Co. , for steel tape and ax in the sum of t 5.25, was read. Voted on motion of Adams that bill be disallowed. Bill of Alfred F. Stone in the sum of $$ 37.50, and bill of H.E.Wallace in the srm of $ 50.00, was read. Voted on motion of Adams that bill be refered back to the finance committee. i v i I L The mayor announced the appoontment of Alfred F. Stone to bt City Attorney. The roll being called the vote resulted. Ayee -- Ackley, Boone, Barrington, - -3 .ays -- Adams, Parker, Steunenberg, - -3 Absent--0 The vote resulted in a tie the Mayor cast a deciding vote in favor of the appointment The following communication was read. Whereas Sarnual trasear, has usurped the powers of the office of Overseer of Streets, Now Zherefore, It is hereby declared tLut the said Hamuel Vassar is removed and ousted from said offooe and henceforth shall cease to draw any salary on the payrolt of the city as Overseer of Streets. L L A motion was made by Boone that the office of Supertendent of gtreeta be declared vacant. The roll be14g called the vote resulted. Ayes--Ackley, Boone, - 2 Nays­ Adama, Barrington, Parker, Steunenberg,- 4 Absent- 0. So the motion was lost. The Mayor appointed Dan Campbell to be Supertendent of Streete. The roll being called the vote resulted. Ayes -- Ackley, Boone, Harrington- 3 Nays -- Adams, Parker, Steunenberg- 3 Absent- 0 The vote resulted in a tie the Mayor caat a deciding vote in favor of the appointment. B.E.Wallace appearing as attorney %r Sam Vassar served notice on the Mayor and Council ,that his liant could not be -fisted in this gray, and that there was no vacancy in the officeoof Supt, of Streets. The report of the ,,exton was read and on motion of Boone accepted and ordered filed. The report of Later Supt., was read and on motion of Parker accepted , and ordered riled. The report of the §treet qupt.,was read and on motion of Adams accepted and ordered riled. Tile report of the r.ity Clerk was read and on motion of Boone accepted and ordered °iled. The report of the City Engineer was read and on motion of Adams was accepted and ordered filed. Mr, rhae Haas, representing 11. Mueller Mfg. Co.Decauter, I11, appeared and stated that he makes the city a price of v 365.00, F.O.B. Decauter, for one 12 inch strainer and one eight inch regulator. Voted on motion of Boone that the matter be refered to the tVater Works committee with power to act. The report of the City Librarian was read and on motion of Parker was accepted and ordered filed. The report of the „hlef of Police was read and on motion of Ackley was accepted and ordered filed. Voted on motion of Parker that Curtis Hayden be appointed to fill the vacancy on the library board. A petition was read from the central Lumber Co.,asking premiesion to move certain buildings in there yards so as to comply with the instructions of the of the council, to open up the alley passing through said yards. uoted on motion of Adams that the request be granted. Cancellation notice from the Title Guaranty and Surety Co., of their Bond , No. 8327 , bonding the American National dank in the sum of S 5000.00, issued to the state or Idaho, and covering deposites of the funds of the City of Caldwell, was read, noted on motion of Steunenberg that the clerk be instructed to advertise for bids for the city publications, on the baises of so much per line, eight point type. The matter of purchasing a street sprinkler for the city use was taken up by the Uayor. Voted on motion of Adams that the matter be refered to the street committee with Power to act. Bill "o. 1. By Boone, entitled, "An Ordinance providing that the standing committee of the city council known as the Finance committee , shall be known as the committee of Finance and Supplies. Defining and enumerating the duties and powers of said committee; Prescribing the manner in which supplies for the city shall be purchased; Prescribing the manner in 'Which all claims against the city shall be audited and allowed, was read for the first time. ,roted on motion Parker that the mayor appoint a committee including the pity Attorney to investigate the bill and report to the council. The Mayor appointed Parker and Boone. r`' r L Parker took up the matter of our contract with the Idaho Ry. Light 9 ' Power Co_ stating that the additional arek lights provided for in said contract had not been provided. Voted on motion of Parker that the matter to refered to the City {attorney. Voted on motion of 4arrington that the City Attorney proceed against former county assessor Crowthers and his bondsmen to collect about $ 1100.00, being back taxes due the city, by reason of the failure of the said Crowthers to turn over to the Cit -, Treasuer all the taxes collected by him. The Water Supt, appeared before the counbll and stated that the power had been off the city pumps about thirty times in the past twenty four days. The matter was refered to the water Committee with instructions to see what could be done about instolling Beaver River power, to be used in case of emergency. A letter was read from R. Farrar representing timself and others property pwners , requesting rebate on paving used by Idaho Traction Co.,on Arthur street between 6th and 7th. Voted on motion of Harrington teat- the Idaho mraction Co., had no tract on Arthur street between 6th and 7th, the letter be refered back to the sender for correction. A letter was read from R. Farrar claiming that corner of 6th ave., and Arthur street on lot 1 - flock 12 A city hydrant was taken up and repaired, and that the cement sidewalk around same was badly damaged and undermined by leakage from said hydrant, and asking that the city repair the damages. Voted on motion of Steunenberg that the matter be refered to the street committee. F.B.Hartkopf apieared asking damages for a iron malting pot, beloning to him and which was broken while in the possession of the city. Voted on motion of Ackley that Mr. Hartkopf be allowed to present a claim for the amount of the damages. the claim of Jae. F. Boone for $ 35.00, assisting city clerk, was "on motion of Parker allowed on the general fund and the —ayor was instructed to appoint a committee , to see what could be done in reference to increasing the salary of the aesisant city elerk.T_he Mayor appointed, Ackley and Parker and Harrington. A Warranty Deed was read of J.J.Allieon and Chalotte F. Allison,hie wife, for a certain tract of land on Canyon Hill and running to the pity of Caldwell, and on motion of Adams the same was acoepted and ordered to be made of record. Voted on motion of Steunenberg that the Water Supt,, be instructed to enforce the city ordinance in reference to one motor for each seperate house using city water. Mr. Sovering appeared, stating that tLe city had a drinking fountain wLich could be Installed with little expense in front of the city hall, Voted on motion of Parker that Mr. Sovering be instructed to install the same in a suitable place. Voted on motion of Adams that the Nayor appoint a committee to investigate the advis- ability of plastering the fire hall and kalsoming the various rooms of the city hall. The Mayor appointed Adt.i.ia and Boone. The report of the gire Committee, recomending a raiss in the salary of O.H.Sovering, manager of the fire engine and apparatus, of a 10.00, per month was read. Voted on motion of Ackley that the report be accepted and placed on file, and that the salary be increased as per report. Voted on motion of Ackley that the council adjourn until the evening of June 18th,1913. City Clerk
