Moved by Smith, seconded by Shorb these appointments be confirmed
Upon Roll Call it appeared the motion was unanimously carried,
Councilman Shorb recommended a check by the Sanitary Inspector to ascertain if *lore were parties
hauling garbage who had not been authorized by the City.

I The following Insurance Bulletin was readfrom the Idaho Municipal League:
Bulletin # 553
Because we found ourselves forced with an immediate premium raise of
forty percent we took action last week wl ch will preclude the necessity
I, of a raise, at least until the new fiscal year.
The pro-ram is actuallymorking out very satisfactorily and there will be
no change in procedure or in payment of premiums or claims. We have changed
underwriters but have actually stayed with the same perso whom you all
know, Ralph Knoblock and Georce Oudgell.
We want to continue to serve you in the best possible way and will keep you
informed of any new developments.

Moved by Eldredge, seconded by Smith the City assume the raise in rate for the employees dependent

Upon Roll Call it appeared the motion was unanimously carried.
There being no further business to came before the Council it was moved by Smith, seconded by Shor
that Council adjourn. Motion carried.

hereby acknowledge notice of a special meeting of the said City Council, to be held at the Council Chambers
in the City Hall in the City of Caldwell, Idaho, at the hour of 7:00 o'clock P. M. on the 25th, day of

Upon Roll Call the following Councilman answered present: N. E. (Coley) Smith, Max Luby, Emile
Shorb, L. P. Eldredge and Leland Finley. Absent: E. L. Vassar.
Th� Mayor informed the Council the meeting was called to meet with Robertson Smith and discuss
group insurance.

ing the Western Life Insurance Company of Helena, Montana. I

I would like to express to you, and through you to the many others, our
sincere appreciation for the wonderful help, thoughtfulness and consideration
-far-the--wonderful-help, thoughtfulness and consideration at the time of the
recent fire loss. I,
I feel that thi Tire Department, under the direction of Mr. Paddock, did

a remarkable jot to have prevented the fire from spreading. The Police Depart-
ment took the responsibility of protecting property and individuals. Your per-
sonal help in making this seraice available was appreciated more than I can
say. Will you kindly extend my thanks to th others.

This is a note of gratitude to the Mayor, City Councilmen, and others who
may have been concerned in the naming of the Caldwell municipal rose garden the
Jess B. Gowen Hose Gardens.
Our father would have appreciated this more than any other remembrance since
it is a living memorial in a (to us) historic soot.

Thereupon Councilman Eldredge proposed the following Resolution and moved the adoption thereof,
which motion was duly seconded by Councilman Finley.

WHEREAS, The Treasurer of the City of Caldwell, Idaho, has the sum of Fifty Thousand & No/100
($50,000.00) Dollars, cashm lawful money of th United States, in her possession, as required by Ordinance
No. 887, pertaining to the Sewer and Water Bond; and
WHEREAS' It is deemed uneconomical that said funds should mot be invested;
NOW, THEREFORE, The Treasurer of the City of Caldwell is directed to invest said funds in obliga

of the Unites States Government, at such terms, and at such rates of interest, as may be available.
Upon Roll Call those voting in the affirmative were: Smith, Luby, Shorb. Eldredge and Finley.
Negative: None. Absent and not voting: Vassar.
Thereupon the Mayor declared the motion carried and the Resolution adopted.

Thereupon Councilman Shorb introduced the following Resolution and moved the adoption thereof,
which motion was duly seconded by Councilman Smith:

BE IT RF,SOLVED, By the Mayor and City Council of the City of Caldwell, Idaho:
THAT, WHEREAS, ??PS-RALPH B. SCATTiERDAY,-nd PAUL TRACY have for many years served as members of
the Carnegie Library Board; and
WHEREAS, The valuable service to Caldwell and surrounding community of the library -as been
achieved in a large measure bytheir efforts, dilignece and personal interest of the said MRS. Ralph R.
SCATT ?RDAY and PAUL TRACY; and
WHEREAS, The said persons have now retired from the Library Board;
NOW, TH3r4FORE BE IT RESOLVED That the Mayor and Council of the Cityof Caldwell, Idaho, for and
on behalf of the people of the City of Caldwell, Idaho, do hereby express their great appreciation for the
services of MRS. RALPH B. SCATT RDAY, and
WHEREAS, Thesaid persons have now retired from the Library Hoard;

The matter of creating a Building Department was discussed by the Council.
G Whereupon it was moved by Finley seconded by Shorb a Building Department be created with offices
i in the old City Hall and a part time girl be employed to assist the Building Official.

Thereunon the Mayor delcred the motion carried.
The City Attorney reported a bicycle stolen from A. W. Neumeister had been sold at police auction,
'laIse, the person buying the bicycle had made a number of repairs and wished to be reinbursed for the expense.
Moved by Shorb, seconded by Luby,Chief of Police Judd be instructed to ne otiate with the person
l buyirg the bicycle at the police auction.

Councilman Vassar ent - =red and was marked present.
`Moved by Vassar, seconded by Luby June 8th, be set as the date for the Regular June Council Meet-
ing.

Councilman Luby reported Jim Guy, Recreation Director wished to meet with the Mayor and Council
discuss the Summer Recreation Program.
June 27th, at 7.30 o'clock was set for this meeting.
Moved by Shorb, seconded by Lucy the Bank of Idaho and the Idaho First National Rank be designated
the official Banks of Depository wherein the funds of Caldwell shall he deposited.
Upon Roll Call it appeared the motion was unanimously carried.
Moved by Shorb, seconded by Luby the Nei�-Tribune and the Caldwell Times be designated as official �
spapers of the City of Caldwell.
Upon Roll Call it appeared the motion was unanimously carried.
Council Smith was instructed to ascertain the cost of commercial fertilizer for the Golf Course.
Councilman Luby reported Mr. Van Auker of Vita Rich Dairy requested permission to use City Property
hold an auction of diary premiums.
This was referred to the Chiefof Police.
Councilman Shorb reported citizens near the Golf Course had requested the City to erect a fence
keepschool children Prom cutting through the golf course as there was danger of them being struck by a
f ball.
No action was taken at this time.
City Engineer Melvin Lewis presented a proposed plat of the Aikman Property for annexation to the ICI
y of Caldwell. Mr. Lewis recommended 5C or 60 foot right -of -way for streets should be dedicated.
The Mayor stated this plat would be studied by the Council.
The City Engineer stated a concrete plan should be followed on all sub - divisions.
Councilman Eldredge recommended parties reonesting deliver of city water outside the City should Il
year before the Council.
Moved by Eldredge, seconded by Vassar the water department be instructed not to sell water meters
side the city limits.
Mayor Simmerman, Chief of Police and Pound Master were instructed to prepare a tentative "Dog Leash II
linance "and present to the Council.
Moved by Shorb, seconded by Luby the Mayor be authorized to aurchase a desk and cabinets from I,

umners Stationery, chairs from Caxton Printers , typewriter and adding machine from Moore Stationery.
Upon Roll Call it appeared the motion was unanimously carried. it
There being no further business to come before the Council it was moved by Councilman Smith, II
