be built mpon. Lots 5,6,7,8,9, & 10 can be built upon but require
a permit and also are subject to height restrictions. Lots 11 & 12 can be built. upon but there is
f - " no restriction except 4eieht. Lots 13,14,15, 16, 17, & 18 can be built upon and require a permit
and are subject to height restrictions. Lots 19 & 20 can be built upon and there is no restrictions
except height.
Upon Roll Call it appeared the motion was unanimously carried.
City Engineer reported work wo - ald start immediately removing rails from the center of Main and
Arthur Streets.
Agreements City of C and Caldwell Golf Association
.- Mayor Simnerman presented two agreements between the City of Caldwell and the Caldwell Golf
Association'for Council approval.
Moved by Councilman Bates, seconded by Councilman Luby Agreement No. One(eighteen hole golf
course) be accepted.
Upon Roll Call it appeared the motion was unanimously carried.
Moved by Councilman Smith, seconded by Councilman Vassar Agreement No. Two ( nine hole course)
be accepted.

Cemetery Funds
Mayor Simmerman discussed investing $50,000 of Cemetery Funds.
j Moved by Councilman Eldredge, seconded by Councilman Shorb, Mavor Simmer -an, City Treasurer and
Councilman Smith be authorized to invest these funds to the best advantage of the City.

Delinquent Sewage charges
Office Manager reported a number of delinquent sawage charges against properties not billed for
City Attorney informed the Council a claim should be filed against 'the property owners.
ftoy Roark City Attorney was instructed by the Council to prepare the necessary papers.
City Engineer reported Roy Roark requested the Govneil to designate area upon which he could build.
Thim was referred back to the Engineer.
There being no furthFr business to come before the Council it was moved by Councilman Smith, seconder
by Councilman Shorb that Council recess to meet June 19th, 1961. Motion carried.
