A motion was made by Clark that the rules be suspended and the readings on thre3 separate days be dispended with and that Bill No. 50 be read the second time by title and the third time in full and placed on its final passage. So Bill No. 50 passed becoming Ordinance No. 165. Voted, on motion of Clark, that Council adjourn until N.onday, May 23, 1910 at 8 p. m, Monday, May 23, 1910. Council met in regular session pursuant to adjournment with ,rayor Gowen presiding and Coucllmen Clark, Devere, Farrar, Gartin, Paynter present•. Shorb, Clerk. The time coming on regularly for the opening of the bids for the printing and publishing for the peasant fiscal year, two bide were opened as follewas News Publishing Co. 4 1/2 cents per line - -6 point type. Caldwell Tribune 5 cents per line - -6 point type. A motion was made by Farrar that both bide be rejected. The roll being called on the motion, the vote resultede Ayes -- Clark, Devers, Farrar, Gartin, Paynter - -5. Nays - -0. Absent -- Harris. So the bids were rejected. Voted, on motion of Clark, that property owners, where excavations are being made, b required to protect the same by putting up substantial fences or railings; A motion was made by Farrar that the Superinrendent of Water Works be instruct- ed to out off water at all places over one month in arrears for water rentals. A motion was made by Farrar that the City Attorney take the necessary steps to start a friendly suit to test the validity of the Paving Intersectmon Bonds. The roll being called on the motion, the vote resulted: Ayes -- Clark, Devers, Farrar, Gartin, Harris - -5. Nays -- Paynter. Absent - -0. So the motion prevailed. A motion was made by Paynter that the Council pass a special Ordinance to regulate the sidewalk grade at the Ford place. The roll being called on the motion the vote resulted: Ayes -- Paynter. Nays--Clark, Devers, Farrar, Gartin, Harris - -5. So the motion was lost. Bill No. 51 by Farrar, entitled, "An Ordinance authorizing the issuance coif improvemeng bonds of the City of Caldwell, Idaho, in the sum of $85,859.67, for the purpose of paying the cost of the construction and laying of pavement and curbing in Local Improvement District No. 1; providing for the payment of said bonds out of the collection of assessments levied in said district, and repealing Ordinance No. ill; passed by the Council on the 9th day of February, 1910, and approved by the Vayor the 10th day of February, 1910 was read the first time. A motion wee made by Farrar that the rules be suspended and the readings on three separate dayd be dispensed with and that Bill No. 51 be read the second time by title and the third time in full and placed on its final passage. The roll being called on the motion, the vote resulted: Ayes -- Clark, Devers, Farrar, Gartin, Harris, Paynter - -6. Nays and absent - -0. So the motion prevailed. So Bill No. 61 passed, becoming Ordinance No. 166. Bill No. 52 by Paynter, entitled, "An Ordinance declaring the intention of the City of Caldwell, Idaho, to establish within the limits of the said City, a local improvement district to be called, "Local Lateral Dew or Improvement District No. 3 ", and the intention of said city to establish therein a sewerage distriet4, was read the first time. A motion was made by Harris that the rules be suspended and the',rdadings on three separate days be dispensed with and that Bill No. 52 be read the second timeby title and the third time in full and placed on its final passage. The roll' being called on the motion, the vote resulted% Ayes -- Clark, Devers. Farrar, Gartin, Harris, Paynter - -6. Nays and absent - -0. 90 the motion prevailed. So Bill No. 52 passed, becoming Ordinance No. 167. Voted, on motion, of Clark, that % warrantdbe drawn against the Paving Fund in the sum of $15,000.00 in favor of the Warren Construction Company. Bill No. 53 by Farrar, entitled, "An Ordinance providing for the issuance by the City of Caldwell, Idaho, of coupon bonds id the sum of Ten Thousand ($10,000.00) Dollars for the purpose of fundingtthe outstanding VM 10debtednese of the City of Caldwell, Idaho, specifying the number, form, contents, provisions, principal and rate of interest, manner of making payment of principal and v providing for annual levies of special taxes for the payment of the interest, to constitute a sinking fund for the payment of the principal, and repealing Ordinance No. 125, passed and approved the 15th day of June, 1909, and Ordinance No. 129 passed on the 14th day of July, 1909, and approved on the 15th day of July, 1909 ", was read the first time. A motion was made by Clark that the rules be suspended and the readings on three separate days be dispensed with, and that Bill No. 53 be read the second time by title and the third time in full, and placed on itd final passage. So Bill No. 53 passed becoming Ordinance 165. Bill No. 54 by Farrar, entitled, "An Ordinance to provide for the issue and selling of coupon bonds of the City of Caldwell, Idaho, in the sum of Sixty Thousand (460,000.00) Dollars, for the purpose of paying the cost and the expense of the improve- ment in "Local Sewerage Improvement District No. 3" of the gity of Caldwell, Idaho, as provided in the Ordinances of said City, specifying the number, form, contents, If 111 IN 9J III I ��i U!11 L provisions, principal and rate of interest, providing for annual levies of special taxes for the payment of the interest, and to constitute a sinking fund for the payment of the principal thereof, and repealing all Ordinances and parts of Ordinances in conflict with this ordinance", was read the first time. A motion was made by Gartin that the rules be suspended and the readings on theee separate days be dispensed with and that Bill No. 54 be read the second time by title and the third time in full and placed on its final passage. The roll being called on the motion, the vote resulteds Ayes -- Clark, Dever&, Farrar, Gartin, Harris, Paynter - -6. Nays and absent - -0. So the motion prevailed Bill No. 54 read second time by title. Bill No. 54 read third time in full and placed on its final passage.
