The Regular Monthly Meeting of the City Council met in the L'ouncil Room of the
City ?fall, with the Mayor, H. E. Me "luskey presiding,
On 'loll Call the following "onncilmen answered present: Thurlow Bryant, Fred
B, Newman, Floyd Blunt, E.E.F ^rasher, Wilbur Dakan and C. 0, McDannel.
The Minutes of May 5th., 12th., and 19th., were read and approved as read,
The Mayor stated that each month any surplus funds remaining in the Water and
Sprinkling Fund shall b e transferred to'the General Fund,
Councilman Bryant requested the City Treasurer to make a monthly cash report
to the c ouncil.
The City Clerk read a petition, si _med by property owners, requesting that
underground irrigation be installed on Block 36, T.9ashington Heights Addition.
This matter was referred to the Irrigation Committee.
Mr. Hugh Ackley was present and requested that the disturbance caused by oc-
cupants of parked cars on 1.0,0. F,dance nights be stopped; .
The Mayor requested the City Attorney to take this matter up with the I.O.O.F.
Dance Committee.
Mr. A. L. Gray was present and requested that Arthur ° treet between 11th and

21st., be oiled.
The Mayor informed Mr. Gray that he would have to present a petition signed
by property owners in that district.
Mr. Morey Russell appeared and recuested the Cit? to sponsor the Play Ground
Project, expecially, the North Side Play !:round.
The Mayor informed Mr. Russell that this project would be taken under consid-
eration.

Mr. E.C. Hickok, Caretaker of the Lump Grounds,was present and informed
the Mayor and 0 ouncil that the work at the Dump Grounds was increasing and asked for a
raise in salary.
The Mayor appointed Councilman McDannel to check on this matter.
Councilman Bryant,informed the �Iounoil that Mrs. C. E. Locke and Andrew Sand-
erson had requested underground irrigation on their lots.
This matter was referred to the Irrigation Committee.
Thereupon the following Resolution was presented to the Mayor and Council by
Councilmen Me Dannel, who moved the adoption thereof, which motion was duly seconded by
Councilman Newman.
RFSOUTTION
By McD ;nnel.
FIXING INT?REST RATES ON WARRANTS.
WRA'REAS, Chapter 99 of the 1935 Session Laws of the � of Idaho, authorizes
supervising boards of municipal corporations to fix, by Resolution duly passed and approved
ttLe rate of interest not exceeding six per cent, that warrants issued by authority of such
boards are tobear and draw; and
'6tFHEREAS, Said Chapter also provides that the treasurers of such municipalities
must endorse on warrants not paid upon presentation the following matter, to wit: "Not
paid for want of funds ", and must annex to said warrants the date of presentation and
specify thereon the rate of interest that such warrants shall draw after presentation,
which rate is to be fixed ins aid Resolution; and further provides that the name of the

treasurer must be signed to said endorsement; and further provides that thereafter said -
warrants so endorsed shall draw interest at the rates specified in such Resolution;
NOW, THEREFORE, BE IT RESOLSED By the Mayor'and Council of the City of Caldwell,
as follows, to -wit:
1. That all warrants hereafter issued by the 1, ity of Caldwell and which are not paid;upon
presentation for lack of funds, draw andbear interest at the irate of four per cent. (0)
per Annum from the date of their presentation for paymeddt until the date which may be fix-
ad for the payment of said warrants.
2. That the Treasurer of said'City be, and he hereby is directed to endorse on all warrant
presented for payment, and which are not paid for lack of funds, the following matter, to
wit;
Not paid for went of funds; the date of presentation for payment; the rate of interest
that such warrant shall draw after presentation, said rate to be the rate of interest in
this Resolution specified.

Moved by Bryant, Seconded by Newman that the First "ational Bank'of Caldwell
and the Idaho First Nstionsl'Bank, be and they are hereby designated ad the Banks of De-
pository wherein the funds of the City of Caldwell shall be deposited. Motion carried.
Moved by Newman, seconded by Fresher that the Caldwell News - Tribune be designated
as the official newspaper of the City of Caldwell for tfia following two years. Motion
carried.
Mr. H. L. hogers appeared before the "ouncil and stated that he bad a contract
with the City of Caldwell for curb and gutter and oiling on Lots 13- 14- 15 -16; Blk, 7,
Origimal and that he wished to have Lot 13 released from this contract.
Moved by hryant seconded by Blunt that Mr. Rogers pay one - fourth of the balance
due on the contract and lot 13 would be released. Motion carried.
The Bills for May were read and on motion by Bryant, seconded bj Blunt that these
Bills be allowed and Warrants be ordered drawn for the various amounts all of which had
been approved by the Chairman of the Finance Committee. Motion carried.

Pursuant to adjournment of the Regular Monthly Meeting held on May 5th., 1941,
the Council met in the Council Rooms with the Mayor H.E. McCluskey presiding.
On Roll Call the following C ouncilmen answered present: Thurlow Bryant, Wilbur
Daken, Floyd Blunt, E.E,Frasher, Fred E. Newman and C. 0. McDannel.
The Council Troceeded to consider the annual appropriation bill.
WHEkEUPON, Councilman Bryant, presented the following Resolution and moved the
gdoption thereof, which motion vies duly seconded by Councilmen Blunt:
BE IT RESOLVED, That the following is an estimate of theexpenditures of the City
of Caldwell for the fiscal year 1941 -1942, and that the following be, and is hereby, adopt-
ed, and the following is an estimate prepared by the i� and City Council of the u ity of
Caldwell, Canyon County, Idaho, for the probable amount of money necessary for all purposes
to be raised bytaxation in the City during the year beginning May, 1, 1941, including
principal and interest due on bonded 9ndebtednass and sinking funds, itemizing and class-
ifying the several branches of expenditures as nearly as may b e, to -wit:
