COUNCIL CH10,113ERS, JUfIE 1, 1936.
8:00 P. M.
The Regular Monthly Meeting of the City Council met in the Council Room•of the
City Hall, with the Mayor Emery L. Vassar, presiding.
On Roll Call the following Councilmen answered present: Edgar L. Oakes, W. R.
Hollingsworth, G. W. Montgomery, and G. M. Fenrich. Absent: F.D. Mumford and W. S. Boynto
The Minutes of May 4th and 16th were read and approved as read.
Mr. Mumford appeared and was marked present.

Mrs. R. B. Scetterday and Mr. J. B. Gowen appeared before the Council and ex-
pressQd their a precietion of the Rose Garden at the North Pump House.
Mr. Gowen requested that the rose garden be made a municipal rose garden and that
a committee be appointed to go ahead with the work.
The Mayor appointed the following as the Municipal Rose Garden Co maittee: F.D.
Vfumford, Mrs. R.B.Scatterday, J. B. ^Gowen and R. K. Beatty.
Mr. Byron Defenbeugh, auditor a peered before the Council and presented his pre-
liminary report.
An Affidavit of Publication was reed by the City Clerk.
The Bills for May were read and on i�iotion by Montgomery, seconded by Mumford that
ese. bills be allowed and Warrants be ordered drawn for the various amounts all of which
d bean approved by the Chnirmah of the Finance Committee. Motion carried.

Whereupon, Councilman Montgomery presented the following preamble and resolution:
,WM7AS , The Works Progress Administration of the United Ste es Goverment has
presented.to the Mayor and Council a proposition for the carrying out f their program of
extermination and eradication of noxious weeds on the property and pr ises of the bity of
Caldwell_ to -wit: on its parking, grounds, lots and blocks held by it, as well as the
streets and alleys of the said city, by the spreading of chemicals in suitable places for
the eradication of said noxious weeds, and
WHEREAS, Canyon County, Idaho, likewise presented a proposition to cooperate with
the Works Administration in the eradication of said noxious weeds, upon the stip-
ulation that the City of Caldwell pay one -half of the costs of the chemicals used in the
eradication of said noxious weeds, and the said Canyon County, Idaho, tenders to the City
of Caldwell a contract for that purpose, and
_WHEREAS, The Mayor and Council of the City of Caldwell believe that it is for
the beat inter,�st and good of the said City of Caldwell and the inhabitants thereof, that
said iib2ious weeds bb destroyed, and that they cooperate with the said Works Progress Ad-
ninistration, or any other Govermental agencies through their representatives, and with
the Canyon County, State of Idaho, in the eradication of said noxious weeds,
NOW, THEREFORE, 2E IT RESOLVED That the Mayor of the City of Caldwell be, and he E
is, hereby authorized and directed for, and on behalf of, the City of Caldwell to enter in-
to a contract and stipulation with the Works Progress Administration, authorizing them to
go upon any cf the streets and alleys of the City of Caldwell, or any other property owned
by the City of Caldwell, for the purpose of eradication of said noxious weeds, which said
contract shall endure not longer than from the time of its execution until the first day of
Way, 1937; and that he may enter into contracts with the said Canyon County, Idaho, to pay
one -half (3) of the cost of chemicals used in the treatment of said noxious weeds, and the
carrying out of the said program, whereby the said City of Caldwell shall pay one -half of
the coat of chemicals used in said treatment of said noxious weeds, at a cost to the City
of Caldwell not to exceed the sum of Five Hundred Dollars ($500.00). That a copy of this
resolution duly certified to by the City Clerk of the City of Caldwell, shall be attached t

any forms or contracts that mgry be executed by said Mayor in carrying out the purposes of
this resolution, afid'9hall, to the extent of said resolution, limit the power of the said
Mayor in executing the same, and shall limit the contracts so executed by the Mayor, in
accordance with this resolution; and moved the adoption thereof.

Whereupon, Councilman Hollingsworth seconded the motion. A yea and nay vote was
had thereon, with the following results:
Yes: Councilmen Oakes, Hollingsworth, Montgomery, Mumford and Fenrich.
No: None.
Absent and not voting: Councilman Boynton.
Whereupon, the Mayor declared the motion duly carried, and the preamble and re-
solution duly adopted.
Moved by Fenrich, seconded by Hollingsworth that the salaries of the Fire De-
partment be raised to the place they were before the 10 percent reduction. Motion carried.
There being no further business to came before the Council, it was moved by Mont

iatural stream conunonly known as "Indian Creek," which said creek intersects certain street:
ind avenues of the City of Caldwell, and
WHEREAS, The present bridges across the said creek at the places hereinafter in-
licated, where it intersects said streets and avenues, were originally mode of wood, and
iave become rotten and decayed -iand unsuitable to carry the tra °fic along said streets and
Lvenues and across said creek; and it appearing to the Mayor and City Council of the City
f Caldwell that the said bridges, and each of them, or any of them, are liable to Col -
apse under the daily strain of the normally heavy loads that pass over them; and should
hey collapse the City of Caldwell would be subjected to expensive damage suits for injuries
hat might occur to persons and property, and that the recovery of damages costs and ex-
enses against the said City in any of such suits might reasonably be expected to create a
rester expense to the City of Caldwell than the reconstruction and replacement of the said
everal bridges.
NOta, THF.RFvORE, BE IT RESOLVED That the Mayor and Council of the City of Cald-
ell, Canyon County, Idaho, do hereby determine that it is necessary, and for the best in-
terests of the City of Caldwell, the inhabitants and residents and citizens thereof and ally
ersons traveling said several streets and avenues of the City of Caldwell, to build and
nstruet bridges of suitable material and strength to support the traffic on or accross the
Crests and avenues where they interesect and cross said Indian Creek, to -wit :
At the intersection of said Indian Creek with Fourth Avenue
South and Arthur Street.
At the intersection of said Indian Creek with Fifth Avenue
South and Arthur Street.
