COUBCIL CHAMBERS

council ,met in regular session pursuant to law with Mayor MoOonnel presiding,
and councilmen Boil Dickens, Gordon, Johns, Leighty and Sandmeye,r, present. Absent
none. .
owing to the absence of the City Clerk the Mayor appointed Mr. W. C. Dyer
Acting City Clerk, and announced that the Counoil was in session for the consideration
of any business which might lawfully come before it.
ZV4Li 3. Moody appeared before the council and requested a permit to erect
a root -beer stand over Indian Creek at the corner of Blaine street slid x1mball Avenue.
Thereupon it was moved by Leighty and seconded by Johns that the Mayor appoint a
committee of three to consider the request of Mr. Bloody. motion carried. The Mayor
appointed councilman Leighty, Sandmeyer, and Dickens as such committee.
it was moved by $ollman and seconded by Diokene that The Idaho J9i:h House
be ordered to remove their dunk outside of the city limits. Motion carried.
Thereupon, motion was made by Johns, seconded by Leighty', that further
consideration of the bid of H. J. MoSeel for performing labor, furnishing materials
and constructing the works proposed to be oonstruoted in Loon Street Improvement
District Bo. 9, of the City of Caldwell, Idaho, be continued to the meeting of the
Mayor and Council to be held in the Council Chambers in the City Hall, in the City of
ealdwell, June 16, 1930 at 8:00 o'clock P.M. Those voting in the affirmative: Boilmen,
Dickens'. (cordon, Johns, Leighty and 8andmeyere Thoia voting in the negative: Bone.
Absent and not voting: None. Thereupon, the Mayor declared the motion carried.

The Council took up for consideration the matter of the annual approprie-
tion bill, and the City Attorney celled attention to the provision of Section 3940
Idaho Compiled Statutes, as amended by-Chapter 167, have of 1983. the Chapter 158 Laws
of 1927, of the State of Idaho. Thereupon it was moved by Bollman and seconded by
Leighty that the City Attorney be instructed to prepare a resolution fixing a time for
e public meeting to consider protests against proposals for levy to meet ourrent
expenses for the ensuing fiscal year. Motion carried.
Thereupon Ocuncilman Dickens presented the following resolution and moved
its adoption:

WHEREAS at a- regular meeting of the City Council of the City of Caldwell!�-
held an the End day of June, 1930, an estimate of the probable amount of money necessary

whereas, Motion was duly made, seconded and oarried that proper resolution
be drawn fixing the time for a public meeting for hearing protests against said pro-
posed appropriation bill and giving due notice thereof;
BOW THEREFORE, BE IT RESOLVED BY THE MAYOR ABM COUNCIL OF THE OXTY OF
CALDWELL, IDAHO:
Section 1. That ths,mayor and City Council of the City of Caldwell have
determined that it will. require a tax levy for general revenue purposes in excess
of ten mills to raise apfficient money for general purposes, as provided by law and
as is more fully shown by the estimate of expenditures of the City of Caldwell for the
fiscal year beginning tie first Tuesday in may, 1930, and ending the first
on may, 1931.
Section 2. That before the passage of said appropriation bill and before said
levy be made, a public }wearing be granted, and that said public hearing is hereby call-
ed and ordered to be held at the City Hall of said Oity at the hour of eight o'clock
on the-14th of July. 1930, upon said estimate and proposed appropriation bill.
Section 3. That notice of said meeting and public hearing shall be given:
by at least three publications in the Caldwell News- Tribune, the official neW0yaper of
City of Caldwell, idand, whioh not ioe shall be in sabstantdally the following forms

The City Council and Mayor having determined that it will require
a tax levy for general purposes in 8x0888 of ten mills, to'raiee sufficient
moody for general purposes as provided by law and as fully dot forth in
the estimate of expenditures of the City of Oaldwell, Idaho for the fiscal
year beginning the First Tuesday on May. 1930, and ending the first
Taedday in may, 1931.
' NOTICE I8 HEREBY GIVEN That a public meeting and hearing is hereby
granted on said proposed appropriation bill, to be held at the City Hall
in the City of Oaldwell, Idaho, at the hour of eight V olook P.E., on the
74th day of July, 1930.
For further detailed information concerning said proposed appropria-
tiozf bill, reference is hereby made to said estimate of expenditures here -
inebbve referred to and fully met forth in the minutes of the meeting of
the ?mayor and City Council on the 2nd day of June, 1930.

