E L. 0. Gray appeared before the Council and reported that the City Dog Catcher had come to his house and had taken his dog, a female with email puppies, and that the dog had been held by him overnight, but that aid dog had now been returned. Aiark Sawyer, City Dog Catcher, was present and reporte5 that he had gone to the Gray home upon the complaint of the neighbors, that the dog was vicious. That he had opened the door and as the dog came out he hnd put a collar on the dog and brought her to the City pond. The City Attorney gave the Ordinance, No. E0, relating to the keeping of vicious doge in the city. The City Attorney was given instructions to make the necessary arrangements to dispose of the said dog. The Mayor appointed mark Sawyer to be the City Dog Catcher for the ensuing term. It was moved by Sandmeyer and seconded by Vassar that this appointment be confirmed. Motion carried. Vassar brought up the matter concerning the supplying of the City with gag and I oil by the Continental oil Co. The matter was laid mn the table for future consideration. B- $- MSth of Mountain }come took up the reading of the Audit of the VanDeueen Audit oo. Inc. This Audit was gone into very extensively by Mr. smith, and explained by him in a very satisfactory manner. on motion by Sandmeyer and seconded by Vassar, the Bonds of the Treasurer for g 10,000.00 and of the Clerk for w 3,000.00 were accepted and approved. It was moved by Dickens end seconded by Vassar that this Council edjourn and to be'oonvened upon the call of the Mayor. Motion Carried. f yo C r CONNOIL CHAMBERS, MAY 86. 1931. 8:00 P. M. i The Cit)i Council met in persuant to a call by the Mayor, with Mayor Fred L Lilly presiding. The Roll of th Councilmen wee celled and the following answered presentr M. a. Sandmeyer, Art Water, C. E. Bales, C. 0. Johnson, E. L. Vassar and Joe Dickens. Absent' none. The Mayor, 5 L. Lilly, at this time,eppointed the Caldwell city Library Board as Follows : - Frank Mumford, Chairman, Mrs Love Miller Smith, Mrs A. B. Cornell, Aden Pyde and E. L. Vassar. on motion made by Sandmeyer and seconded by Keister, the council confirmed these.appointments. The Mayor appointed the Swimming Pool committeea as follows: Mrs. A. E. Laughlin, Chairman, J. H. Lowell, J. G. Conley, Frank Mumford, Lire R. P, Parley and on motion of Vassar seconded by Johnson these appointments were confirmed. The Mayor appointed the Air Fort Committe as follows: The Mayor, Chairman, Frank Mumford, 1Prank Roberts, Dr. E. E. Dutton and Jesse Gowem. On motion of Dickens and seconded by Bales these appointments were confirmed. �o .May 25, 1931 Goo. C. Middleton, Certified Public Accountant, appeared before the Council rand out- lined the plan for the Audit for the ensuing year. The matter of employing Mr Middleton to do this work was temporarially deferred. The Clerk then read the following Contract: May 15th. 1931 This is an agreement between the City of Caldwell and the Mountain States Tel- ephone and Telegraph Company, whereby the City of Caldwell agrees to patch and repair all pavement reoently out and removed by said Mountains States Telephone and Telegraph Company, in oomneotion with the placing of its undergrotmd conduits and laterals,on Kimball fivenue and in the alley between Main and Arthur Streets -- seventh and eighth Streets, for which the Mountain states Telephone and Telegraph Company is to pay the actual cost of la bor and material necessary for msking the repairs herein above referred to, and are not to be lieb- for any accidents or damage which may be caused by said work. Motion Carried. The Petition of Arthur L. Gray wee read, asking that the Speoisl Taxes on Lots 19, EO qnd 21, Block 11, Dorman's Addition be cancelled previous to the year 1931. The matter was referred to the City Attorney for approval. The Mayor declared the office of City Physician to be vacant. Moved by Sandmeyer and Seconded by Dickens that the Caldwell News Tribune shall be '. designated as the Official Paper. Motion Carried. Moved by Dickens and seconded by Sandmeyer that the Mayor appoint a committee to i investigate the waste water of all Irrigation Districts and individuals, who have been allowing waste water to overflow on Highways and city property, and that this committee report back to the City Council. I I COUNCIL CHAMBERS, JUNE 1. 1931, 8 :00 P. M. The City Council met in Regular Session with the Mayor, Fred L. Lilly, presiding. The Clerk called the Roll of the Councilmen, and the following answered present: M. S. Sandmeyer, A. G. Keister, E. L. Vassar, Joe Dickens, 0. E. Bales and C. M. Johnson. Absent none. T. M. Nickel appeared before the Council, and asked that the Tourist Cabins in Memorial Park be not removed, but that they be leased instead. The Mayor referred the matter to the Park Committee, C. H. Bales and C. M. Johnson. S. P. Baker was present and asked that he might have a part of the City insurance. The Mayor and Council took the matter under advisement. . 0. A. Papua appeared before the council and asked that he might buy the Cabins at �ths,City Tourist Park. Mr. Payne made an offer of $ 500.00 for all the buildings, includin ten cabins, a kitchen and the Ladies and Gents Rest Rooms. Lilly, for the purpose of hearing grom the Attorney, Walter H. Hodges, representing the Bond Holders of Bonds of the Local Improvement District No. E. Mayor Fred L. Lilly presiding. Hell 0671 of Councilmen was had and the following answered present+ M. a. Sandmeyer, A. G. Keieter, Joe Dickens, E. L. Vassar, 0. M. Johnston and 0. E. Bales. Absent none. appeared before the Council and asked that the Speoial Taxes on Lots 9 to 12, Block 48, , be cancelled. Moved by Vassar and seconded by Dickens that the Mayor appoint a oommittee of two to look into the matter. Motion carried. The Mayor appointed Sandmeyer and Vassar as this committee. M. H. Eastace then outlined the matter on Local Improvement Distriot No. 2, and introduced Walter H. Hodges, of Seattle, Special Attorney for the Bond Holders of Bonds of L. I. D. No. 2. Mr. Hodges then went into the matter very thoroughly, and asked the Mayor and City Council to re- assess the property in this District to raise the deficiency in this District The following local property holders, who would be effected by this re- assessment, appeared and talked against this proposed re- assessment; R. S. Madden, .2reslay,F. Horne, T. & Buckner, Walter Griffiths and J. H. Forbes. Moved by Sandmeyer and seconded by Dickens that the Council take the matter under advisement. Motion carried. The City Council convened persuant to the call of the Mayor, for the purpose of opening bide en the Tourist park. Mayor, Fred L. Lilly presiding. The Clerk salled the roll of the aounoilmen and the following answered present; M. S. Sandmayer, Joe Dickens, Art Keiater, Carl Johnston, 0. E. Bales and E. L. Vassar. Absent none. - A letter was read from Walter H. Hodges, Seattle Attorney, asking that the City pay certain assessments in Local improvement Districts no. E and no 4. These being the assess - mente on the Yublio Library in L. 1. D. no. 2 and the City Hall in L. I. D. No. 4. Mr. Hodges also asked that the City Treasurer proceed at woe to take Tax Deed to a13 property in Local Improvement Districts No. 2, No. 3, and no. 4 on which the assessments had not been paid. notion These matters were carefully considered by the council, but no definite /was taken.
