JUNE 2nd, 1947,
8:00 P. M.
The Regular monthly Meeting of the City Council met in the Council Rooms of the City Hall, with
the Mayor, R. H. McNeill, pruaiding,
On Roll Call the following Councilmen answered presents Wm Glaisyer, John H. Myers, Leo J. Mason,
L. E.Burrell, Bryan Harding and Dale Fenrich.
Mr. Lew Rycraft representing the Caldwell Bus Co., presented a map to the Mayor and Council out -
ling a proposed change in bus routes.
Moved by Burrell, seconded by Myers that the proposed change in bus routes be approved.
Upon Roll Call the following Councilmen voted in favor of the motion, to -wit: Mason, Glaisyer,
Myers, Fenrich, Harding and Burrell. Voting against the motion: None. Absent and not votingt none j
Thereupon the Mayor declared the motion carried..
An application for Card Room License was readfrom Wilson Beer & Lunch, the fee accompanying the
application.
Moved by Burrell, seconded by Mason that this License be granted. Motion carried.
Applications for Your Slot Machine Licenses were read irom the Elk's Club, the fee accompanying
each application.
Moved by Mason, seconded by Burrell that these Licenses be granted. Motion carried.
Resignation of Dr. W. B. Handford, an Health Officer was read.
Moved by Mason, seconded by Burrell that the resignation of Dr. PI. B. Handford be accepted.
Motion carried.
The Mayor announced the appointment of Dr. S.t. Simpson to be Health Officer,
Upon Roll Call the following `'ouncilmen voted in favor of the motion, to- wit: Mason, Glaisyer,
Myers, Fenrich, Harding and Burrell. Voting against the motions None, Absent and not voting: None.
Thereupon the Mayor declared the motion carried.
A petition signed by residents near the 04MP Site was presented petitioning removal of tenants
from the Camp Site.
Moved by Mason, seconded by Burrell that the City Attorney be authorized to start mYietion pro.

Whereupon Councilman Mason introduced Bill No 1, entitleds

627, ORDINANCE NO. 646, AND BY ORDINANCE NO, 694 OF THE CITY OF CALD "MLL, IDAHO, RESTABLISHINIG THE COM-
PENSATION FOR THE SERVICES OF THE POLICE JUDGE IN ORDER To CONFORM WITH SECTION 49 -319 OF THE IDAHO CODE
ANNOTI6TED, 1932 OIFICIAL EDITION) andPROVIDING AN EFFECTIVE DATE FOR THIS ORDINANCE TO TRIO; EFFECT*
which was read for the first time and the Council proceeded to a consideration of Bill No 1. It was moved
by Councilman Mason, seconded by Councilman Burrell that the rules requiriing that the reading of a Bill on
three separate days be suspended and Bill No 1, be read the second time by title and the third time in full i
section by section and placed on the final passage. The Mayor directed the Clerk to call the roll on the
above motion with the following result: Those voting in the affirmative worst Mason, Glaisyer, Myers,
Burrell, Fenrich and #arding. Negative: None. Absent and not votingt None. The Mayordsclared the motion
had passed by the necessary-three- fourths majority and directed the Clerk to read Bill No 1, the second time
by title and the third time in fullseetion by section. The Clerk read the Bill as directed. The question
being "Shall Bill No 1 pane ?tw The mayor directed the Clerk to call the roll on the above question vrhich
resulted as follows: Those voting in the affirmative worst Mason, Claisyer, Myers, Burrell, Fenrich and

Thereupon the Mayor declared Vial No 1, had passed and the Mayor in open session of the Council �1
duly signed and approved the Rill, and the Clark duly signed and attested the same which became Ordinance

published in the Caldwell News- Tribune the official newspaper of the City of Caldwell, Idaho,

Thereupon the Mayor declared Bill No 2, had passed and the Mayor in open session of the Council
duly signed andepproved the Bill, and the Clerk duly signed and attested the cane which became Ordinance
No 704. The Mayor directed the Clerk to make proper entry of the same and to cause Ordinance No 704, to be
published in the Caldwell News - Tribune the official newspaper of the City of Cddwell, Idaho
L Contract between the City of Caldwell and John L. Hoffman and his associates for engineering
service at the Airport was presented for the consideration of the Mayor aid Council.
Moved by Mason, seconded by Harding that the City of Caldwell enter into a contract with John L.
Hoffman and that this contract be spread on the Minutes.