Tha motion for the adoption of the resolution was duly seoonded by
Johna. The question being "Shall the resolution pass?" The Mayor directed the
Olerk to °call the roll which resulted as follows: Those voting in the affirmative:
Bollman, Dickene, Gordon, Jcbns, Leighty and Sandmeyer: ,Those voting in the nega-
tive None. Absent. None. Whereupon the Mayor declared the motion carried and
Resolution No. 38, adopted, and directed the Clerk to record the same upon the
Journal of the proceedings of the Council as a part of the minutes of this meeting.
Thereupon the Mayor in open session of the Council duly approved and signed the same

AND APPROVED BY THE MAYOR ON THE 6th &AY OF NomBER, 19221
which was read for the first time and_ Council proceeded to a oonsideration of Bill
No. 14.
It was moved by Johns and seconded by Bollman that all roles requiring a Bill
to be read on three separate flays be suspended and that Bill No. 14 be read the
second time by title and the third time in full. The Mayor directed the Olerk to
Cell the roll on the question as stated, which resulted as follows; Those voting
in the affirmative: Bollman, Dickens, Gordon, Johns, Leighty and sandmeyer.

Those voting in the negative, None. Absent and not voting: None. The Mayor
declared the motion had.carried by the necessary three- Yourth6 majority and direct-

ed the Clerk to read Bill No. 14; the second time by title and'the third time in
full section. The Clerk read, the bill as direoted.. On the question
as put by the Mayor, "Shall Bill No. 14 pass?" the Mayor directed the Clerk to call
the roll with the following resulte. Those voting in the affirmative: Bollmen,
Dickens, Gordon, Johns, Leighty and Sandmeyer. Those voting in the negative: none.
Absent and not voting: None. Thereupon the Mayor declared Bill No. 14, passed, and
in open session of the Council the Mayor drily eigned and approved said bill and the
Clerk duly attested the same, which thereupon became Ordinance No. 481. The Mayor
directed the Blerk to make the proper entry of the passage of the Ordinance upon
the Journal of the proceedings of the Council as part of the minutes of this meet-
ing and further directed the Clerk to cause Ordinance No. 481 to be published in
the Obkdweli News- Tribune, the official NeWspaper of the City of Caldwell.
It was moved by Johns and seoonded by Dioksns that.the Cougoil adjourn
to reconvene at the Council Chambers in the City Hail, in the City of Caldwell,
on Monday, June 16, 1930. at 8 :00 o'clock p.m. .Thereupon the Council adjourned
pursuant to the foregoing motion.

Council met it adjourned session pursuant to adjournment of June 2,
1930, With gayor McConnal presiding, and Councilmen Bollman, Dickens, Gordon,
Johns, Leighty and Sandmeyer present. Absent, None.
owing tD the absence of the City Clerk the Mayor appointed Mr. W.O.
Dyer Acting Clerk, and annouaoed that the Council was in session for the oonsidera-
tion of any business which might'lawfally coms before it.
The Oounoil coneiddred the matter of the well now being drilled at
Memorial Park by Allen E. Hosack and discussed the present flow of water which had
been obtained* it was moved by Johns and seconded by Leighty that Allen Be
Hosack'be to case the well to a depth of approximately 800 test, or
further, if necessary to gat a good flow. Motion carried.
Thereupon, motion was made by Bollman, seoonded by Dickens that further
coasiderotion of the bid of H. J. Weal for performing labor, fu niehiig materials
and constructing the works proposed to be constructed in Local Street Imprbvement
District No, 9. of the City of Caldwell, Idaho, be continued to the meeting of
the Mayor and Counoil to be held in the Council Chambers in the City Hal].', in the
City of Caldwell, June 18, 1930 at 8 :00 o'clock P.M. Those voting in the affirma-
tive; Bollman, Dickens, Gordon, Johns, Laighty and Sandmayer. Those voting in
the negative: None. Absent and not voting: None. Thereupon,'the Mayor