Upon Roll Call the following Councilman voted in fator of the motion, to�wits Mason, Olaisyer,
Myers, Eenrich, Harding aid Burrell. Voting against the motions None. Absent and not votings None.
Thereupon the Mayor declared the motion carried.
CONTRACT FOR ENGINEERING SERVX ES
THIS AGRREMENT, made and entered into the 2nd day of Juna, 1947 by and between the City of Cald- II
well, Idaho, a municipal corporation, hereinafter called the City, and John L. Hoffman, and his aeeocfatee,
j with hie, principal place of business at Boise, Idaho, hereinafter called the Engineer, NITNESSETH:
That for and in consideration of the sum of One Dollar (S1#00) add other valuable considerations
paid by the City to the Engineer, and the mutual covenants and agreements by each of the parties hereto to
be observed and performed, it is mutually understood and agreed as follows:
1. That the City hereby employe the Engineer to plan and design a Class 1 airport as proposed i
j on the Request for Federal Aid to Civil Aeronautice Administration
2. (a) That the Engineer shall prepare, (1) The Property Map, Clearance Map, ad Exhibit eAe;
(2) Master Plan of the Airports (3) Master Plan of Building Areal (4) Project Application, all construction
j drawings., specifications; bid forms, and estimates; (5) A s-constructed drawings; (6) Periodic and final
estimates.
(b) That the Engineer shall qerform shall-- perfaM (1) All Boil tests reyuiredly C.A.A.)
(2) Staking of project for construction; (3) Inspection of construction work.
3. The Engineer shall provide the City with ten (10) copies of completed plane, specification,
bid forms, and shall furnish five (5) copies for the Civil Aeronautics Administration.
4. That when bide are awarded for the construction of said Airport, or any portion thereof,
the Engineer agrees tobs presentat the time such bids are opened, and tabulate the ease, and assist the
officials of said City in c m sidering the bide and awarding the cm tract, and in general to act in an en-
gineering advisory capacity for said City. f.
5. That the Engineer shall complege all plans, specifications, cost estimates and bid forme
eovering.the project, herein described on or before the expiration of forty five (45) days from the date
that the. Engineer receives notice to proceed and this contract has been signed by both parties. Immediately l!
upon completion of said documents the same shall be submitted to the City for its com fiewa tion and ap-
+ proval; that if the City objects in ary respect to said documents as submitted, the City shall notify the
Engineer in writing of its objections promptly after its receipt of said documental that in the event of
the failure of the City to promptly notify the Enginner aeaforesaid, said document so submitted shall be
deemed as confirmed and recepted by the City; that in no went shall the City take longer that twenty 120) days

6. That as fall and complete compensation to the Engineer for all services he renders as herein
agreed the City shall pay to the Engineer for the following:

(a) 3-man survey party with ecp ipment to perform all field
work required in connection with 2(a), (1) (2) (3) (4) (5) $6.00 par hour
(6), 2 (b) (1) (2),including travel and incidental expense on the job
(b) Laboratory
testing of soil samples (iS required)
$30.00 each
(c) Preparation
of all plans and specifications as outlined Fee of 6J$ of

7. That such compensation shall
be payable as follows,
(a) $175.00 at time of notification to Engineer to commence work under this contract]

time of completion of Project
Application and forwarding to C.A.A.1
(e) Items 6 (a) and (d)
every month until project is completed
and inspection and survey crew
are not longer required on the job during construction period.
(d) Payment will be made
only for those items in paragraph (b)
as are performed by the
Engineer.

The Mayor informed the Council that one of the purposes of the meeting was to be the reception of
